CITY OF VERNON (1) ESTABLISHING DOG
LICENSE FEES; (2) APPROVING THE EXTENSION
OF THE ANIMAL CONTROL SERVICES CONTRACT
WITH SOUTHEAST AREA ANIMAL CONTROL
AUTHORITY (SEAACA) FOR AN ADDITIONAL YEAR,
JULY 1, 1991 TO JUNE 30, 1992; ( 3 )
APPROVING AN INCREASE IN FEES TO SEAACA;
AND (4) AUTHORIZING THE EXECUTION OF AN
AMENDMENT TO SAID AGREEMENT

WHEREAS, the City Council of the City of Vernon has
8
adopted an ordinance providing for animal control regulation;
and
WHEREAS, the city of Vernon executed an agreement with
SEAACA, a public agency, for animal control services in 1980,
which has been revised and amended periodically and which will
expire on June 30, 1991; and

WHEREAS, Bruce V. Malkenhorst, City Administrator/City

Clerk, has recommended that the city Council of the City of
Vernon approve an amendment to the 1990/1991 agreement with
SEAACA extending animal control services for the year 1991/1992

and increasing the fees paid by the City of Vernon to SEAACA.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:

SECTION 1: The city council of the city of Vernon
hereby finds and determines that the recitals contained
22

hereinabove are true and correct.

SECTION 2: The City council of the city of Vernon
hereby approves the Amendment to Agreement with SEAACA extending
the 1990/1991 agreement for an additional year, July 1, 1991 to

June 30, 1992, and increasing the fees paid by the City of

Vernon to SEAACA, a copy of which Amendment has been presented
to the city council concurrently with this resolution, and the
City council hereby orders said Amendment to be received and

filed by the City Clerk.
SECTION 3: The City council of the city of Vernon

hereby authorizes the Mayor and the city Clerk to execute said
7
Agreement for, and on behalf of, the City of Vernon.

SECTION 4: The City Council of the city of Vernon
hereby establishes fees for the licensing of dogs as follows:
Spayed or neutered dogs.
. .$ 5.00 per dog
. .$15.00 per dog
Unaltered dogs . .

SECTION 5: The City Clerk of the City of Vernon shall

certify to the passage of this resolution and thereupon and

thereafter the same shall be in full force and effect.

AMENDMENT TO AGREEMENT
THIS AMENDMENT TO AGREEMENT is executed this 21st day
of June
, 1991 by and between the SOUTHEAST AREA ANIMAL CONTROL
AUTHORITY (herein RAUTHORITyR) and the CITY OF VERNON (herein
RCITYR).
A. AUTHORITY is a public agency organized by the cities of
Downey, Norwalk, pico Rivera, Bell Gardens, Lynwood, Montebe1lo,
Paramount, South E1 Monte and Santa Fe Springs pursuant to the
provisions of Section 6500 et seq. of the California Government
Code for the purpose of providing animal control services within
the boundaries of those cities and such other municipal corpora-
tions as are approved by the Authority.
B. AUTHORITY has performed animal control services in
accordance wi th Agreements for the CITY during the fiscal years
1980-81 through 1990-91, and the CITY and AUTHORITY desire to
extend the Agreement dated June 30, 1985, inclusive of all
subsequent amendments,
in order to enable the AUTHORITY to
continue to provide animal control services to the CITY during the
fiscal year 1991-92.
NOW THEREFORE, in consideration of performance by the parties
of the covenants and conditions herein contained the parties agree
as follows:
1. The first sentence of Section 11.2 of said Agreement is
amended to read as follows:
R2. To pay Authority during the term of this Agreement
an amount, based on a hourly rate of $31.55 for services,
requested or patrol, as set forth in items 1.1 and 1.2 of this
Agreement and in the attached Exhibit RAR, setting fO'rth Shelter
and medical fees and billed to City each month, said sum to be
paid within ten (10) days after receipt of invoice.R
2. The first sentence of Section 111.9 is amended to read:
R9. That th~ term of this Agreement shall be for the
period of July 1, 1991 through June 30, 1992 inclusive, unless the
Agreement is terminated as herein provided and said Agreement
shall be extende4 on an annual basis thereafter, unless ninety(9~1

2. All other provisions of said Agreement, with amendments,
remain unchanged.
IN WITNESS WHEREOF, the CITY OF VERNON by order of its Ci ty
Council, caused this Amendment to Agreement to be signed by its
Mayor and attested by its Clerk, and the SOUTHEAST AREA ANIMAL
CONTROL AUTHORITY, by order of its Commission, has caused this
Agreement to be subscribed by the Chairman of said Commission and
attested by the Clerk of said Commission.
