Resolution No. 5896 1 RESOLUTION NO. 5896 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON ESTABLISHING HEALTH AND PERMIT FEES APPLICABLE TO ALL PERMITS GRANTED BY THE CITY OF VERNON PURSUANT TO SECTIONS 11.25, 13.7, 13.31 AND 25.12 OF THE VERNON CITY CODE AND REPEALING ANY CONFLICTING PROVISIONS OF RESOLUTION NO. 5728 4 5 6 7 8 WHEREAS, the Vernon City Code and, in particular, 9 Sections 11.25, 13.7, 13.31 and 25.12 thereof, provide for the 10 11 12 13 14 15 16 17 issuance of health permits; and WHEREAS, Sections 11.25, 13.8, 13.34, and 25.12.4 of the Vernon City Code provide that the City Council of the City of Vernon shall establish, by resolution, heal th permit inspection fees for the various types of businesses and vehicles requiring health permits; and WHEREAS, the City Council of the City of Vernon adopted Resolution No. 5728 on March 20, 1990, establishing health 18 permit fees in accordance with said Code; and 19 WHEREAS, said fees established by resolution are hereby 20 determined to be inadequate; and 21 WHEREAS, the City Council of the City of Vernon intends 22 to establish new fees as set forth herein. 23 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF 24 THE CITY OF VERNON AS FOLLOWS: 25 SECTION 1: The City Council of the city of Vernon 26 hereby finds and determines that the recitals contained 27 28 hereinabove are true and correct. , . 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 2: The City Council of the city of Vernon does hereby establish that the issuance fees and annual renewal fees for permits granted by the City of Vernon, pursuant to section 13.8 of the Vernon City Code shall be as follows: BUSINESS OF VEHICLE a. Caterer b. Cesspool & Sump Pumping Vehicle c. Commercial Agricultural Operation d. Food Processing Establishment (1.) Less than 2,000 sq. ft. (2.) 2,000 sq. ft. or more e. Food Vending Machine Business f. Food Warehouse g. Laundry (including vehicles operat- ing from the City of Vernon) h. Laundry Vehicle (independent and from outside the City of Vernon) i. Offal Vehicle j. Rendering Plant k. Restaurant (1.) 0-30 seats (2.) 31 seats and over 1. Retail Food Delivery Vehicle m. Retail Food Preparation Vehicle n. Retail Food Production & Marketing Establishment o. Retail Fruit & Vegetable Vehicle p. Water Supply utility $4.00 per service connection *The $99 basic inspection fee does not apply to a company operating offal vehicle(s) in conjunction with and as a part of a Vernon permitted Rendering Plant or Food Processing Establishment. SECTION 3: The City Council of the City of Vernon does hereby establish that the issuance fees, annual renewal fees and late fee penalties for health permit inspections granted by the City of Vernon pursuant to section 11.25 of the Vernon City Code are as follows: Wholesale Food Vehicle - $28 per vehicle SECTION 4: The City Council of the City of Vernon does hereby establish that the issuance fees, annual renewal fees, and late fee penalties for health permit inspections granted by the City of Vernon pursuant to section 13.34 of the Vernon City Code shall be as follows: (a) Underground Hazardous Substances Storage Facility - $209 for five (5) years; (b) Annual Tank Operating Permit - $47 per tank (not to exceed $237 per facility); (c) Transfer of Operating Permit - $70; (d) Amend an Operating Permit - $35. III -3- , ' 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 5: The City Council of the City of Vernon does hereby establish that the appliction fees, fees for filing an appeal and fees to amend a well permit granted by section 25.12.4 of the Vernon City Code shall be as follows: (a) Drilling a water well or destroying or converting an existing water well - $138.00; (b) Drilling a monitoring well (ground water) $83.00; (c) Fee for filing an appeal - $55.00; (d) Fee for amending a well permit - $28.00. SECTION 6: In addition to the foregoing, the licensee or permittee shall pay all other necessary fees or deposits which may be required by other ordinances or resolutions of the City of Vernon or applicable State laws in effect. SECTION 7: The fees provided for herein shall be effective April 1, 1991, and all provisions of Resolution No. 5728 and all other resolutions in conflict herewith are repealed effective April 1, 1991. SECTION 8: The City Clerk of the City of Vernon shall certify to the passage of this Resolution and thereupon and thereafter the same shall be in full force and effect.
