Resolution No. 5860 1 RESOLUTION NO. 5860 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON CONSENTING TO THE ESTABLISHMENT OF A PORTION OF SLAUSON AVENUE FROM HOOPER AVENUE TO SANTA FE SPRINGS ROAD WITHIN SAID CITY TO BE A PART OF THE SYSTEM OF HIGHWAYS OF THE COUNTY OF LOS ANGELES FOR THE PURPOSE OF SYNCHRONIZING TRAFFIC SIGNALS 4 5 6 7 8 WHEREAS, the Los Angeles County Board of Supervisors on June 26, 1990 duly adopted a Resolution declaring the portion of 9 Slauson Avenue from Hooper Avenue to Santa Fe Springs Road and lO II Mulberry Drive from Santa Fe Springs Road to Stamy Road within 12 the cities of vernon, Maywood, Commerce, Montebello, pico Rivera, Santa Fe Springs and Whittier, to be a part of the l3 l4 System of Highways of the County of Los Angeles for the purpose of and limited to synchronization of traffic signals and l5 appurtenant work, as provided in sections 1700 to 1704 inclusive l6 l7 of the Streets and Highways Code of the State of California; and WHEREAS, said Board of Supervisors by said Resolution requested this Council to give its consent to allow the County to synchronize traffic signals under the Federal-Aid Urban (FAU) program and perform appurtenant work within said portion of Washington Boulevard in the City of Vernon; and l8 19 20 2l 22 23 WHEREAS, pursuant to Section 15301, Class 1 (c), of the 24 State Guidelines for Implementation of the California Environmental Quality Act of 1970, the Secretary of Resources designated this type of project as categorically exempt. 25 26 27 28 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: 1 2 3 4 5 6 7 8 9 lO II l2 l3 l4 l5 l6 l7 l8 19 20 2l 22 23 24 25 26 27 28 SECTION 1: Findinqs. The City council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: Consent to Inclusion in County Hiqhwav System. The City council hereby consents to the establishment of that portion of Slauson Avenue from Hooper Avenue to Santa Fe Springs Road, within the city of Vernon, as a part of the System of Highways of the County of Los Angeles as provided in Sections 1700 to 1704 inclusive of the Streets and Highways Code of the State of California for the purpose and limited to the synchronization of traffic signals and performing appurtenant work as may be necessary by the county of Los Angeles. SECTION 3: Coo per a t ion wit h N e i q h b 0 r i n 9 Jurisdictions. The City council hereby consents to cooperate with neighboring jurisdictions to implement, maintain and operate coordinated traffic signal controls across jurisdictional boundaries. SECTION 4: Maintenance and Operation. The City Council hereby consents to maintain and operate and to finance its juriSdictional share of the maintenance and operation costs of the improvements installed with this project. In order to maintain full effectiveness with these improvements, any change in signal timing for any of the project intersections within the jurisdictional boundaries of the City of Vernon shall only be done upon mutual agreement between the City of Vernon and the County of Los Angeles. III -2- 1 SECTION 5: Indemnification. The City Council hereby 2 consents to fully defend, indemnify and hold harmless the County 3 of Los Angeles, its officers, and employees from any liability 4 imposed for injury occurring by reason of any acts or omissions 5 under or in connection with any work performed by the City of 6 Vernon on this project. 7 Findinq of Categorical Exem~tion. SECTION 6: The 8 City Council of the City of Vernon hereby find that the project 9 is categorically exempt from the requirement for an lO environmental assessment pursuant to Section 15301, Class 1 (c), II of the State Guidelines for Implementation of the California l2 Environmental Quality Act of 1970. l3 SECTION 7: F indinq of a Minor Nature. The City l4 Council hereby finds that pursuant to Government Code, Section l5 65402 (b), the aforesaid improvements are for street l6 improvements of a minor nature and that, therefore, the l7 provisions of said Section requiring the submission to and l8 report upon said project by the city planning agency do not 19 apply. 20 APPROVED AND ADOPTED this 4th day of December, 1990. 2l 22 23 24 AT~...E : /. .~. //. #'.' t/; V~~~ ~UCE V.
