A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON GRANTING A CONDITIONAL USE
PERMIT TO LAWI/CSA CONSOLIDATORS, INC. FOR
THE OPERATION OF A TRUCK AND FREIGHT TERMINAL
AT 2720 26TH STREET
WHEREAS, LAWI/CSA Consolidators, Inc. have applied
for a conditional use permit to operate a truck and freight
terminal at 2720 26th Street; and
WHEREAS, the City Council of the City of Vernon
held a hearing on said application for a conditional use
permit on February 1, 1994; and
WHEREAS, the proposed site is a conforming use in
the Heavy Industry (M-2) Zone which has been continuously
used as a truck and freight terminal and requires a
conditional use permit under the Zoning Ordinance in order
to continue the use; and
WHEREAS, the proposed site is adequate in size,
shape and topography for the proposed operation and has
adequate drainage; and
WHEREAS, the proposed site is surrounded by
industrial uses compatible with the proposed use and no
adverse effect from traffic, parking, noise, odors, dust,
smoke, light or glare, or risk of fire, infection or
explosion is anticipated from the proposed operation; and
WHEREAS, the site has access to 26th Street and in
general traffic will travel from the site on 26th street to
Soto Street, thence north to freeway access. The streets to
be utilized within the City of Vernon are sufficient to
handle the traffic generated from the proposed operations; and

1 WHEREAS, the site is required to have adequate
2 offstreet parking and loading facilities in accordance with
3 the Vernon City Code; and
4 WHEREAS, the conditions imposed on the conditional
5 use permit will adequately protect the public health, safety
6 and general welfare and the operation is consistent with all
7 applicable rules and laws of the City of Vernon; and
8 WHEREAS, the proposed use as to location,
9 operation, and design is consistent with the General Plan
10 and the Zoning Ordinance of the City of Vernon; and
11 WHEREAS, the project was found to be categorically
12 exempt from the California Environmental Quality Act as an
13 existing facility pursuant to section 15301 of the
14 California Environmental Quality Act Guidelines and a Notice
15 of Exemption shall be filed with the County Clerk per
16 Section 15062 of the California Environmental Quality Act
17 Guidelines.
18 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
19 OF THE CITY OF VERNON AS FOLLOWS:
20 SECTION 1: The City Council of the City of Vernon
21 hereby finds and determines that the recitals contained
22 hereinabove are true and correct.
23 SECTION 2: In order to adequately protect the
24 public health, safety and general welfare the following
25 conditions are imposed:
26 a. The facility shall be operated in accordance
27 with, and made to conform with all codes, rules, regulations
28 and subject to permit fees as adopted by the City of Vernon.

1 The facility shall be operated in a manner that will prevent
2 unsanitary conditions, odors or other nuisances. Prior to
3 occupancy a business license and occupancy permit shall be
4 obtained. All trucking operations, including truck and
5 trailer parking, shall be limited to the lot located at 2720
6 26th street.
7 b. A hazardous materials inventory and
8 business/contingency plan shall be submitted and a hazardous
9 materials permit shall be obtained from the City of Vernon
10 Health Department. Hazardous materials/wastes shall be
11 handled and managed in compliance with all appropriate
12 federal, state and local laws.
13 c. All parking and loading facilities shall be
14 paved with a hard durable surface material and shall be
15 adequately drained, and kept free of dust, mud, trash and
16 weeds.

d. Servicing of vehicles including washing, steam
cleaning and repairing shall be performed in facilities in
compliance with appropriate codes.
e. A National Pollutant Discharge Elimination
System Permit shall be obtained from the California State
Board of Water Resources.
f. No equipment or freight shall be stored on the
site, other than in trailers or on the docks. Adequate
plans and materials must be available for handling leaks or
spills from vehicles during storage or transportation.
g. All required federal, state, local and
regulatory agency permits shall be obtained prior to

h. Underground storage tank monitoring system
shall be checked by a qualified service person. Tanks and
monitoring system shall meet the requirements of Articles
III and IV of Chapter 13 of the Vernon City Code.
i. The current property owner shall submit
documentation of hazardous materials closure for their prior
operation known as Directline Motor Express.
SECTION 3: Subject to the conditions set forth
above, the conditional use permit is granted to LAWI/CSA
Consolidators, Inc. for the operation of a truck and freight
terminal at 2720 26th Street.
SECTION 4: The City Clerk of the City of Vernon
shall certify to the passage of this resolution and
thereupon and thereafter the same shall be in full force and
effect.

Gentlemen:
LAWI/CSA Consolidators, Inc. have applied for a conditional
use permit to operate a truck and freight terminal at 2720 26th
Street.
Herewith for your consideration are the following supporting
documents:
1. Request for conditional use permit and information
supporting the application.
2. Engineer's Report.
3. Notice of Public Hearing, copies of notification letters
to owners and tenants in the area and affidavits of posting and
mailing.
LAWI/CSA Consolidators, Inc. was found to be categorically
exempt from the California Environmental Quality Act process, since
they will be using an existing truck terminal and the facility is
not being expanded.
In my opinion the proposed operation will pose no adverse
effects to the city of Vernon and will not have a significant
effect on the environment, and no mitigating measures are required.

LAWI/CSA Consolidators, Inc. have applied for a conditional
use permit to Operate a truck and freight terminal at 2720 26th
street in the City of Vernon. They are an intrastate trUCking
company providing piCk-up and delivery service to customers
throughout california. There will be approximately 10 trucks
based at this facility.
1. GE~E~ 'L~ The proposed use conforms to the Zoning
Ordinance and the General Plan. The site is presently being used
as a truck and freight terminal.
2. ilfI The proposed site is of adequate size and shape
for the proposed use.
3. ADVERSE~PPECT The proposed site is surrounded by
industrial uses compatible with the proposed use and no adverse
noise, odor, dust, smoke, light or glare, or risk of fire,
infection or explosion is anticipated from the proposed
operation.
4. ACCESS The site has access to 26th street which as
constructed is fifty feet (50') wide and has adequate capacity
and pavement type for the proposed operation.
5. TRUCK MOVEM.NTS LAWI/CSA Consolidators, Inc. will
operate approximately 3 dual axle trucks and 7 bobtails out of
the facility. They expect to have up to 25 vehicle movements,
including employees vehicles, out of the site daily with the same
number entering the site. In general trucks will travel on 26th

street to Soto Street then nortb to freeway access. Occasionally
a truck will travel easterly from the site to the 710 Freeway.
6. STA1B 0' PJD~ C9NDZT~qNS There are no conditions
imposed by state or Federal law.
7. CQNDZTIONS It'is recommended that the following
conditions be set on the permit to adequately protect the public
interests:
a. The facility shall be operated in accordance with, and
made to conform with all codes, rules, regulations and subject to
permit fees as adopted by the City of Vernon. The facility shall
be operated in a manner that will prevent unsanitary conditions,
odors or other nuisances. Prior to occupancy a business license
and occupancy permit shall be obtained. All trucking operations,
including truck and trailer parking, shall be limited to the lot
located at 2720 26th street.
b. A hazardous materials inventory and business/contingency
plan sball be sUbmitted and a hazardous materials permit shall be
obtained from the City of Vernon Health Department. Hazardous
materials/wastes sball be handled and managed in compliance with
all ~ppropriate federal, state and local laws.
c. All parking and loading facilities shall be paved with a
hard durable surface material and shall be adequately drained,
and kept free of dust, mud, trash and weeds.
d. servicing of vehicles including washing, steam Cleaning
and repairing shall be performed in facilities in compliance with
appropriate codes.
