RESOLUTION NO. 6205
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON ADOPTING THE CITY OF VERNON WATER SHORTAGE
CONTINGENCY PLAN ADDENDUM TO URBAN WATER
MANAGEMENT PLAN
WHEREAS, the Urban Water Management Planning Act, of the
state of California (Water Code SS 10610 et sea.) mandates that
every urban water supplier providing more than 3,000 acre-feet of
water for municipal purposes prepare an Urban Water Management Plan,
the primary objective of which is to plan for the conservation and
efficient use of water; and
WHEREAS, the City Council of the City of Vernon by
Resolution No. 5876 on February 5, 1991, adopted by reference the
Urban Water Management Plan prepared by the Central Basin Municipal
Water District (CBMWD) as the Plan for the City of Vernon; and
WHEREAS, Water Code section 10631 was amended in 1991 to
require that an Urban Water Shortage Contingency Plan with specified
elements be added to the local Urban Water Management Plan; and
WHEREAS, the City Council by Ordinance No. 995, effective
March 19, 1991, enacted Article VI "Water Conservation" of Chapter
25 of the Vernon City Code which contains certain operative elements
required by Water Code section 10631 for an Urban Water Shortage
Contingency Plan; and
WHEREAS, the City Council of the City of Vernon by
Resolution No. 6046 on February 4, 1992, adopted by reference the
CBMWD Water Shortage Contingency Plan; and
WHEREAS, the California Department of Water Resources has
notified the CBMWD that each of its agencies must adopt a plan
containing the required elements, which plan may be in addition to
the CBMWD Water Shortage Contingency Plan; and

WHEREAS, the
Conservation Ordinance
elements not included
of the City of Vernon
in the Water
consist of the
following:
Water Code Section 10631(e)
"(1) Past, current, and projected water use and, to the
extent records are available, a breakdown of those uses on
the basis of residential single family, residential
multifamily, industrial, commercial, governmental, and
agricultural use."
" (2) An estimate of the minimum water supply available at
the end of 12, 24, and 36 months, assuming the worst case
water supply shortages."

" (7) An analysis of the impacts of the plan on the
revenues and expenditures of the urban water supplier, and
proposed measures to overcome those impacts, such as the
development of reserves and rate adjustments."

" (9) A mechanism for determining actual reductions in
water use pursuant to the urban water shortage contingency
plan."; and
WHEREAS, the Director of Community services has prepared a
"City of Vernon Water Shortage Contingency Plan Addendum to Urban
Water Management Plan" which contains the information and analyses
necessary to meet the foregoing elements; and
WHEREAS, notice of the time and place of the pUblic
hearing on said Plan Addendum was given pursuant to Government Code

Section 6066; and

WHEREAS, the City Council held a public hearing on said

Plan Addendum on February 2, 1993.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon hereby
7
finds and determines that the recitals contained hereinabove are
8
true and correct.

SECTION 2: The City Council of the City of Vernon hereby
adopts the "City of Vernon Water Shortage contingency Plan Addendum
to the Urban Water Management Plan" prepared by the Director of
Community Services, a copy of which has been submitted concurrently
herewith, and the City Council hereby orders said Plan Addendum to
be received and filed by the City Clerk.
SECTION 3:
The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
APPROVED AND ADOPTED this 2nd day of February, 1993.
