A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON REAPPOINTING THOMAS A. YBARRA TO
REPRESENT THE CITY OF VERNON AS A DIRECTOR ON
THE GOVERNING BOARD OF THE SOUTHEAST CITIES
TRANSPORTATION AUTHORITY, AND APPOINTING
VICTOR H. VAITS, DIRECTOR OF COMMUNITY
SERVICES, TO ACT AS ITS ALTERNATE DIRECTOR

WHEREAS, pursuant to Resolution No. 5663 adopted by the
8 City Council of the City of Vernon on August 22, 1989, the City
9 Council appointed Thomas A. Ybarra as a Director on the Governing
10 Board of the Southeast cities Transportation Authority (Authority);
11 and
12
WHEREAS, on February 13, 1992, city Administrator Bruce
13 V. Malkenhorst formally notified the cities of Lynwood, South Gate,
14 Compton and Huntington Park that, together with the city of Vernon,
15 a total of five cities had executed the Joint Powers Agreement
16 (JPA) creating the Authority, that the JPA finally had become
17 effective, and that the Authority now exists; and
18
WHEREAS, Article 7(a) of the JPA provides that each city
19 shall appoint a member of its city council as a Director and a
20 staff person as an Alternate Director; and
21
WHEREAS, the City Council of the City of Vernon intends
22 to reappoint Thomas A. Ybarra to represent the City of Vernon as a
23 Director and to appoint victor H. Vai ts, Director of Community
24 Services, as an Alternate Director, in accordance with Article 7(a)
25 of the JPA.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
27 CITY OF VERNON AS FOLLOWS:

SECTION 1: The city Council of the City of Vernon hereby

1 finds and determines that the recitals contained hereinabove are
2 true and correct.

SECTION 2: The City Council of the city of Vernon hereby
4 reappoints Thomas A. Ybarra to serve as a Director of the Authority
5 and hereby appoints victor H. vaits, Director of Community
6 Services, to serve as an Alternate Director of the Authority.

SECTION 3: The City Clerk of the City of Vernon shall
8 certify to the passage of this resolution, and thereupon and
9 thereafter the same shall be in full force and effect.
