Resolution No. 6351 r , t 4'- '.". r I 2 RESOLUTION 6351 3 5 6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, CALIFORNIA, ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE PERTAINING TO CANDIDATES STATEMENTS SUBMITTED TO THE VOTERS AT AN ELECTION TO BE HELD ON TUESDAY, APRIL 12, 1994 4 7 WHEREAS, Section 10012 of the Elections Code of the State 8 of California provides that the governing body of any local agency 9 adopt regulations pertaining to materials prepared by any candidate 10 for municipal election, including costs of the candidates' II statements. 12 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 13 CITY OF VERNON AS FOLLOWS: 14 SECTION 1: GENERAL PROVISIONS. Pursuant to Section 10012 15 of the Elections Code of the State of California, each candidate 16 for elective office to be voted for at an Election to be held in the 17 City of Vernon on April 12, 1994, may prepare a candidate's 18 statement on an appropriate form provided by the City Clerk. The 19 statement may include the name, age, and occupation of the candidate 20 and a brief description of no more that 200 words of the candidate's 21 education and qualifications expressed by the candidate himself or 22 herself. The statement shall not include party affiliation of the 23 candidate, nor membership or activity in partisan political 24 organizations. The statement shall be filed in the office of the 25 City Clerk at the time the candidate's nomination papers are filed. 26 The statement may be withdrawn, but not changed, during the period 2{l for filing nomination papers and until 5: 00 p.m. of the next working 28 day after the close of the nomination period. f ~ I --..,. 1 2 3 4 5 6 7 8 9 10 II 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 2: SPANISH LANGUAGE. The City Clerk shall have translated and printed in the voters pamphlet only the candidates' statements of those candidates who request translation and printing. SECTION 3: ADDITIONAL MATERIALS. No candidate will be permitted to include additional materials in the sample ballot package. SECTION 4: PAYMENT. The City Clerk shall estimate the total cost including a ten percent (10%) administrative cost of printing, handling, translating, and mailing the candidates statements filed pursuant to the Elections Code, and require each candidate filing a statement to pay in advance his or her pro rata share as a condition of having his or her statement included in the voter's pamphlet. The City Clerk shall bill each candidate for any cost in excess of the deposit or shall refund within 30 days of the election any unused portion of the deposit. SECTION 5: The City Clerk shall provide each candidate or the candidate's representative a copy of this Resolution at the time nominating petitions are issued. SECTION 6: All previous resolutions establishing council policy on payment for candidates' statements are repealed. SECTION 7: This resolution shall apply at the next ensuing municipal election and at each municipal election after that time.
