A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON ADOPTING GUIDELINES FOR
FILMING IN VERNON AND ESTABLISHING FEES
THEREFOR

WHEREAS, the California Film Commission pursuant to the
6
Uniform Film Permit procedures contained in Government Code
7
8
sections 14999.20, et seq., has promulgated a model process for
granting film permits by local agencies; and
9
WHEREAS, said model process calls for the coordination
of all local agency permit and fee requirements in a simplified
procedure; and
WHEREAS, Vernon City Code section 15.31 as amended by
Ordinance No. 1003 on November 19, 1991, authorized the City
Administrator to prepare filming permit guidelines for approval
by the City Council; and
WHEREAS, the city Administrator has presented to the
City Council concurrently herewith a copy of the "Guidelines for
Filming in Vernon" which implement the model procedure
recommended by the California Film Commission including an
application form, a permit form, and requirements for fees,
encroachments, fire protection, insurance, indemnification,
health protection, police protection, and private property
protection; and
WHEREAS, Resolution No. 6024 establishing the rates for
business license taxes and fees, which was adopted by the City
Council on November 19, 1991, provides that "Every person
engaged in motion picture production in the city of Vernon shall

pay the fees set forth in the filming permit guidelines as
approved by the City CounciL"; and
WHEREAS, in addition to the business license fees, said
Guidelines for Filming in Vernon set forth other fees which are
required to obtain a f ilming permit, including health
inspection, occupancy and pUblic safety fees; and
WHEREAS, the Guidelines for Filming in Vernon will
protect the health, safety, and welfare of the residents,
businesses, and industries of the City of Vernon and will
facilitate film production in the City of Vernon.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon
hereby finds and determines that the recitals contained
hereinabove are true and correct.
SECTION 2: The City Council of the City of Vernon
hereby approves and adopts the Guidelines for Filming in Vernon,
a copy of which has been presented to the City Council
concurrently herewith.
SECTION 3: The City Council of the City of Vernon
hereby directs the City Clerk to receive and file said
Guidelines for Filming in Vernon.

GUIDELINES FOR FILMING IN THE CITY OF VERNON
It is the policy of the City of Vernon to provide a wide
range of services to the Motion Picture and Television Industries
as a means of maintaining and expanding the positive impact their
industries have on the Southern California area.

GENERAL REQUIREMENTS FOR FILMING PERMIT
A permit is required for commercial filming on all property
within the City of Vernon. Filming includes video taping.
No person shall use public or private property, facility or
residence for the purpose of commercial filming without first ap-
plying for and receiving a permit from the City of Vernon.

There may be a minimum of two working days to process a filming
permit. Permits may be applied for Monday thru Thursday, from
7:00 a.m. to 5:30 p.m. Some permits will require more than two
days notice. Filming permit coordinators will inform the per-
mittee of the time required to process a permit at the time of
application. Every applicant shall apply to the Fire Department
for the permit to engage in Film Production. Filming permits may
include multiple locations which are in the same immediate area.
H2 permit shall be processed without detailed information
on all aspects of the filming.
No permits are required for reporters, photographers or
cameramen in the employ of a newspaper, news service, or similar
entity engaged in on-the-spot broadcasting of news events con-
cerning those persons, scenes or occurrences which are in the
news and of general public interest. No permits are required for
filming or video taping of motion pictures solely for private-
family use.
FEES AND CHARGES
e
A non-refundable application fee is required at the time ap-
plication and supporting documents are filed for processing.
(Excluding: bonafide student projects, non-profit projects and
public service filming.) .
Prior to the issuance of a permit, the permittee must pay
all fees, and any deposits that may be required. If City person-
nel are required to assist a film company, the company will be
billed. A complete list of fees and charges is inoluded as At-
tachment #1.

