RESOLUTION NO. 6321
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON SUPERSEDING RESOLUTION NOS. 6014, 6047,
6153 AND 6171 AND ESTABLISHING THE RATES FOR
BUSINESS LICENSE TAXES AND RELATED FEES AND
DEPOSITS PURSUANT TO CHAPTER 15 OF THE VERNON
CITY CODE
WHEREAS, pursuant to Vernon City Code section 15.8, the

Council of the City of Vernon is authorized to set business
license taxes, related fees and deposits by resolution; and
9
WHEREAS, the City Council has established business license

fees pursuant to Resolution No. 6014, adopted on November 9, 1991,
as amended by Resolution No. 6047 on February 4, 1992, by Resolution
No. 6153 on September 1, 1992, and by Resolution No. 6171 on October
13
20, 1992; and
14
WHEREAS, the cost of living and general prices have
15
16
increased due to inflation, and the fees established herein reflect
the previous fees adjusted for the rate of inflation occurring
17
during the intervening time period; and
18
WHEREAS, the City Administrator-Finance Director has
19
recommended that the business license taxes, related fees, and
20
deposits be revised as set forth herein.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
24
finds and determines that the recitals contained hereinabove are
25
26
true and correct.
SECTION 2: Transfer Fees (V.C.C. Sec. 15.9).
27
When a business relocates within the City of Vernon, there
28
shall be no transfer fee.

SECTION 3: Business License Fees (V.C.C. Sec. 15.18).

Every person doing business or engaged in any business,
3
profession, trade or occupation, or performing any act, or otherwise
4
dealing in or with goods, wares or merchandise, and not
5
elsewhere specifically licensed by other provisions of Chapter 15 of
6
the Vernon City Code, shall pay a license fee for each calendar year
or portion thereof for the privilege of doing business in the City
7

of Vernon as follows:

ANNUAL FEE

FOR EVERY PERSON EMPLOYING:

o or 1 employee (warehousing with no employees
in the City of Vernon shall pay the minimum of
$110.00 per year) $ 110.00
2 to 10 employees 165.00
II to 25 employees 205.00
26 to 50 employees 315.00
51 to 75 employees 410.00
76 to 100 employees 520.00
101 to 150 employees 620.00
151 to 200 employees 725.00

SECTION 4: Penalties and Delinquent Charges (V.C.C. Sec.
15.20) .
Delinquent business licenses, including new businesses
which have failed to obtain a license, shall be charged a delinquent
fee of ten percent (10%) for the first month and ten percent (10%)
per month thereafter up to a maximum of fifty percent (50%) of their
annual business license fee for each year of delinquency in addition
to the annual business license fee for each such year.
SECTION 5: Central station Industrial Protective Service
(V.c.c. Sec. 15.28).
Every person conducting a central station protective
signaling system shall pay the following fees:
(a) The applicant shall pay a minimum license fee of
$325.00 per year at the time of application for or renewal of the

license;
(b) The licensee shall pay to the City of Vernon two
percent (2%) of the gross receipts of business arising from
licensee's operations conducted in the city of Vernon, less the
minimum previously paid.
SECTION 6: Persons without a Fixed Place of Business
(V. C. C. Sec. 15. 29) .
(a) Every person, firm or corporation engaged in or
carrying on the business of an auctioneer for the sale at auction of
any real or personal property shall pay a fee of $105.00 each day
unless exempted by state law;
(b) Every person, firm, or corporation engaging in the
business of commercial still photography shall pay a fee of $55.00
each day;
(c) Every person, firm, or corporation providing taxicab
service in the city other than from a taxicab stand, as such terms
are defined in Chapter 23 of the Code, shall pay a fee of $155.00
each year;
(d) Every person, firm, or corporation providing vehicle
towing services in the city shall pay a fee of $155.00 each year.
SECTION 7: License Fees for Peddlers (V.C.C. Sec. 15.30).
(a) Every peddler shall pay a minimum fee of $190.00 per
year, or portion thereof;
(b) Every peddler who calls attention to his wares, or
advertises the same by use of music, entertainment, speech, fancy or
grotesque dress, or otherwise, upon any public street, alley or
other public place, doorway of any room or building, unenclosed or
vacant lot or parcel of land within the City of Vernon, shall pay

$540.00 per year, or any portion thereof;
(c) Every catering vehicle engaged in the preparation and

sale of hot food and drink items from said vehicle shall pay a fee
4
of $205.00 per year;
5
(d) Every catering vehicle engaged in the preparation and
6
sale of cold food and drink items only from said vehicle, shall pay
7
a fee of $165.00 per year;
8
(e) catering vehicles not otherwise licensed, operating in
9 the City of Vernon to serve an auction or other special event, shall
10 pay a fee of $45.00 per day for each day or portion thereof for said
11 operation.

