RESOLUTION NO. 6326
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND ADOPTING AN EMERGENCY PLAN
ENTITLED THE "MULTI-HAZARD FUNCTIONAL PLAN"
WHEREAS, Governmental Code section 8610 provides that
cities may create disaster councils by ordinance and that any
disaster council shall develop plans for meeting any condition
constituting a local emergency; and
WHEREAS, the City Council of the City of Vernon previously
created the Vernon Disaster Council by enacting Ordinance No. 897 in
April, 1980; and
WHEREAS, the provisions of Ordinance No. 897 are set forth
in Chapter 8 of the Vernon City Code and include section 8.10, which
requires the Vernon Disaster Council to develop an emergency plan
and to submit that plan for approval and adoption by the City
Council; and
WHEREAS, the Vernon Disaster Council has developed the
specific Emergency Plan entitled the "Multi-Hazard Functional Plan,"
which has been reviewed previously by the California Office of
Emergency Services ("0. E. S. ") and determined by the O. E. S. to
address all the essential elements of a plan for responding to
emergency
situations
with
disasters,
associated
. natural
technological incidents and nuclear defense operations; and
WHEREAS, the "Multi-Hazard Functional Plan" also has been
determined by the O.E.S. to meet the requirements established by the
Federal Emergency Management Agency.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are
true and correct.
SECTION 2: The City Council of the City of Vernon
approves and adopts the Emergency Plan, a copy of which has been
presented to the City Council concurrently with this resolution, and
the City Council hereby orders said Emergency Plan to be received
and filed by the City Clerk.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the City Clerk to notify the California Office of
Emergency Services that the City of Vernon has approved and adopted
said Emergency Plan.
SECTION 4: The City Clerk of the city of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
APPROVED AND ADOPTED this 21st day of September, 1993.
