A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON APPROVING THE ENVIRONMENTAL
REPORT FOR THE MEAD-ADELANTO PROJECT,
MAKING FINDINGS, ADOPTING MITIGATION
MEASURES, APPROVING A STATEMENT OF
OVERRIDING CONSIDERATIONS, AND AUTHORIZING
THE FILING OF A NOTICE OF DETERMINATION
WHEREAS, the City Council of the city of Vernon by
Resolution No. 5154 on December 18, 1984, approved a Project
Planning Agreement for the Mead/McCullough-Victorville/Adelanto
Transmission Project (now the Mead-Adelanto Project) between
Southern Nevada and Southern California; and
WHEREAS, the City of Vernon will be financing a share
of the construction of the Mead-Adelanto Project ("Project"), a
transmission line with associated equipment and facilities
approximately 200 miles long between the Adelanto switching

station near Adelanto, california, and the proposed Marketplace
Substation in the vicinity of Boulder City, Nevada; and
WHEREAS,
said transmission line will have a nominal
operating voltage of 500 kV and a nominal capacity of 1200 MW,
will include the construction of the Marketplace Substation
which will be interconnected at the McCullough Substation and
will traverse the Mojave
Desert, and will require the installation of certain facilities
at the Adelanto switching Station; and
initially be owned and
WHEREAS,
the Project will
financed by a group of public agencies including the M-S-R
Public Power Agency (The Modesto Irrigation District, the City
of Santa Clara, and the City of Redding), The United S,tates
Department of Energy (Western Area Power Administration), the
1 Southern California Public Power Agency (on behalf of the cities
2 of Anaheim, Azusa, Banning, Burbank, Colton, Glendale, Los
3 Angeles, Pasadena, and Riverside) and the City of Vernon, and
4: will be operated on behalf of the owners by the Los Angeles
5 Department of Water and Power ("Los Angeles"); and
6 WHEREAS, studies were undertaken with respect to the
7 environmental effect of the Project including the Draft
8 Environmental Report ("Draft ER") and the Final Environmental
9 Report ("Final ERIt) prepared by the united states Department of
10 Interior, Bureau of Land Management and Los Angeles; and
11 WHEREAS, Los Angeles as the lead agency certified the
12 Final ER in December, 1986, approved the Project, and filed a
13 Notice of Determination with respect thereto; and
14 WHEREAS, Los Angeles as the lead agency prepared an
15 Addendum to the Final ER with a memorandum on mitigation
16 monitoring by the Department of the Interior, u.S. Fish and
17 Wildlife Service dated February 22, 1991 attached thereto, to
18 reflect minor technical changes to the Project and changes in
19 circumstances under which the proj ect is proposed to be
20 undertaken, and adopted said Addendum in June 1991; and
21 WHEREAS, the Draft ER, the Final ER, and the Addendum
22 with the U.S. Fish and wildlife Memorandum more fully describe
23 the Project, its purposes and needs, and its environmental
24 consequences; and
25 WHEREAS, the Draft ER, the Final ER, the Addendum with
26 the u.S. Fish and Wildlife memorandum, and the Los Angeles
27 "Environmental Mitigation Monitoring Program for the Mead-

Adelanto Transmission Project" dated July, 1991, have been
available for public viewing during normal business hours in the
Department of Light and Power; and
WHEREAS, said documents, i. e. the Draft ER, the Final
ER, the Addendum with the Fish and Wildlife Service memorandum,
and the Environmental Mitigation Monitoring Program have been
submitted concurrently herewith to the city council of the City
of Vernon for its consideration, findings, and approval, and
said documents are incorporated herein by reference as if set
forth in full; and
WHEREAS, the Final ER and the Addendum identified
certain significant adverse impacts which cannot be completely
mitigated and a Statement of Overriding Considerations has been
prepared, a copy of which is attached hereto as Exhibit A and
made a part hereof by reference.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon
hereby finds and determines that the recitals contained
hereinabove are true and correct.
SECTION 2: The City Council of the City of Vernon
certifies that it has reviewed and considered the Draft ER, the
Final ER, the Addendum with the February 22, 1991, U.S. Fish and
wildlife Service memorandum attached, the July 1991
Environmental Mitigation Monitoring Program, and the Statement
of Overriding Considerations prior to making the environmental
findings set forth herein and prior to approving the project.