FILMING ON PRIVATE PROPERTY
In addition to obtaining a filming permit, it is the respon-
sibility of the permittee to obtain the property owner's permis-
sion andlor consent for use of property not owned or controlled
by the City of Vernon. Evidence of such permission may be re-
quested by the City of Vernon before permission to film is
granted. See Attachment #6-B.
FILMING ON PUBLIC RIGHT-OF-WAY
A permit is required for all filming work or other activity
in the public right-of-way. A list of the requirements as-
sociated with the filming permit are included as Attachment #2.
FILMING IN THE FLOOD CONTROL CHANNEL
e
When filming in or on Flood Control properties, film com-
panies must contact directly, either the Los Angeles County
Public Works Department (213)861-0316, or the u.s. Army Corps. of
Engineers (213)894-4926, to obtain permission for filming prior
to requesting a filming permit from the City of Vernon. Evidence
of such permission shall be furnished to the City of Vernon.
CITY OF VERNON FIRE DEPARTMENT
The Fire Department will review all filming permit requests.
The Fire Department review of all permits, is meant to assure
overall safety and adherence to applicable laws and codes. A
list of the requirements associated with the Fire Department are
included as Attachment #3.
A certified Fire Safety Officer, approved by the Fire
Department, shall be provided by the production company for all
filming.
SPECIAL EFFECTS
When a Licensed Special Effects person is required contact
the Fire Department at (213)583-8811 Ext. 307 or 308, prior to
the start of the Special Effects Activity.

INSURANCE REQUIREMENTS
A valid certificate of insurance must be received by the
Risk Manager prior to issuance of a filming permit. The City of
Vernon must be named as additional insured. A list of the re-
quirements and forms associated with the Risk Management Depart-
ment are included as Attachment #4.
CITY OF VERNON HEALTH DEPARTMENT
The Health Department may review all filming permit requests
when filming in the City of Vernon. The Health Department will
enforce all health related requirements of the code of the City
of Vernon. They will be evaluating compliance with minimum
toilet facility requirements, basic sanitary requirements for
food service and compliance with all codes governing HazardoUS
Materials. A list of the requirements associated with the Health
Department are included as Attachment #5.
CITY OF VERNON BUILDING DEPARTMENT
An occupancy inspection may be required for filming in
buildings. The City of Vernon Building Department will review
filming requests when fllming on private property.
CITY OF VERNON POLICE DEPARTMENT
The responsibilities of the Police Department include
vehicle parking and traffic control. An applicant shall conform
with the Manual of Traffic Controls, state of California, Depart-
ment of Transportation. A list of the requirements associated
with the Police Department are included as Attachment #6.

COMMUNITY SERVICES DEPARTMENT
ENCROACHMENT INTO PUBLIC RIGHT-OF-WAY

If the permittee must park equipment, trucks, andlor cars in
zones that will not permit it, temporary "No Parking" signs must
be posted by the city. The permittee must also obtain permission
to string cable across sidewalks, or from generator to service
point.
A permittee shall furnish and install advance warning signs
and any other traffic control devices in conformance with the
Manual of Traffic controls, state or California, Department of
Transportation, as approved by the City of Vernon. All ap-
propriate safety precautions must be taken.
Any construction by city crews andlor private contractors,
under permit or contract to the appropriate department, shall
have priority over filming activities.
No person shall use water from a public fire hydrant unless
permission is acquired from the City of Vernon Water Department.
Nothing shall be placed or discharged in the public right-
Of-way unless permission is acquired from the regulating
agencies.

VERNON FIRE DEPARTMEN~
GUIDELINES FOR THE FILMING PROCESS
1. The applicant shall provide a complete description of the
area to be used for the filming, construction of sets, storage,
painting, etc., including a plot plan of the building, area, yard
andlor public right-of-way to be utilized.
2. If special effects are to be used, the applicant shall
provide a copy of "Special Effects" license and shall provide a
description of special effects devices to be used.
3. .The filming location, associated areas, etc. shall be
cleaned and maintained on a daily schedule.
A. ACCESS
Fire lanes shall be kept clear (20 feet wide).

