A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON, CALIFORNIA, SETTING
PRIORITIES FOR FILING WRITTEN ARGUMENTS
REGARDING A CITY MEASURE AND DIRECTING THE
CITY ATTORNEY TO PREPARE AN IMPARTIAL
ANALYSIS REGARDING A CITY MEASURE

7 WHEREAS, a Special Municipal Election is to be held in
8 the City of Vernon, California, on Tuesday, December 11, 1990,
9 at which there will be submitted to the voters the following
10 measure:
11 PROPOSITION A
12 Shall an ordinance entitled "AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF VERNON
13 AMENDING THE CODE OF THE CITY OF VERNON,
CALIFORNIA 1959 BY AMENDING SECTIONS 15.36
14 AND 15.37 AND BY ADDING NEW SECTION 15.37-
1 TO CHAPTER 15 OF SAID CODE RELATING TO
15 THE ESTABLISHMENT OF A BUSINESS LICENSE
TAX FOR BUSINESSES ENGAGED IN HAZARDOUS
16 WASTE RECYCLING, TREATMENT, STORAGE OR
DISPOSAL, INFECTIOUS WASTE RECYCLING,
17 TREATMENT, STORAGE OR DISPOSAL, WASTE TO
ENERGY AND SOLID WASTE MATERIALS
18 PROCESSING AND RECYCLING RESPECTIVELY, AND
ESTABLISHING A DATE FOR AN ELECTION TO BE
19 HELD TO APPROVE THE LEVY OF SAID BUSINESS
LICENSE TAX" be adopted?

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon

hereby finds and determines that the recital contained
hereinabove is true and correct.

SECTION 2: The City Council authorizes the Mayor and
2 any members of the City Council to file written arguments
3 regarding the City measure as specified above in accordance with
4 Article 4, Chapter 3 , Division 5 of the Elections Code of the
5 State of California and to change the arguments until and
6 including the date fixed by the City Clerk after which no
7 arguments for or against the ci ty measure may be submi tted to
8 the City Clerk.

SECTION 3: The City Council directs the City Clerk to
10 transmit a copy of the measure to the City Attorney, unless the
11 organization or salaries of the office of the city Attorney are
12 affected. The City Attorney shall prepare an impartial analysis
13 of the measure showing the effect of the measure on the existing
14
law and the operation of the measure.
If the measure affects
15 the organization or salaries of the Office of the City Attorney,
16
the City Clerk shall prepare the impartial analysis.
The
17 impartial analysis shall be filed by the date set by the City
18 Clerk for the filing of primary arguments.

SECTION 4: The City Clerk of Vernon shall certify to
20 the passage of this resolution and thereupon and thereafter the
21 same shall be in full force and effect.
22 APPROVED AND ADOPTED this 25th day of September, 1990.