SECTION 3: The city council of the City of Vernon
hereby finds that the purposes and needs of the Project are
adequately described in the Draft ER, the Final ER, and the
Addendum, including but not limited to, sections 1.2 through
1.2.6 of the Draft ER beginning "Purpose and Need" and the
section entitled "Purpose and Need" in the Final ER.
SECTION 4: Alternatives to the Project were identified
and studied in the Draft ER and the Final ER, to wit: no action;
energy conservation; alternative generation sources; alternative
transmission technologies; and the proposed project (with
various routing alternatives). ~n analysis of each alternative
was included in the Draft ER (Section 3.0, et seq.) and the
Final ER under sections entitled "Alternatives Including the
Proposed Action".
The City Council, after considering said alternatives,
finds, in regard to each significant effect, that engineering,
economic, social and other considerations make the alternatives
to the Project infeasible, and that the project will best meet
the needs of the City of Vernon. The rationale for this finding
is that the Vernon Electric System has heretofore been blocked
from tapping the bulk power markets of the western united states
in order to acquire firm long-term and short-term power
resources and economy energy for the existing power demands of
the industrial community of the City of Vernon. Such resources
will benefit the industries, their employees, their, customers,
and the economy of Southern California.

SECTION 5: The Draft ER in section 5.0 et seq.,
"Environmental consequences", the Final ER, and the Addendum in
Section 3.0, et seq., "Discussion of Environmental Issues.,
identify significant adverse impacts upon the environment which
will occur as a result of the Project.
The City council hereby adopts said findings as its
own. In addition the City Council finds that changes and/or
alterations were made in the Project as origina.lly proposed in
order to reduce the environmental impacts of the project.
SECTION 6: The Draft ER, the Final ER, and the
Addendum have recommended mitigation measures, including in the
Draft ER, Table 3-6, "Generic Mitigation Measures," and Table 5-
1, "Selectively Committed Mitigation Measures". The February
22, 1991, U.S. Fish and wildlife Service memorandum set forth
"Reasonable and Prudent Measures" and "Terms and Conditions" for
mitigation measures.
(a) In consideration whereof, the City Council hereby finds, in
regard to each signif icant effect, that such changes or
alterations are within the responsibility and jurisdiction of
and have been adopted by Los Angeles as the lead agency and as
the operation manager for the Project. The rationale for this
finding is that the City of Vernon is one of many project
participants who will have no authority to independently adopt
and implement mitigation measures, and that the mitigation
monitoring will be conducted by Los Angeles as manager of the
project.
(b) The City Council also finds, in regard to each significant

effect and to the extent such a finding is required by law or by
any court of competent jurisdiction, that the changes or
alterations required for I and incorporated into, the Project
will avoid or substantially lessen most of the significant
environmental impacts associated with the Project as identified
in the Draft ER, the Final ER, and the Addendum. The rationale
for this finding is based on a consideration of the above listed
documents and the conclusions reached by the agencies which
prepared them.
For that purpose, the City Council adopts the
"Environmental Mitigation Monitoring Program for the Mead-
Adelanto Transmission Project" dated June, 1991. Said program
was prepared by and will be administered by Los Angeles pursuant
to the Project agreements.
SECTION 7: The Final ER in its section on
"Environmental Consequences" and the Addendum in Section 3.3,
"Land Use", found that, notwithstanding the changes or
al terationsto the Project and the adoption of the mitigation
measures described in Section 5, above, certain significant
adverse impacts are not capable of feasible mitigation to less
than a significant level.
The City Council adopts said findings as its own and
finds in addition that because of the overriding importance of
the Project and the benefits to the customers of the Vernon
Electric System as well as of the other project participants,
the .benefits of the Project outweigh the unavoidable adverse
environmental impacts resulting from the Project~ The

unavoidable adverse environmental impacts of the Project are,

therefore, acceptable, and the City Council hereby approves the
statement of Overriding Considerations, a copy of which is
attached hereto as Exhibit A and made a part hereof by
reference.
SECTION 8: The City Council of the City of Vernon
hereby directs the City Clerk to file a Notice of Determination
of the actions taken herein with the County Clerk of the county
of Los Angeles, with the County Clerk of the County of San
Bernardino, and with the Office of Planning and Research of the
state of California.
SECTION 9: The City Council of the city of Vernon
hereby receives the copies of the Draft ER, the Final ER, the
Addendum with the February 22, 1991, U.S. Fish and wildlife
Service memorandum attached, and the June 1991 Environmental
Mitigation Monitoring Program for the Mead-Adelanto Transmission
Project which were presented to it concurrently with this
resolution and hereby directs that said documents be placed on
file with the City Clerk.
SECTION 10: The City Clerk of the City of Vernon shall
certify to the passage of this resolution and thereupon and
thereafter the same shall be in full force and effect.
APPROVED AND ADOPTED this 23rd day of september, 1991.