Hydrants shall not be blocked.
Fire Department connections and standpipe connections
shall remain clear at all times.
B. PARKING
All vehicles shall be parked in designated and properly
maintained areas.
C. EXITING
All designated exits shall be kept clear and visible.
There shall be no flammable liquids, LPG, or pyrotechnics
kept near an exit. -
D. FLAMMABLE LIQUIDS AND GASES
All flammable liquids and gases shall be stored in approved
containers and kept away from heat sources.
Pressure vessels shall be secured and identified as to con-
tents.

Supply and receiving vessels shall be bonded together.
There shall be proper ventilation to prevent any
accumulation of flammable vapors.
ELECTRICAL AND LIGHTING
Extension cords shall not be used as a substitute for per-
manent wiring of the building.
Air conditioning shall be properly grounded.
Cables shall be properly protected, bundled, and kept clear
of exit areas.
SMOKING
Smoking wIll be permitted in designated areas only.

MISCELLANEOUS
The Filming permit shall be kept on site.
All sprinkler systems shall be fully operational, and fire
extinguishers shall be present and ready for use.
There shall be a telephone provided on the set, and the
methods of reporting emergencies shall be readily available.
Materials and fabrics shall be of approved flame retar-
dant substances.
Any open burning shall be done in compliance with Air Pollu-
tion Control regulations.

INSURANCE
LIABILITY PROVISIONS
(A) Liability Insurance
Before a permit is issued, proof of insurance will be re-
quired in accordance with the Schedule of Insurance. A copy of
the certificate will remain on file. Pyrotechnics will require
additional coverage.
(B) Workers ComDensation Insurance

An applicant shall conform to all applicable Federal and
State requirements for Workers Compensation Insurance for all
persons operating under a permit.
(C) Hold Harmless Agreement
An applicant shall execute a Hold Harmless Agreement as
provided by the City prior to the issuance of this permit.
(D) Faithful Performance Bond
To ensure cleanup and restoration of the site, an applicant
may be required to post a Faithful Performance Bond (amount to be
determined) at the time the application is submitted.
A Faithful Performance Bond shall be required when filming
on public property.

City of Vernon and its agents and employees from and against all
claims, damages, losses and expenses including attorneys' fees

provided that any such claim, damage loss or expense (a) is
attributable to bodily injury, sickness, disease or death of any
person, including but not limited to persons employed by
permittee or to injury to or destruction of tangible property

portable toilet or a combination of both.

b. Restrooms must be equipped with sink, soap, towels
and toilet tissue in permanent dispensers.
2. Drinking water shall be provided for all personnel.
Drinking water may be supplied by properly plumbed drinking
fountains or by bottled water in dispensers. Covered single-use
drinking cups in dispensers must be provided for bottled water
supplies. Drinking water station shall be provided at a ratio of
1 per 75 persons or portion thereof.
3. Food caterers or lunch wagons must have a valid health
permit with the City of Vernon Health Department.
4. Trash and refuse must be maintained in water-tight refuse
containers and disposed of as often as necessary but at least
weekly.
5. Any use of water other than for drinking water or sanitary
facilities must. be approved by the Health Department.
6. Any use, storage, or disposal of hazardous material must be
specifically approved by the Health Department.

POLICE DEPARTMENT REQUIREMENTS
FOR FILMING ON PUBLIC RIGHT-OF-WAY
For filming that will impair traffic flow, a permittee must
use city of Vernon Police Department personnel.
Traffic may be restricted to one 12 foot lane of traffic
andlor stopped intermittently. The period of time that traffic
may be restricted or stopped will be determined by the Police
Department, based on location and traffic patterns.
Traffic shall not be detoured across a double line without
prior approval of the Police Department representative.
Unless authorized by the Police Department, the camera cars
must be driven in the direction of traffic and must observe all
traffic laws.

All business within one half block (300 feet) of the
property must receive notice of filming when public a right-of-
way is being used.
