A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON AMENDING SECTION 23, SUBSECTION (e) AND
SCHEDULE II, EXHIBIT "A", PAGES 1 AND 15 OF
RESOLUTION NO. 6123, WHICH FIXED THE
COMPENSATION FOR CERTAIN EMPLOYEES OF SAID CITY
AND AUTHORIZED CERTAIN EXPENSE ALLOWANCES

7 WHEREAS, Resolution No. 6123 was adopted by the City
8 Council of the City of Vernon on June 30, 1992, to be effective on
9 July 1, 1992; and
10 WHEREAS, the City Council of the City of Vernon has
11 considered the performance of the City AdministratorlCity Clerk on
12 his annual review date for the purposes of considering a merit
13 increase; and
14 WHEREAS, Schedule II, Exhibit "A", page 15 of Resolution
15 No. 6123 provides for the position and salary scale of the City
16 Administrator/City Clerk in the City AdministratorlCity Clerk
17 Department; and
18 WHEREAS, the City Council of the City of Vernon intends
19 to establish a new salary scale to provide for a merit increase
20 for the position of City AdministratorlCity Clerk in the City
21 Administratorlcity Clerk Department and to provide for additional
22 benefits as set forth herein; and
23 WHEREAS, Schedule II, Exhibit "A", page 1 provides for
24 the positions and salary scale of Chief Electrical Inspector and
25 Senior Code Enforcement Inspector in the Department of Community
26 Services; and
27 WHEREAS, the Personnel Committee on November 2, 1992,
28 recommended that the positions of Chief Electrical Inspector and

Senior Code Enforcement Inspector in the Department of Community
services be removed from the salary schedule.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: That the City Council of the City of Vernon
does hereby find and determine that the recitals contained
hereinabove are true and correct.
SECTION 2: Schedule II, Exhibit "A", page 1 of
Resolution No. 6123 is hereby amended to remove the positions of
Chief Electrical Inspector and Senior Code Enforcement Inspector
from the salary schedule of the Department of Community Services,
as indicated on the amended page 1 of Schedule II, Exhibit "A",
which is attached hereto as Attachment A and made a part hereof.
SECTION 3: Effective November 1, 1992, Schedule II,
Exhibit "A", page 15 of Resolution No. 6123 is hereby amended to
establish the salary scale for the position of City
Administratorlcity Clerk in the City AdministratorlCity Clerk
Department as indicated on the amended page 15 of Schedule II,
Exhibit "A", which is attached hereto as Attachment B and made a
part hereof.
SECTION 4: Effective November 1, 1992, Section 23 (e) of
Resolution No. 6123 is amended to read as follows:
(e) City Administrator/City Clerk Benefits.
In addition to the salary provided for in Schedule II,
Exhibit "A", and the benefits provided for herein, the City
AdministratorlCity Clerk shall be provided the following:

(1) Medical and Dental Expenses.

One hundred percent (100%) of all medical and dental
3
expenses to be paid by the City after insurance has paid;
4

(2) Employee Activity Expense
Reimbursement.

Reimbursement for all expenses incurred for employee
7
activities such as sports leagues (softball, basketball, etc.);
8
(3) Executive Leave.

Twenty-Two (22) days of executive leave effective
November 1, 1992.
(4) leMA Retirement.
13 The City shall make a direct payment of $7,500.00 as of
14 November 1, 1992, and shall make a direct payment of $15,000.00
15 on January 1 of 1993 and 1994 to the ICMA Retirement Corporation
16 as deferred compensation, all of said amounts shall be credited to
17 his individual account;

(5) IRA Account.

The City, who opened an IRA account and deposited the sum
of $2,000.00 effective January 1, 1986, shall deposit the sum of
$2,000.00 effective January 1, 1993, and said $2,000.00 shall be
deposited each and every year thereafter on or about January 1 for

as long as employee is employed by the City.

(6) Unused Vacation/Executive Leave.
26 Any unused vacation andlor executive leave days off can
27 be carried over from year-to-year for a maximum of two (2) years.
28 In the event that said accumulated vacation andlor executive leave

time is not used in the two-year accumulation period, then the
City shall pay him for any such time not used;

(7) VACATION.

Two (2) additional vacation days in addition to the
5
6
vacation benefits provided for pursuant to Resolution No. 5645.

(8) Membership in Country Club.
8 The City shall continue to maintain a membership in the
9 Candlewood Country Club for him;
10

(9) Automobile Insurance.
The City shall pick up his portion of the automobile
12
insurance;
13
(10) Limousine Service.

continued use of limousine service for personal and
business use as needed;
(11) Hours of Work.

The hours of work to be as necessary; and
19
(12) League of California Cities
Educational Tour.

The City shall pay time and expense allowance for
22
attendance at the annual League of California cities' educational
23
tour each year.

SECTION 5: In all other respects, Resolution NoS. 6123
25 and 6132 shall remain in full force and effect, and the provisions
26 in Resolution Nos. 6123 and 6132 not consistent with or in
27 conflict with this resolution are hereby repealed.

SECTION 6: The City Clerk of the City of Vernon shall

certify to the passage of this resolution and thereupon and
3
thereafter the same shall be in full force and effect.