MEAD-ADELANTO PROJECT
STATEMENT OF OVERRIDING CONSIDERATIONS
A study was made of the environmental effect of the Mead-Adelanto
Project (Project) embodied in the Draft Environmental Report (Draft ER), the Final
Environmental Report (Final ER) and the Addendum.
1. The Project will consist of the Project transmission line, approximately
215 miles long from the Marketplace Substation near Boulder City, Nevada, to the
existing Adelanto Substation at Adelanto, California.
2. The right-of-way to be acquired for the Project transmission line will
vary from 200 feet to 330 feet, and the maximum width will occur where an additional
right-of-way for a potential future transmission line parallel to the Project transmission
line might be required through privately owned lands in the area. An Environmental
Impact Report will be prepared prior to any determination to go forward with such a
future line.
3. The Project will allow the transmission of Palo Verde Nuclear
Generating Station capacity and energy; the transfer of off-peak surplus energy from
the Inland Southwest to Southern California; and the efficient and economical use of
other existing and future potential Inland Southwest power supply resources. The
Project will, thus, help reduce dependence on oil and natural gas as fuels for the
generation of electricity in a reliable and economic manner.
4. The following alternatives to the Project were studied: no action,
energy conservation, significant alternative generation sources, alternative
transmission technologies, and alternative routes.
(a) The alternative of "no action" would likely increase oil and gas
consumption at existing Los Angeles Basin electrical generating stations, resulting in

increased pollution in the Basin. Increased generation from other existing out-of-Basin
electrical generating sources requires additional firm transmission capacity. A
shortage of electric energy is possible if the "no action" alternative is selected,
affecting residential, commercial, and industrial customers.
(b) The City is already participating in energy conservation and
renewable energy programs. Such programs are currently implemented without
severe restriction on the use of energy which would otherwise affect the economy of
the area; nevertheless, such programs are not a full solution to growing needs.
(c) The alternative of significant new generation resources located
within the Basin is not practicable due to scarcity of land and water for such generating
sources, encroachment upon beachfront areas causing severe environmental impacts
in such areas, and pollution problems which such generation sources in the Basin
would entail. Consequently, such an alternative is less viable than the Project.
(d) Alternative transmission technologies would have similar
environmental effects if constructed, and high-voltage AC or DC transmission lines
placed underground is not possible under present-day technology.
(e) A number of routing alternatives were identified using multiple
approaches. In selecting the preferred alternative route, the main criteria were
environmental concerns, engineering design and construction costs, reliability, ease of
maintenance, and the capability for locating future transmission lines adjacent to the
selected route. The ability to use the corridor along 1-15 has been identified as a
planned utility corridor in Bureau of Land Management's (BLM) California Desert Plan,
and the Inter-Mountain Power Project (IPP) currently holds a federal grant to construct
a second transmission line down this corridor should additional generating units be
constructed at the IPP site in Utah. Two BLM contingent utility corridors will be
activated to accommodate the Project transmission line due to the corridors' relatively

low environmental resource values, low construction impact potential, and heavy
impacts resulting from previous projects. Additional considerations concerning the
community of Helendale, the East Mojave National Scenic Area, and recreational areas
near Cave Mountain prompted final route realignments and alterations.
5. Impact areas are found along the preferred route of the Project
transmission line. Private lands, representing 60.3 miles of the preferred route, will be
acquired. The remainder of the proposed route lies within federally owned lands
except for a small portion, of land owned by the State of California (approximately 2
miles long). All routes were selected with the purpose of minimizing the effects upon
relocation of residences, businesses, and institutional facilities, and further mitigation
is not feasible. The following is a summary of environmental impacts associated with
the Project.
(a) The earth resources issues related to the Project include soil
erosion potential, inundation potential from flooding, and disturbance of
paleontological resources. Of these issues, potentially significant impacts were
identified only for paleontological resources. The preferred route traverses 47.2 miles
of high sensitivity, fossil-bearing formations and a number of known fossil localities.
Site-specific mitigation measures will be developed to avoid or reduce impacts to any
identified resources.
(b) The biological resources issues related to the Project include
crossing 80 miles of protected plant species habitat. Wildlife habitat traversed
includes desert tortoise, bighorn sheep, gila monster, and Mojave ground squirrel.
Moderate impacts would remain for 48 miles following mitigation measures, and no
serious adverse impacts would result. Further mitigation measures are not feasible.
(c) The preferred route would have generally no effect on existing
and planned land use. A high residual impact was assigned for two residences due to

