PERMIT TO THOMAS TRANSPORT SYSTEM, INC. FOR
THE OPERATION OF A TRUCK AND FREIGHT TERMINAL
AT 2626 26TH STREET
WHEREAS, Thomas Transport system, Inc. has applied
for a conditiona~ use permit to operate a truck and freigh~
terminal at 262626th Street; and
WHEREAS, the City Council of the City. of Vernon
held a hearing on said applic::ation for a conditional use
permit on. February 1, 1994; and
WHEREAS, the proposed site is.a non-conforminquse
in the General . Industry (M) Zone which bas .. been continuously
used asa truck and freight terminal and requires a
conditional.' use permit under the zoning Qrdinanc::e in order
to continue the use; and
WHEREAS the proposed site is adequate in size,
.hape and topography for the proposed operation and has
adequate drainage; and
WHEREAS, the proposed site is surrounded by
industrial uses compatible with the proposed use and no
ad,vez-se effect from traffic, parking, noise, odorfh dust,
smoke, light or glare, or risk of fire, infection or
explosion is anticipated from the proposed oper:ation; and
WHEREAS, the site has access to 26th street and in
general traffic will travel from the site on 26th street to
Soto street, thence north to freeway or railroadaccess.

3 WHEREAS, the site is required to have adequate
4 off street parking and loading facilities in accordance with
5 the Vernon City Code; and
6 WHEREAS, the conditions imposed on the cionditio~l
7 use permit will adequately protect the public heal't.h, safety
8 and general welfare and the operation is consistent with all
9 applicable rules and laws of the City of Vernon; and
10 WHBREAs,the proposed use as to location#
11 ope~ation, and design is consistent with the General Plan
12 and the Zoning Ordinance of the city of Vernol'1; and
13 WHEREAS, the project was found to be catttgorically
14 exempt from the California Environmental Quality Act as an
15 existing facility pursuant to Section 15301 of the
16 California Environmental Quality Act Guidelines and a Notice
17 of Exemption shall be filed with the county Clerk per
18 Section 15062 of the California Environmental Quality Act
19 Guidelines.
20 NOW, THEREFORE, BE IT RESOLVED BY '!'HE C:ITY COUNCIL
21 OF THE CITY OF VERNON AS FOLLOWS:
22 ~ECTION 1: The City Council of the City of Vernon
23 hereby finds and determines that the recitals contained
24 hereinabove are true and correct.
25 S~TION 2: In order to adequately protect the
26 public health, safety and general welfare the following
27 conditions are imposed:
28 a. The facility shall be o~rated in accordance

Gentlemen:
Thomas Transport System, Inc. has applied for a conditional
use permit to operate a truck and freight terminal at 2626 26th
Street.
Herewith for your consideration are the following supporting
documents:
1. Request for conditional use permit and information
supporting the application.
2. Engineer's Report.
3. Notice of Public Hearing, copies of notification letters
to owners and tenants in the area and affidavits of posting and
mailing.
Thomas Transport System, Inc. was found to be categorically
exempt from the California Environmental Quality Act process, since
they will be using an existing truck terminal and the facility is
not being expanded.
In my opinion the proposed operation will pose no adverse
effects to the City of Vernon and will not have a significant
effect on the environment, and no mitigating measures are required.

It is recommended that the City Council find that the proposed
use is categorically exempt from the California Enviromnental
Quality Act process.
Further it is recommended that a Notice of Exemption be filed
with the county Clerk and the conditional use permit be granted
with thefo.llowinq conditions:
a. The facility shall be operated in accordance with, and
made to conform with all codes, rules, regulations and subject to
permit fees as adopted by the City of vernon. The facility shall
be operated in a manner that will prevent unsanitary conditions,
odors or other nuisances. Prior to occupancy a business license
and occupancy permit shall be obtained. All trucking operations,
including truck and trailer parking, shall be limited to the lot
located at 2626 26th street.

ON THOMAS TRANSPORT SYSTEM, INC.
CONDITIONAL USE PERMIT TO .OPERATE A
TRUCK AND PREIGHT TERMINAL AT 2626 26TH STREET

Thomas Transport System, Inc. has applied for a conditional
use permit to operate a truck and freight terminal at 2626 26th
Street in the City of Vernon. They are an intrastate trucking
company providing pick-up and delivery service to customers
throughout California. There will be approximately 54 trucks
based at this facility.
1. GENERAL PLAN The proposed use conforms to the Zoning
Ordinance and the General Plan. The site is presently being used
as a truck and freight terminal.
2. SITE The proposed site is of adequate size and shape
for the proposed use.
3. ADVERSEAPPECT The proposed site is surrounded by
industrial uses compatible with the proposed use and no adverse
noise, odor, dust, smoke, light or glare, or risk of fire,
infection or explosion is anticipated from the proposed
operation.
4. ACCESS The site has access to 26th Street which as
constructed is fifty feet (50') wide and has adequate capacity
and pavement type for the proposed operation.
5. TRUCK MOVEMENTS Thomas Transport System, Inc. will
operate approximately 50 dual axle trucks and 4 bobtails out of
the facility. They expect to have up to 100 vehicle movements,
including employees vehicles, out of the site daily with the same

number entering the site. In general trucks will travel on 26th
street to Soto street then north to either freeway or railroad
access.
6. STATE OR FEDERAL CONDITIONS There are no conditions
imposed by state or Federal law.
7. CONDITIONS It is recommended that the following
conditions be set on the permit to adequately protect the public
interests:
a. The facility shall be operated in accordance with, and
made to conform with all codes, rules, regulations and subject to
permit fees as adopted by the City of Vernon. The facility shall
be operated in a manner that will prevent unsanitary conditions,
odors or other nuisances. Prior to occupancy a business license
and occupancy permit shall be obtained. All trucking operations,
including truck and trailer parking, shall be limited to the lot
located at 2626 26th street.
b. A hazardous materials inventory and business/contingency
plan shall be submitted and a hazardous materials permit shall be
obtained from the City of Vernon Health Department. Hazardous
materials/wastes shall be handled and managed in compliance with
all appropriate federal, state and local laws.
c. All parking and loading facilities shall be paved with a
hard durable surface material and shall be adequately drained,
and kept free of dust, mud, trash and weeds.
d. Servicing of vehicles including washing, steam cleaning
and repairing shall be performed in facilities in compliance with

appropriate codes.
e. A National Pollutant Discharge Elimination system Permit
shall be obtained from the California state Board of Water
Resources.
f. No equipment or freight shall be stored on the site,
other than in trailers or on the docks. Adequate plans and
materials must be available for handling leaks or spills from
vehicles during storage or transportation.
g. All required federal, state, local and regulatory agency
permits shall be obtained prior to operation.
h. Underground storage tank monitoring system shall be
checked by a qualified service person. Tanks and monitoring
system shall meet the requirements of Articles III and IV of
Chapter 13 of the Vernon City Code.
