RESOLUTION NO. 6031
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON GRANTING A CONDITIONAL USE PERMIT TO
JCI ENVIRONMENTAL SERVICES, INC. FOR THE OPERATION
OF A TRUCK TERMINAL AT 4133 BANDINI BOULEVARD
WHEREAS, JCI Environmental Services, Inc. has
applied for a conditional use permit to operate a truck
terminal at 4133 Bandini Boulevard; and
WHEREAS, the city Council of the city of Vernon
held hearings on said application for a conditional use
permit on January 21, 1992 and February 18, 1992; and
WHEREAS, the proposed site is a conforming use in
the Heavy Industry (M2) Zone which requires a conditional
use permit under the Zoning Ordinance; and
WHEREAS, the proposed site is adequate in size,
shape and topography for the proposed operation, and a
masonry wall or landscaping will be installed where parking
areas adjoin a pUblic street pursuant to the Vernon City
Code; and
WHEREAS, the proposed site is surrounded by
industrial uses compatible with the proposed use and no
adverse effect from traffic, parking, noise, odors, dust,
smoke, light or glare, or risk of fire, infection, explosion
or effects on wildlife resources are anticipated from the
proposed operation; and
WHEREAS, the site has access to Bandini Boulevard,
and in general traffic will travel from the site, east on
Bandini Boulevard to the Long Beach Freeway. Bandini
Boulevard is located in the City of Vernon and is of

1 adequate width and pavement type to handle the traffic
2 generated from the proposed operations; and
3 WHEREAS, the site is required to have adequate
4 off street parking and loading facilities in accordance with
5 the Vernon City Code; and
6 WHEREAS, the Community Services Department has
7 performed an Initial Study to determine the potential
8 adverse impacts to the environment that the proposed project
9 may cause and has determined that the proposed project will
10 not have a significant effect on the environment in this
11 case because of mitigating measures. Said mitigating
12 measures are expressed as conditions on the proposed
13 conditional use permit. The Director of Community Services
14 has recommended that a Negative Declaration be adopte(l in
15 compliance with CEQA; and
16 WHEREAS, the conditions imposed on the conditional
17 use permit will adequately protect the pUblic health, safety
18 and general welfare and the operation is consistent with all
19 applicable rules and laws of the City of Vernon; and
20 WHEREAS, the proposed use as to location,
21 operation, and design is consistent with the General Plan
22 and the Zoning Ordinance of the City of Vernon.
23 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
24 OF THE CITY OF VERNON AS FOLLOWS:
25 SEC~ION 1: The City Council of the City of Vernon
26 hereby finds and determines that the recitals contained
27 hereinabove are true and correct.
28 S~CTION ?: The conditional use permit is granted

1 to JCI Environmental Services, Inc. for the operation ofa
2 truck terminal at 4133 Bandini Boulevard.
3 SECTION 3: The City Council hereby approves and
4 adopts the Negative Declaration for the project and hereby
5 finds that the project will not individually or cumulatively
6 have an adverse effect on the environment including the
7 wildlife resources.
8 SECTION 4: In order to adequately protect the
9 public health, safety and general welfare the following
10 conditions are imposed:
11 a. The facility shall be operated in accordance
12 with, and made to conform with all current codes, rules,
13 regulations and subject to permit fees as adopted by the
14 City of Vernon. Prior to occupancy a business license and
15 occupancy permit shall be obtained. All trucking
16 operations, including truck and trailer parking, shall be
17 limited to the lot located at 4133 Bandini Boulevard. JCI
18 Environmental Services, Inc. shall obtain proper building
19 permits prior to any construction, demolition or removal of
20 equipment.
21 b. The two (2) existing underground tanks are
22 required to be maintained in compliance with city of Vernon
23 Ordinance No. 944. Tanks must continue to be monitored and
24 operating permits must be properly transferred. The
25 underground tanks shall not be used for the storage of
26 hazardous wastes. Plans for new fuel station must be
27 submitted for review and approval.
28 c. The number of employee parking spaces required