probable close proximity of the Project transmission line, and 0.5 mile of moderate
impact would occur for recreational uses along the Barstow-Las Vegas motorcycle
race route. Impacts are not anticipated to the Baker Airport based on committed
mitigation measures.
(d) The visual resources issues related to the Project include visual
intrusion of the transmission line which would continue throughout the life of the
Project. The preferred route would result in 6.6 miles of high residual impact and 70.4
miles of moderate impact to residential views, and 15.7 miles of high residual impact
and 56.5 miles of moderate impact for highway views. Recreation visual impacts
include 11.6 miles of high residual impacts and 43.2 miles of moderate residual
impacts. The route was determined using economic, environmental, and engineering
practices to mitigate the visual impact. Reducing the visual impact to 1-15 highway
users would cause greater environmental effects by moving the Project transmission
line away for 1-15. Further mitigation is not feasible.
(e) The cultural resources issues related to the Project include
impacts to nonrenewable archaeological resources and historical resources, and
limited impact to Native American cultural resources. Impact to archaeological
resources would be adverse and permanent, although site-specific mitigation
measures will be employed to avoid any identified resources where feasible. High
residual impacts are predicted for 32.3 miles along the preferred route, and moderate
impacts to historical resources are predicted for 21.5 miles. Only moderate impacts of
historical resources are predicted for 11.8 miles. With the exception of one area, no
potentially significant impacts to Native American cultural resources will occur. High
residual impacts to Native American cultural resources will remain for 0.5 mile. Site-
specific mitigation measures, possibly including avoidance or data recovery, will be
developed to eliminate or reduce impacts to any identified resources. Further

mitigation is not feasible.
(t) Electrical effects produced by the Project transmission line
result from corona discharge and include audible noise, and radio and television
interference. Due to design parameters and the physical configuration of the Project
transmission line, no objectionable audible noise nor interference to radio and
television communication are anticipated; if it is determined in accordance with the
Federal Communications Commission's criteria that, for a particular location, the
presence of the Project transmission line has resulted in the deterioration of radio or
television reception, the Project Manager will take prompt remedial action.
(g) Air ion densities and AC electric field within the right-of-way will
be above ambient levels. To date, experimental evidence has not firmly established
effects on living organisms by either air ions or AC electric fields. Present research
suggests that these components of the electrical environment do not cause, nor do
they have the potential to cause, harmful effects at the field intensities anticipated.
6. Based upon the above, the City Council makes the following
statement of overriding considerations:
(a) It is in the public interest that the Project be constructed,
operated, and maintained.
(b) There are limited significant environmental effects that cannot
be substantially mitigated, particularly as they relate to impacts on paleontological,
visual, and archaeological resources. Changes and alterations have been made
which mitigate, as much as possible, the significant effects.
(c) Of the alternatives studied, including the alternative of "no
action", the alternative of proceeding with the Project is environmentally and
economically the best to meet the growing need for energy, and conservation will not
replace the need for additional resources that the Project will make available.

(d) The need to transmit capacity anp energy from the Palo Verde
,
Nuclear Generating Station and the need to transfer off-~ surplus energy from the
Inland Southwest to Southern California are consideratiors overriding the significant
environmental effects, and such need requires that the Proj~t be constructed.
(3) The Project will also permit the iCity of Vernon to efficiently and
economically take advantage of other existing and future potential Inland Southwest
power supply resources, thus, helping to reduce local d~ndence on oil and natural
gas as fuels for the generation of electricity.
(t) The need for the Project is a codsideration which overrides any
,
significant environmental effect identified in the Draft ER, the Final ER, and the
Addendum and reasonable mitigation measures have bee~ adopted to limit any such

SUBJECT: Filing of Notice of Determination in Compliance with Section 21108
or 2152 of the Public Resources Code
proiect Title: Mead-Adelanto Transmission Line Project
proiect Location: The California portion of the transmission line will be
constructed from the California/Nevada state line in the vicinity of
Interstate 15 to an electrical switching station -near the city of Adelanto,
California. The route of a substantial portion of the transmission line will
generally parallel the route of Interstate 15.' The California portion of the
transmission line will be located entirely within San Bernardino County.
proiect Descriotion: A 500 kV AC transmission line and associated equipment
and facilities.
This is to advise that the City Council of the city of Vernon has reviewed
the Final Environmental Report, as updated by an addendum, and has approved
the above described project on September 23, 1991 and has made the following
determinations regarding the above described project:
1. The project will have a significant effect on the environment.
2. An Environmental Impact Report was prepared for this project
pursuant to the provisions of CEQA.
3. Mitigation measures were made a condition of the approval of the
project.
4. Findings were made pursuant to Section 15091 of the State CEQA
Guidelines.
5. A statement of Overriding Considerations was adopted for this
project.
This is to certify that the final EIR, with comments and responses, the
addendum to the final EIR, the record of the project approval and the
mitigation monitoring plan is available to the General Public at:

the County Administrative Fee with respect to the subject Notice.
