A RESQLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING SCHEDULE II, EXHIBIT itA", PAGES
1, 6, 13, 14, 15 AND 18; SCHEDULE III EXHIBIT
ItBIt; AND DELETING SUBSECTION (a) (1) OF SECTION 24
OF RESOLUTION NO. 6123, WHICH FIXED THE
COMPENSATION FOR CERTAIN EMPLOYEES OF SAID CITY
AND AUTHORIZED CERTAIN EXPENSE ALLOWANCES

7 WHEREAS, Resolution No. 6123 was adopted by the city
8 Council of the City of Vernon on June 30, 1992, to be effective on
9 July 1, 1992, and
10 WHEREAS, Schedule II, Exhibit .ItAIt, page 14 of Resolution
11 No. 6123 provides for the positions and salary scale of police
12 officers and sergeants in the Vernon Police Department; and
13 WHEREAS, the city Council of the city of Vernon adopted
14 Resolution No. 5489 on March 15, 1988, which approved a Memorandum
15 of Understanding ("MOUlt) dated March 1, 1988, by and between the
16 Municipal Employees Relations Representative ("MERRIt) of the City
17 of Vernon and the Vernon Police Officers' Benefit Association
18 ("VPOBAIt); and
19 WHEREAS, the City Council, by Resolution No. 6001 adopted
20 on January 21, 1992, approved a Side Letter Agreement between the
21 MERR and the VPOBA (Employee Group 2) providing for the
22
implementation of an experimental four day week at ten hours

day effective October 6, 1991 and extending the MOU for five
24 from september 1, 1992 to August 31, 1997; and
25 WHEREAS, in accordance with Section 2.4 of the MOU the
26 City Council of the City of Vernon intends to establish a new
27 salary schedule for the positions of police officers and sergeants
28 in the Vernon Police Department.

1 WHEREAS, Schedule II, Exhibit "A", pages 1, 6, 13, 15 and
2 18 of Resolution No. 6123 provides for the various positions and
3 salary scales of Department Heads and City Councilmen; and
4 WHEREAS, Schedule III, Exhibit "B", of Resolution No.
5 6123 provides for automobile allowances of various employees, city
6 Councilmen and Department Heads; and
7 WHEREAS, Subsection (a) (1) of Section 24 provides for a
8 personal vehicle allowance of the City council Department; and
9 WHEREAS, the City Council of the City of Vernon intends
10 to establish new salary schedules for Department Heads and City
11 Councilmen.
12 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
13 CITY OF VERNON AS FOLLOWS:
14 SECTION 1: The City council of the City of Vernon hereby
15 finds and determines that the recitals contained hereinabove are
16 true and correct.
17 SECTION 2: Schedule II, Exhibit "A", pages 1, 6, 13, 14,
18 15 and 18 of Resolution No. 6123, are hereby amended as indicated
19 on the amended pages 1, 6, 13, 14, 15 and 18 of Schedule II,
20 Exhibit "A", which are attached hereto as Attachment A and made a
21 part hereof:
22 (a) To establish new salary schedules for the
23 positions of police officers and sergeants in the Vernon Police
24 Department, effective September 1, 1992; and
25 (b) To establish new salary schedules for the
26 positions of Department Heads and councilmen, effective september
27 6, 1992;

SECTION 3: Schedule III, Exhibit "B", of Resolution No.
2 6123, is hereby amended to establish automobile allowances of
3 certain employees as indicated on the amended Schedule III,
4 Exhibit "B", which is attached hereto as Attachment B and made a
5 part hereof.

SECTION 4: section 24 of Resolution No. 6123 shall be
7 modified by deleting Subsection (a)(l) on pages 35 and 36, which
8 said modification is attached hereto as Attachment C and made a
9 part hereof.

SECTION 5: In all other respects, Resolution No. 6123
11 shall remain in full force and effect and the provisions in
12 Resolution No. 6123 not consistent with or in conflict with this
13 Resolution are hereby repealed.

SECTION 6: The City Clerk of the city of Vernon shall
15 certify to the passage of this resolution, and thereupon and
16 thereafter the same shall be in full force and effect.

SECTION 24: CITY COUNCIL DEPARTMENT:
(a) Compensation.
In accordance with Article III, Section 11 of the Charter
of the City of Vernon, the City Council hereby establishes the
following compensation for councilmembers set forth in Schedule
II, Exhibit A:
(1) Personal Vehicle Use and Maintenance.
The City shall not be responsible for repairs or any
additional costs for upkeep, fuel, lubrication, replacement in
whole or in part, or other expenses in connection with any such
vehicle beyond the respective amounts set forth in Schedule III.
(2) Expense Reimbursement.
Each councilmember as reimbursement for actual and
necessary expenses incurred in the performance of their official
duties as members of the City Council shall be paid $450.00 per
month.
(3) Expense Attendance Allowance.
To each councilmember a per meeting expense attendance
allowance shall be paid as follows:
Personnel Committee - $25.00 per meeting
Finance Committee - $50.00 per meeting
POlice/Fire Commission - $25.00 per meeting.
