A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON APPROVING AND AUTHORIZING THE JOINT
APPLICATION BY THE CITY OF VERNON AND THE CITY
OF BELL TO PARTICIPATE IN THE CALIFORNIA
ENTERPRISE ZONE PROGRAM

WHEREAS, the State of California has established an
Enterprise Zone Program whose goal is to stimulate growth and
7
revitalization in economically distressed areas throughout the
8
State; and

WHEREAS, an Enterprise Zone is a specific designated area
in which companies doing business can take advantage of State and
local incentives and programs not available to businesses outside
12
the Enterprise Zone; and
13
14
WHEREAS, by offering such incentives and programs,
businesses can be attracted to such an Enterprise Zone, and
15
companies can be persuaded to remain in such an Enterprise Zone;
16

and
WHEREAS, each Enterprise Zone must contain an eligible
area with a population of at least 2,500 and meeting certain
criteria, a commercial area and an adjacent industrial area; and
WHEREAS, the City of Bell not only has a population which
exceeds 2,500 and meets the certain criteria, but also contains a
commercial area; and

WHEREAS, the City of Vernon not only contains an
industrial area, but also is located adjacent to the City of Bell;

and
WHEREAS, the application area, which consists of the
entire City of Bell and the entire City of Vernon, is a depressed

area, and designation of such an area as an Enterprise Zone is

necessary in order to attract private sector investment to the
application area.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
5
CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon hereby
7
finds and determines that the recitals contained hereinabove are
8
true and correct.

SECTION 2: The City Council of the City of Vernon agrees
10
to complete all actions stated within the preliminary and final
applications for the Enterprise Zone Program which apply to its
11
12
jurisdiction should the application area be awarded conditional
designation.
13

SECTION 3: The City Council of the City of Vernon hereby
15
authorizes the City Administrator to cooperate with the staff of
16
the City of Bell in completing the joint application by both cities
17
to participate in the Enterprise Zone Program and to submit such
joint application to the State of California.

SECTION 4: The City Clerk of the City of Vernon shall
20
certify the passage of this resolution, and thereupon and
21
thereafter the same shall be in full force and effect.

APPROVED AND ADOPTED this 18th day of February, 1992.
