RESOLUTION NO. 6051
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
3 OF VERNON GRANTING A CONDITIONAL USE PERMIT TO
LUBRICATING SPECIALTIES COMPANY FOR THE OPERATION
4 OF A PETROLEUM STORAGE, PROCESSING AND
DISTRIBUTION FACILITY AT 3365 SLAUSON AVENUE

6 WHEREAS, Lubricating Specialties Company has
7 applied for a conditional use permit to operate a petroleum
8 storage, processing and distribution facility at 3365
9 Slauson Avenue; and
10 WHEREAS, the City Council of the City of Vernon
11 held a hearing on said application for a conditional use
12 permit on March 3, 1992; and
13 WHEREAS, the proposed site is a conforming use in
14 the General Industrial (M) Zone which requires a conditional
15 use permit under the Zoning Ordinance; and
16 WHEREAS, the proposed site is adequate in size,
17 shape and topography for the proposed operation; and
18 WHEREAS, the proposed site is surrounded by
19 industrial uses compatible with the proposed use and no
20 adverse effects from traffic, parking, noise, odors, dust,
21 smoke, light or glare, or risk of fire, infection, explosion
22 or effects on wildlife resources are anticipated from the
23 proposed operation; and
24 WHEREAS, the site has access to Slauson Avenue,
25 which has adequate width and pavement type to handle the
26 traffic generated from the proposed operations; and
27 WHEREAS, the site is required to have adequate
28 offstreet parking and loading facilities in accordance with

the Vernon City Code; and
WHEREAS, the Community Services Department has
performed an Initial Study to determine the potential
adverse impacts to the environment that the proposed project
may cause and has determined that the proposed project will
not have a significant effect on the environment in this
case because of mitigating measures. Said mitigating
measures are expressed as conditions on the proposed
conditional use permit. The Director of Community Services
has recommended that a Negative Declaration be adopted in
compliance with the California Environmental Quality Act;
and
WHEREAS, the conditions imposed on the conditional
use permit will adequately protect the public health, safety
and general welfare and the operation is consistent with all
applicable rules and laws of the City of Vernon; and
WHEREAS, the proposed use as to location,
operation, and design is consistent with the General Plan
and the Zoning Ordinance of the City of Vernon.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon
hereby finds and determines that the recitals contained
hereinabove are true and correct.
SECTION 2: The conditional use permit is granted
to Lubricating Specialties Company for the operation of a
petroleum storage, processing and distribution facility at
3365 Slauson Avenue.

1 SECTION 3: The City Council hereby approves and
2 adopts the Negative Declaration for the project and hereby
3 finds that the project will not individually or cumulatively
4 have an adverse effect on the environment including the
5 wildlife resources.
6 SECTION 4: In order to adequately protect the
7 public health, safety and general welfare the following
8 conditions are imposed:
9 a. The facility shall be operated in accordance
10 with, and made to conform with, all current codes, rules,
11 regulations and subject to permit fees as adopted by the
12 City of Vernon. Prior to occupancy a business license and
13 occupancy permit shall be obtained.
14 b. The number of employee parking spaces required
15 per Vernon City Code shall be provided and maintained.
16 c. The site shall be paved with a hard durable
17 surface material, shall be adequately drained, and shall be
18 kept free of dust, mud, trash or weeds.
19 d. Plans for the expansion of tank farms and
20 construction of buildings where hazardous materials are to
21 be used, handled or stored, must be submitted to the Vernon
22 Health Department for review and approval. Plans will be
23 checked for compliance with containment and identification
24 requirements.
25 e. Lubricating Specialties Company shall file a
26 Notice of Intent with the State Water Resources Control
27 Board within the board's time limits and prepare proper
28 prevention and monitoring plans for all possible storm water

1 contamination.
2 f. Lubricating Specialties Company shall maintain
3 an accurate hazardous materials inventory on file with the
4 Vernon Health Department. Only those substances approved by
5 the Health and Fire Departments shall be stored, used or
6 handled on site.
7 g. No hazardous waste generated on the site shall
8 be kept on site for more than 90 days.
9 h. Lubricating Specialties Company shall have a
10 hazardous materials inventory plan, contingency plan and
11 training plan approved by the Vernon Health Department prior
12 to occupying the site.
13 i. Broken or cracked sidewalk, curb, gutter or
14 driveway in Slauson Avenue adjacent to the site shall be
15 repaired as directed by the Director of Community Services.
16 Guard posts shall be constructed at the ends of all
17 driveways.
18 j. Lubricating Specialties Company shall obtain
19 all required State and regulatory agency permits prior to
20 occupancy, including but not limited to Los Angeles County
21 Sanitation District, State Department of Transportation and
22 Air Quality Management District.

1 SECTION 5: The City Clerk of the City of Vernon
2 shall certify to the passage of this resolution and
3 thereupon and thereafter the same shall be in full force and
4 effect.
5 APPROVED AND ADOPTED this 17th day of March, 1992.

Vernon, do hereby certify that the foregoing Resolution,
being Resolution No. 6051, was duly adopted by the City of
Vernon at a regular meeting of the City Council duly held on
Tuesday, March 17, 1992 and thereafter was duly signed by
the Mayor of the City of Vernon.
