A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPOINTING A LOCAL ASSESSMENT COMMITTEE
TO REVIEW AN APPLICATION FOR A CONDITIONAL USE
PERMIT BY DC INDUSTRIAL SERVICES, INC. FOR A
HAZARDOUS WASTE FACILITY IN THE CITY OF VERNON

WHEREAS, on October 16, 1991, DC Industrial services, Inc.
7
(DCI), filed a notice of intent with the State of California and the
8
City of Vernon pursuant to California Health and safety Code section
25199.7 with regard to its plans to operate a hazardous waste
9

treatment facility in the City of Vernon; and
WHEREAS, DCI, on May 7, 1992, submitted an initial
application for a conditional use permit for the construction and
12
13
operation of a hazardous waste treatment facility to be located at
14
4626 48th Street within the city of Vernon; and
15
16
WHEREAS, on May 10, 1993, the City of Vernon sent letters
to DCI and to the State of California Office of Planning and
17
Research certifying that said application was complete; and
18
WHEREAS, the hazardous waste treatment facility will
19
process dry cleaning filters and still oil bottoms containing
20
21
perchloroethylene from the dry cleaning industry; and
WHEREAS, perchloroethylene is classified as a hazardous
22
waste and the facility requires a permit from the Department of
23
Health Services of the State of california; and
24
WHEREAS, Health and Safety Code section 25199.7 requires
that prior to approval of such permit the local agency appoint a
25
26
seven-member local assessment committee to advise the City Council
27
28
of the terms and conditions under which the proposed hazardous waste
facility may be acceptable to the community; and

WHEREAS, said code section requires that the committee
2
include three representatives from the community at large, two
3
representatives of environmental or public interest groups, and two
4
representatives of affected businesses and industries; and
5
WHEREAS, the Director of Community Services has submitted
6
a list of the proposed representatives for such groups.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the city of Vernon hereby
10
finds and determines that the recitals contained hereinabove are
11
12
true and correct.
SECTION 2: Based on the recommendation of the Director of
13
Community Services, the City Council of the City of Vernon hereby
14
appoints the following as representatives to the local assessment
15
16
committee to review the DC Industrial Services, Inc. application for
conditional use permit for a hazardous waste facility pursuant to
17
the applicable code sections of the Health and Safety Code of the
18
State of California:

certify to the passage of this resolution, and thereupon and
SECTION 3: The City Clerk of the City of Vernon shall
