I RESOLUTION NO. 6108
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING THE EXTENSION OF THE ANIMAL
3 CONTROL SERVICES CONTRACT WITH SOUTHEAST AREA
ANIMAL CONTROL AUTHORITY (SEAACA) FOR AN
4 ADDITIONAL YEAR, JULY 1, 1992 TO JUNE 30, 1993,
AND AUTHORIZING THE EXECUTION OF AN AMENDMENT TO
5 SAID AGREEMENT
6 WHEREAS, the City Council of the City of Vernon has adopted
7 an ordinance providing for animal control regulation; and
8 WHEREAS, the City of Vernon executed an agreement with the
9 Southeast Area Animal Control Authority (SEAACA), a public agency,
10 for animal control services in 1980, which has been revised and
11 amended periodically and which will expire on June 30, 1992; and
12
WHEREAS, Bruce V. Malkenhorst, City AdministratorlCity
13 Clerk, has recommended that the City Council of the City of Vernon
14 approve an Amendment to Agreement with SEAACA extending animal
15 control services for the year 1991/1992, but without increasing the
16 fees paid by the City of Vernon to SEAACAi and
17 WHEREAS, SEAACA has scheduled said Amendment to Agreement
18 for approval at its June 18, 1992, meeting.
19 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
20 CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon hereby
22 finds and determines that the recitals contained hereinabove are
23 true and correct,
24
SECTION 2: The City Council of the city of Vernon hereby
25 approves the Amendment to Agreement with SEAACA extending the
26 1991/1992 agreement for an additional year, July 1, 1992 to June 30,
27 1993, but without increasing the fees paid by the City of
28 Vernon to SEAACA, a copy of which Amendment has been presented to

1 the City Council concurrently with this resolution, and the City
2 Council hereby orders said Amendment to be received and filed by
3 the City Clerk.

SECTION 3: The City Council of the City of Vernon hereby
5 authorizes the Mayor and the City Clerk to execute said Amendment to
6 Agreement for, and on behalf of, the City of Vernon.

SECTION 4:
The City Clerk of the City of Vernon shall
8 certify to the passage of this resolution, and thereupon and
9 thereafter the same shall be in full force and effect.
10 APPROVED AND ADOPTED this 16th day of June, 1992,

AMENDMENT TO AGREEMENT
THIS AMENDMENT TO AGREEMENT is executed this 19~ day
of ~ . 1992 by and botwoon tho SOUTHEAST AREA ANIMAL CONTROL
AUTHORITY (herein "AUTHORITY") and the CITY OF VERNON (herein
"CITY").
A. AUTHORITY is a public agency organized by the cities of
Downey, Norwalk, Pico Rivera, Bell Gardens, Montebello, Paramount,
South El Monte and Santa Fe Springs pursuant to the provisions of
Section 6500 et seq. of the California Government Code for the
purpose of providing animal control services within the boundaries
of those cities and such other municipal corporations as are
approved by the Authority.
B.
AUTHORITY has performed animal control
services
in
accordance with Ag r eemen ts for the CITY d ur i ng the fiscal year s
1980-81 through 1991-92, and the CITY and AUTHORITY desire to
extend the Agreement dated June 30, 1985, inclusive of all
subsequent amendments,
in order
to enable the AUTHORITY to
continue to provide animal control services to the CITY during the
fiscal year 1992-93.
NOW THEREFORE, in consideration of performance by the parties
of the covenants and conditions herein contained the parties agree
as follows:
1. The first sentence of Section 111.9 is amended to read:
"9. That the term of this Agreement shall be for the
period of July 1, 1992 through June 30, 1993 inclusive, unless the
Agreement is terminated as herein provided and said Agreement
shall be extended on an annual basis thereafter, unless ninety(90)
days prior to the end of each fiscal year, June 30, notice is
given by either party of their intent to terminate this Agree-
ment."

IN WITNESS WHEREOF, the CITY OF VERNON by order of its Ci ty
Council, caused this Amendment to Agreement to be signed by its
Mayor and attested by its Clerk, and the SOUTHEAST AREA ANIMAL
CONTROL AUTHORITY, by order of its Commission, has caused this
Agreement to be subscribed by the Chairman of said Commission and
attested by the Clerk of said Commission.