1 per Vernon City Code shall be provided and maintained.
2 d. All parking and loading facilities shall be
3 paved with a hard durable surface material and shall be
4 adequately drained, and kept free of dust, mud, trash or
5 weeds.
6 e. Where parking areas adjoin a public street or
7 streets, a masonry wall not less than 30 inches in height or
8 landscaped area a minimum of 4 feet in width, measured from
9 the property line, shall be established along such frontage,
10 except at driveways, walkways or where other openings are
11 necessary.
12 f. Servicing of vehicles including washing, steam
13 cleaning and repairing shall be performed in facilities. in
14 compliance with appropriate codes. An operation plan for
15 exterior washing of Company's vehicles shall be submitted
16 for review and approval. No cleaning of the interior of any
17 tankers or storage containers shall be performed .at this
18 location. Only JCI Environmental Service Equipment or
19 vehicles shall be repaired or washed at this site.
20 g. All buildings, structures and tanks (storage
21 and silo) shall be rodent proof.
22 h. Plans for the rehabilitation of rendering
23 plant building and construction of truck wash, truck
24 repairlmaintenance and other facilities where hazardous
25 materials are to be used, handled or stored, must be
26 submitted to the Vernon Health Department for review and
27 approval. Plans will be checked for compliance with
28 containment and identification requirements.

1 i. JCI Environmental Services, Inc. shall file a
2 Notice of Intent with the State Water Resources Control
3 Board for a general permit to discharge storm water
4 associated with industrial activity, within the board's time
5 limits and prepare proper prevention and monitoring plans
6 for all possible storm water contamination.
7 j. No hazardous waste generated on the site shall
8 be kept on site for more than 90 days.
9 k. All hazardous material incidents within the
10 City of Vernon shall be reported to the Vernon Fire
11 Department (911).
12 1. All tanker containers and emergency response
13 equipment shall be certified as being washed and cleaned
14 before returning to facility. The only vehicles arriving at
15 the site with hazardous materials shall be those that have
16 responded to an emergency clean-up and the specified
17 disposal site is closed. The hazardous materials shall be
18 transferred off the site as soon as physically possible.
19 Temporary storage of vehicles or containers containing
20 hazardous materials must be within a designated and
21 contained area.
22 m. JCI Environmental Services, Inc. shall have a
23 hazardous materials inventory plan, contingency plan and
24 training plan approved by the Vernon Health Department prior
25 to occupying the site.
26 n. Broken or cracked sidewalk, curb, gutter or
27 driveway in Bandini Boulevard adjacent to the site shall be
28 repaired as directed by the Director of Community Services.

1 Guard posts shall be constructed at the ends of all
2 driveways.
3 o. JCI Environmental services,. Inc. shall obtain
4 and maintain all required state and Regulatory Agency
5 permits prior to occupancy, including but not limited to the
6 Los Angeles County Sanitation District, the .State Department
7 of Transportation and the South Coast Air Quality Management
8 District.
9 p. JCI Environmental Services, Inc. shall change
10 out the old style fire hydrant located on Bandini Boulevard
11 adjacent to their site with the new City of Vernon standard.
12 q. Vehicles traveling to and from the subject
13 site shall be restricted to using either of the following
14 routes: Vehicles departing from the site shall travel west
15 on Bandini Boulevard to Santa Fe Avenue, thence north on
16 Santa Fe Avenue to the Santa Monica Freeway or east from the
17 site on Bandini Boulevard to the Long Beach Freeway.
18 Vehicles arriving at the site shall use the same routes in
19 the opposite direction.
20 r. JCI Environmental Services, Inc. shall grant
21 to the City of Vernon an easement for the existing
22 underground electric cables which feed their pad mounted
23 transformer.

SECTION 5: The City Clerk of the City of Vernon
shall certify to the passage of this resolution and
thereupon and thereafter the same shall be in full force and
effect.
