A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON SUPPORTING FULL GRADE
SEPARATION OF RAIL-HIGHWAY AND RAIL-RAIL
CROSSINGS IN THE LOS ANGELES-SAN DIEGO
RAIL CORRIDOR AND PURSUIT OF FEDERAL
FINANCIAL PARTICIPATION IN THIS EFFORT

WHEREAS, the Los Angeles-San Diego Corridor (LOSSAN),
8
serving a region with over 15 million people and over 5 million
9
jobs, is the second busiest intercity passenger rail corridor
in the' nation, with over 100% of its costs paid by passenger
fares; and
WHEREAS, increases in the frequency of intercity train
service, in combination with initiation of new commuter rail
services throughout Southern California and the continuation of
freight service, will more than double the current number of
trains operating in the LOSSAN Corridor; and
WHEREAS,
the Los Angel,es-San Diego Rail Corridor

Agency was created as a Joint Powers Agency of Los Angeles,
orange,-and San Diego Counties and the State of California to
develop a high frequency and cost-effective passenger rail

service in order to move people in Southern California between
Los Angeles and San Diego; and

WHEREAS, the full grade separation of rail-highway and
rail-rail crossings and/or the improvement of existing at-grade
crossings in the LOSSAN Corridor is an integral component in the
provision of high frequency, safe and reliable passenger rail

service; and

1 WHEREAS, Local, . state, and Federal support is required
2r-or programs to provide for grade-separation and improvement of
3 rail-highway and rail-rail crossings in the LOSSAN corridor; and
4 _ WHEREAS, consideration is presently being given by the
5 Administration and Congress of the United states for Federal
6 financial participation in the grade separation of high density
7 corridors such as the LOSSAN corridor and continued Federal
8 participation in at~grade crossing improvements; and
9 WHEREAS, special consideration is needed for the
lO Fullerton to Los Angeles segment because of the high volume of
II intercity freight and commuter trains which utilize said
12 segment; and
l3 WHEREAS, the LOSSAN Corridor traverses the city of
l4 Vernon, and improved rail traffic and commuter travel will
l5 benefit the City, its residents, businesses, industries, and
l6 employees.
l7 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
18 THE CITY OF VERNON AS FOLLOWS:
19 SECTION 1: The city Council of the city of Vernon
20 hereby finds and determines that the recitals contained
21 hereinabove are true and correct.
22 SECTION 2: The City Council of the City of Vernon
23 hereby supports:
24 (i) the establishment of Federal and State programs to
25 facilitate grade separation in high density rail corridors and
26 for on-going improvement of existing at-grade crossings, and

(ii)
the on-going Federal financial participation in
2 improvement of existing at-grade crossings, construction of
3 grade separations in high density corridors, and designation of
4 the LOSSAN Corridor for special Federal financial assistance in
5 the development of full grade crossings with priority for the
6 segment connecting Fullerton and the Los Angeles Union Passenger
7 Terminal which channels intercity freight and commuter trains
8 into the central Los Angeles area.

SECTION 3: The city Clerk of the City of Vernon shall
10 certify to the passage of this resolution and thereupon and
II thereafter the same shall be in full force and effect.
12 APPROVED AND ADOPTED this 4th day of June, 1991.
