3 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY. OF VERNON ESTABLISHING A GENERAL
4 GOVERNMENT APPROPRIATIONS LIMIT FOR THE
FISCAL YEAR .ENDING JUNE 30, 1992 PURSUANT
5 TO GOVERNMENT CODE SECTION 7910

WHEREAS, Section 79:10 of the Government Code requires
7
the governing body of each local jurisdiction to establish, by
8
resolution, an appropriations limit for each year; and
9
WHEREAS, the appropriations limit for the 1980-1981
10
fiscal year is determined by multiplying the total_ amount of
11
appropriations for the fiscal year 1978-1979, by .the lesser of
12
the change in the cost of living for the 1979 calendar year or
13
the change in California per capita personal income for the 1978
14
calendar year, and multiplying this product by the change in
15
- population of ..the .City of Vernon for the 1978 calendar. year and
16
thereafter multiplying this product by the lesser of the change
17
in cost of living for the 1980 calendar year or the change in
18
.California per capita personal income for the 1979 calendar year
19
and multiplying this product by the change in population of the
20
City of Vernon for the 1979 calendar year.. The above
21
computation is attached hereto and. incorporated herein by this
22
reference as though fully set forth at length as Exhibit "A";
23
and
24
WHEREAS, for the 1981-1982 fiscal year and_each year..
25
thereafter, the appropriations limit for the City of Vernon
26
shall equal the appropriations limit fora. the prior fiscal year
27
multiplied by the lesser of the change in cost of living for the
28
calendar in which the .fiscal .year begins or the change in

-Cal-if-ornia per capita personal-income--for the calendar -year---
3 preceding the beginning of the fiscal year for .which the
4 appropriations limit is to be determined, .the product multiplied
5 by the change in population of the City of Vernon for the
6 calendar year preceding -the beginning of the fiscal year for
~ which the appropriations limit is to be determined; and
8 WHEREAS, the appropriations limit for the fiscal year
9 1978-1979 was $12,223,946; and
10 WHEREAS, the appropriations limit for the fiscal year
11 1979-1980 was $13,621,999; and
12 WHEREAS, the appropriations limit for the fiscal year
13 1980-1981 was $15,097,261,• and
14 WHEREAS, the appropriations limit for the fiscal year
15 1981-1982 was $17,232,014; and
16 WHEREAS, the appropriations limit for the fiscal year
f 17 1982-1983 was $17,60.1,.587; and -
18 WHEREAS, the appropriations limit. for the fiscal year
19 1983-1984 was $18,428,852; and
20 WHEREAS, the .appropriations limit for the fiscal year
21 1984-1985 was $18,266,678; .and
22 WHEREAS, the appropriations limit for the fiscal year
23 1985°1986 was $18,297,731; and
24 WHEREAS, the appropriations limit for the fiscal year
25 198.6-1987 was $19,873,.166.; and
26 WHEREAS, the appropriations limit for. the .fiscal-year
27 1987°1988 was $20,711,814; and

WHEREAS, the appropriations limit for the fiscal year

1988-89 was $20,111,171; and

WHEREAS, the appropriations limit for the fiscal year

1989-90 was $20,867,351; and
5
WHEREAS, the appropriations limit for the fiscal year

1990-91 was $24,721,447; and
7
WHEREAS, the City Clerk has posted a notice indicating
8
that documentation used in the determination of the
9
appropriations limit provided for herein has. been available for
10
inspection by the .public for at least fifteen (15) days from and
11
after May 28, 1991; and
12
WHEREAS, the City Council of the City of Vernon hereby
13
intends to establish the appropriations limit for the fiscal
14
year 1991-1992.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
16
THE CITY OF VERNON AS FOLLOWS:

SECTION 1 The City Council of the City of Vernon
18
_hereby establishes $26,192,3..7.3 as the amount of the
19
-appropriations limit for the fiscal year 1991-1992 in accordance
20
with the provisions of. Proposition 111.
21
SECTION 2: The City .Council of the. City of Vernon
22
.approved a budget by adopting Resolution No. 5942 on June 20,
23
.19.91, which will not exceed. the appropriations limit for the
24
1991-1992 fiscal year.
25
SECTION 3: The City. Council of the'City of Vernon
26
hereby declares that.. the budget established by Resolution
27
No. 5942 complies with the requirements of Government Code.

SECTION 4: The City Clerk of the City of Vernon shall

certify to the passage of this Resolution and thereupon

anthereafter the same shall be in full force and effect.
