Resolution No. 5830 28 1 RESOLUTION NO. 5830 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING OF A SPECIAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY, DECEMBER 11, 1990, FOR THE SUBMISSION TO THE QUALIFIED VOTERS A QUESTION RELATING TO THE ESTABLISHMENT OF A BUSINESS LICENSE TAX FOR BUSINESSES ENGAGED IN HAZARDOUS WASTE RECYCLING, TREATMENT, STORAGE OR DISPOSAL, INFECTIOUS WASTE RECYCLING, TREATMENT, STORAGE OR DISPOSAL, WASTE TO ENERGY AND SOLID WASTE MATERIALS PROCESSING AND RECYCLING RESPECTIVELY, WITHIN THE CITY OF VERNON 3 4 5 6 7 8 9 10 11 12 13 WHEREAS, under the provisions of the Charter of the City of Vernon, a Special Municipal Election shall be held on Tuesday, December 11, 1990, for the submission to the qualified voters of said City at said election the question hereinafter 14 set forth. 15 16 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: 17 18 SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recital contained 19 hereinabove is true and correct. 20 SECTION 2: Pursuant to the requirements of the 21 22 Charter, there is called and ordered to be held in the city of 23 Vernon, California, on Tuesday, December 11, 1990, a Special 24 Municipal Election for the submission to the qualified voters of said City at said election the question hereinafter set forth. SECTION 3: The City Council, pursuant to its right and authority, does order submitted to the voters at the Special Municipal Election the following question: 25 26 27 10 11 1 PROPOSITION A 2 Shall an ordinance entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF VERNON AMENDING THE CODE OF THE CITY OF VERNON, CALIFORNIA 1959 BY AMENDING SECTIONS 15.36 AND 15.37 AND BY ADDING NEW SECTION 15.37- 1 TO CHAPTER 15 OF SAID CODE RELATING TO THE ESTABLISHMENT OF A BUSINESS LICENSE TAX FOR BUSINESSES ENGAGED IN HAZARDOUS WASTE RECYCLING, TREATMENT, STORAGE OR DISPOSAL, INFECTIOUS WASTE RECYCLING, TREATMENT, STORAGE OR DISPOSAL, WASTE TO ENERGY AND SOLID WASTE MATERIALS PROCESSING AND RECYCLING RESPECTIVELY, AND ESTABLISHING A DATE FOR AN ELECTION TO BE HELD TO APPROVE THE LEVY OF SAID BUSINESS LICENSE TAX" be adopted? 3 4 5 6 7 8 9 YES NO 12 13 SECTION 4: The proposed ordinance is on file with the City Clerk and may be examined during regular business hours. 14 SECTION 5: The ballots to be used at the election 15 shall be in form and content as required by law. 16 SECTION 6 : The City Clerk is authorized, instructed 17 and directed to procure and furnish any and all official 18 ballots, notices, printed matter and all supplies, equipment and 19 paraphernalia that may be necessary in order to properly and 20 21 lawfully conduct the election. SECTION 7: Pursuant to section 1340 of the Elections 22 23 Code of the State of California, the election will be conducted 24 entirely by mailed ballots. Ballots may be returned by mail or hand delivered but must be received by the city Clerk by 8: 00 25 26 p.m. on December 11, 1990, as required by section 1353 of the Elections Code of the State of California. The City Clerk's 27 28 -2- 1 Office at the City Hall located at 4305 Santa Fe Avenue in the 2 City of Vernon shall remain open from 7:00 a.m. to 8:00 p.m. on 3 election day. 4 SECTION 8: In all particulars not recited in this 5 resolution, the election shall be held and conducted as provided 6 by law for holding municipal elections. 7 SECTION 9: Notice of the time and place of holding the 8 election is given and the City Clerk is authorized, instructed 9 and directed to give further or additional notice of the 10 election, in time, form and manner as required by law. 11 SECTION 10: The City Clerk of the City of Vernon shall 12 certify to the passage of this resolution and thereupon and 13 thereafter the same shall be in full force and effect. 15 14 APPROVED AND ADOPTED this 25th day of September, 1990. 16 20 21 22 23 24 25 26 27 28 -3- '" 1 STATE OF CALIFORNIA ) )ss 2 COUNTY OF LOS ANGELES ) 3 I, BRUCE V.
