A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON, CALIFORNIA, PROVIDING FOR
THE FILING OF REBUTTAL ARGUMENTS FOR CITY
MEASURES SUBMITTED AT MUNICIPAL ELECTIONS

WHEREAS, sections 4015.5 and 5014.5 of the Elections
6 Code of the State of California authorizes the City Council, by
7 majority vote, to adopt provisions to provide for the filing of
8 rebuttal arguments for city measures submitted at municipal
9 elections.
10 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
11 THE CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon
13 hereby finds and determines that the recitals contained
14 hereinabove are true and correct.

SECTION 2: Pursuant to sections 4015.5 and 5014.5 of
16 the Elections Code of the State of California, when the clerk
17 has selected the arguments for and against the measure which
18 will be printed and distributed to the voters, the clerk shall
19 send copies of the argument in favor of the measure to the
20 authors of the argument against, and copies of the argument
21
against to the authors of the argument in favor.
The authors
22 may prepare and submit rebuttal arguments not exceeding 250
23 words. The rebuttal arguments shall be filed with the City
24 Clerk not more than 10 days after the final date for filing
25
direct arguments.
Rebuttal arguments shall be printed in the
26
same manner as the direct arguments.
Each rebuttal argument
27 shall immediately follow the direct argument which it seeks to
28 rebut.

SECTION 3: All previous resolutions providing for the
filing of rebuttal arguments for city measures are repealed.

SECTION 4 :
The provisions of section 2 shall apply
only to the election to be held on December 11, 1990, and shall

then be repealed.

SECTION 5: The City Clerk of the city of Vernon shall
8
certify to the passage of this resolution and thereupon and
thereafter the same shall be in full force and effect.
