A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION
OF AN UNEMPLOYMENT COMPENSATION MANAGEMENT
SERVICE AGREEMENT BY AND BETWEEN THE CITY OF
VERNON AND R. E. HARRINGTON, INC.

WHEREAS, the City of Vernon processes and investigates
7
unemployment compensation claims by former employees; and
WHEREAS, R. E. Harrington, Inc. specializes in providing
8
9
advice to public agencies regarding unemployment compensation
10
matters; and

WHEREAS, R. E. Harrington, Inc. pursuant to contract is
12
13
willing to audit unemployment compensation claims, obtain refunds,
protest invalid claims, and provide claims activity analysis; and
WHEREAS, R. E. Harrington, Inc. will provide services in
the form of training sessions on unemployment compensation matters
14

to City of Vernon employees; and
WHEREAS, said training sessions will benefit City
18
employees and will be in the public interest; and
WHEREAS, the City of Vernon desires to enter into an
19

Unemployment Compensation Management Service Agreement with R. E.
Harrington, Inc. for the period November 1, 1993 through October
22
31, 1994 at a cost of $850.00 plus hearing costs, which Agreement
23
may be automatically renewed annually.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon does
hereby find and determine that the recitals contained hereinabove
are true and correct.

SECTION 2: The City Council of the city of Vernon hereby

approves the Unemployment Compensation Management Service
Agreement, a copy of which has been presented to the City Council
concurrently with this resolution, and the City Council hereby
orders said Agreement to be received and filed by the City Clerk.

SECTION 3: The City Council of the City of Vernon hereby
authorizes the Mayor Pro Tem and City Clerk to execute said

Agreement for, and on behalf of, the City of Vernon.

SECTION 4: The City Clerk of the City of Vernon shall

certify to the passage of this resolution and thereupon and

thereafter the same shall be in full force and effect.

APPROVED AND ADOPTED this 2nd day of November, 1993.