(f)
When a license for a peddler's vehicle or for a
13 catering vehicle is transferred from vehicle to vehicle, there shall
14 be a transfer fee of $55.00.

SECTION 8: Motion Picture Production (V.C.C. Sec. 15.31).
16 Every person engaged in motion picture production in the
17 City of Vernon shall pay the fees set forth in the filming permit
18 guidelines as approved by the City Council.

SECTION 9:
Selling Fruits and Vegetables (V. c. C. Sec.
20
15.32) .
21
Every person selling fruits and vegetables from a vehicle
22
shall pay a fee of $165.00 per year, or portion thereof.

SECTION 10:
Dealers in Junk, Metal, Rags, Paper, Etc.
24 (V.C.C. Sec. 15.33)

(a) Every person carrying on the business commonly known
as junk or scrap metal dealer shall pay a fee of $I,230.00 per year;

(b) A secondhand rag or paper dealer shall pay a fee of
$810.00 per year;

A secondhand pipe dealer shall pay the sum of

SECTION 11: Business License Fee For Warehousing (V.c.c.

Sec. 15.34)

(a) The minimum warehousing license fee shall be $165.00
per year and the maximum warehousing fee shall be $1,725.00 per

( d)
If the warehousing facility is 4,865 square feet or

less, then the minimum rate applies;
(e) Every person engaged in or carrying on the business of

warehousing in conjunction with a manufacturing business and where
28
said business has 100 employees or more at the same location, the

business license fee will be based on the number of employees, and
the warehousing activity at the same location is exempt from the
square footage fee.
SECTION 12: Shows, Circuses, Rodeos and Other Amusements
(V.C.C. Sec. 15.35).
Every person engaged in the business of conducting a show,
circus, rodeo, or other type of amusement shall pay the following
fees:
(a) $155.00 per day for such show, circus, rodeo, or other
type of amusement; and
(b) $105. 00 per day for each sideshow for which an
admission fee is charged, and which is operated as a side attraction
to a show, circus, rodeo, or other type of amusement licensed under
subparagraph (a) above.
SECTION 13: Permit for Moving of Structures (V.C.C. Sec.
15.42) .
The sum of $250.00 shall be deposited with the city Clerk,
payable to the City of Vernon, and a permit fee of $15.00 shall be
paid for each structure moved into, in, or through the City of
Vernon.
SECTION 14: Used Car and Automobile Dealers Bond (V.C.C.
Sec. 15.44).
The applicant for a used car or automobile dealership shall
file with the City Clerk along with the application, a bond for
$5,000.00 executed on behalf of the City of Vernon by a duly
authorized surety corporation subject to approval by the City
Attorney.

SECTION 15 :
Junk, Secondhand Metal, Rags, Paper, or

Secondhand Steel, Pipe and Fittings Dealers' Bond (V.C.C. Sec.

15.45) .

The applicant for a junk, secondhand metal, rags, paper, or
5
secondhand steel, pipe and fittings dealership shall file with the
City Clerk along with the application, a bond for $5,000.00 executed
on behalf of the City of Vernon by a duly authorized surety
corporation subject to approval by the City Attorney.
SECTION 16: In addition to the foregoing, the licensee or

permittee shall pay all other necessary fees or deposits which may
be required by other ordinances or resolutions of the City of Vernon
12
or applicable state laws in effect.

SECTION 17:
The fees provided for herein shall be
14
effective January I, 1994.
All other resolutions in conflict with
15

this resolution are hereby repealed and Resolution Nos. 6014, 6047,
6153, and 6171 are specifically superseded and declared void.

SECTION 18:
The City Clerk of the city of Vernon shall
18
certify to the passage of this resolution and thereupon and
19
thereafter the same shall be in full force and effect.
20
