A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON ADOPTING A POLICY ON THE USE OF COMPUTER
SOFTWARE ON CITY-OWNED COMPUTERS

WHEREAS, there have been problems in the past with
6
employees bringing unauthorized or unlicensed software to the
7
City; and
8
WHEREAS, these employees or others have installed the
9
unauthorized or unlicensed software on City computers without the
City's authorization; and

WHEREAS, such installation may be considered a license

infringement by the City where unauthorized software is installed
on the City'S computers.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:

SECTION 1: That the City Council of the City of Vernon
does hereby find and determine that the recitals contained
hereinabove are true and correct.

SECTION 2: The City Council of the City of Vernon hereby
20
adopts the following policy on the use of computer software on
City-owned computers:

(a) It shall be a violation of City policy for
23
anyone to install unauthorized computer software on a City
24
computer.

(b) All authorized software shall be purchased
and/or approved and installed on the City'S computers only upon
the approval of a person selected by the City Administrator to
administer the City'S computer program.

(c) Any violation of this policy by an employee

shall subject such employee to discipline up to, and including,
3
termination.

SECTION 3: The City Clerk of the City of Vernon shall
5
certify to the passage of this resolution and thereupon and
6
thereafter the same shall be in full force and effect.

CITY OF VERNON SOFTWARE USE POLICY

Gentlemen:
If you will recall, the City passep a resolution pertaining to
the above referenced matter on March 9, 1993.
In conjunction with that resolution and a recent copyright issue,
the City has prepared:
L A Software Code of Ethics; and
2. A directive fr6mtheCityAdministrator regarding
unauthorized usage of computer software.
With regard to these two items,it.is of the utmost importance
that Item (1) be issued to each of your staff and that you also
execute the attached Affidavit of Notice; and that Item (2)
be issued to all employees who have access to any City' computer.
For Item (2), if you would have each employee sign or initial the
directive, it will be placed in their Personnel file to validate
that they are so informed of the City position.
It is most important that these items be addressed no later than
May 14, 1993.

SOFTWARE CODE OF ETHICS
Unauthorized duplication of copyrighted computer software
violates the law and is contrary to our organization's standards
of conduct. We disapprove of such copying and recognize the
following principles as a basis for preventing its occurrences:
We will neither engage in nor tolerate the making or using
of unauthorized ~oftware copies under any. circumstances.
We will provide legally acquired software to meet all
legitimate software needs in a timely fashion and in
sufficient quantities for all our computers.
We will comply with all license or purchase terms regulating
the use of any software we acquire or use.
We will enforce strong. internal controls to prevent the
making or usirig of unauthorized software copies, including
effective measures to verify compliance with these standards
and appropriate disciplinary measures for violation of these
standards.
