A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON GRANTING A CONDITIONAL USE
PERMIT TO REEDER FASTWAY TRUCKING, INC. FOR
THE OpERATION OF A TRUCK AND FREIGHT TERMINAL
AT. 2626 26TH STREET
WHEREAS, U.S.A. Consolidators, Inc. has. applied
Fastway Trucking, Inc. to operate a truck and freight
terminal at 2626 26th Street; and
WHEREAS, the City Council of the city of Vernon
held a hearing on said application for a conditional use
11 permit on .July 19, 1994; and
12 WHEREAS, the proposed site is a non-conforming use
13 in the General Industry (M) Zone which has been continuously
14 used as a truck and freight terminal and requires a
15 conditional use permit under the Zoning Ordinance in order
16 to continue the use; and
17 WHEREAS, the proposed site is adequate in size,
18 shape and topography for the proposed operation and has
19 adequate drainage; and
20 WHEREAS, the proposed site is surrounded by
21 industrial uses compatible with the proposed use and no
22 adverse effect from traffic, parking, nois.e, odors, dust,
23 smoke, light or glare, or risk of fire, infection or
24 explosion is anticipated from the proposed operation; and
25 WHEREAS, the site has access to 26th Street and in
26 general traffic will travel from the site on 26th Street to
27 Soto street, thence north to freeway access. The streets to
28 be utilized within the City of Vernon are sufficient to

1 handle the traffic generated from the proposed operations;
2 and
3 WHEREAS, the site is required to have adequate
4 offstreet parking and loading facilities in accordance with
5 the Vernon City Code; and
6 WHEREAS, the conditions imposed on the conditional
7 use permit will adequately protect the public health, safety
8 and gen.eral welfare and the operation is consistent with all
9 applicable rules and laws of the City of Vernon; and
10 WHEREAS, the proposed use as to location,
11 operation, and design is consistent with the General Plan
12 and the Zoning ordinance of the city of Vernon; and
13 WHEREAS, conditional use permits were previously
14 granted to HMH Motor Service on August 3, 1993 and to Thomas
15 Transport on February 1, 1994 for the same property, but
16 neither business ever occupied the site; and
17 WHEREAS, except for said conditional use permits,
18 the right to continue the non-conforming use would have
19 lapsed pursuant to Section 26.4.6-7 of the Comprehensive
20 Zoning Ordinance; and
21 WHEREAS, the project was found to be categorically
22 exempt from the California Environmental Quality Act as an
23 existing facility pursuant to Section 15301 of the
24 California Environmental Quality Act Guidelines an.d a Notice
25 of Exemption shall be filed with the county Clerk per
26 section 15062 of the California Environmental Quality Act
27 Guidelines.
28 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL

2 SECTION ~: The City Council of the City of Vernon
3 hereby finds and determines that the recitals contained
4 hereinabove are true and correct.
.
5 SECTION 2: In order to adequately protect the
6 public health, safety and general welfare the following
7 conditions are imposed:
8 a. The faci.lity shall be operated in accordance
9 with, and made to conform with all codes, rules, regulations
10 and subj ect to permi,t fees as adopted by the city of Vernon.
11 The facility shall be operated in a manner that will prevent
12 unsanitary conditions, odors or other nuisances. Prior to
13 occupancy a business license and occupancy permit shall be
14 obtained. All trucking operations, including truck and
15 trailer parking, shall be limited to the lot located at 2626
16 26th Street.
t7 b. A hazardous materials inventory and
18 business/contingency plan shall be submitted and a hazardous
19 materials permit shall be obtained from the city of Vernon
20 Health Department. Hazardous materials/wastes shall be
21 handled and managed in compliance with all appropriate
22 federal, state and local laws.
23 c. All parking and loading facilities shall be
24 paved with a hard durable surface material and shall be
25 adequately drained, and kept free of dust, mud, trash and
26 weeds.

d. Servicing of vehicles including washing, steam
cleaning and repairing shall be performed in facilities in

1 compliance with appropriate codes.
2 e. A National Pollutant Discharge Elimination
3 System Permit shall be obtained from the California State
4 Board of Water Resources.
5 f. No equipment or freight shall be stored on the
6 site, other than in trailers or on' the docks. Adequate
7 plans and materials must be available for handling leaks or
8 spills from vehicles during storage or transportation.
9 g. All required federal, state, local and
10 regulatory agency permits shall be obtained prior to
11 operation.
12 h. Underground storage tank monitoring system
13 shall be checked by a qualified service person. Tanks and
14 monitoring system shall meet the requirements of Articles
15 III and IV of Chapter 13 of the Vernon Gity Code.
16 i. Reeder Fastway Trucking, Inc. shall occupy the
17 site prior to February 1, 1995. If the site is not occupied
18 by this date, the building will be considered non-conforming
19 in respect to section 26.4.6-7 of the Comprehensive Zoning
20 Ordinance.

j. The owner shall dedicate an easement to the
City of Vernon for the necessary street right-of-way to
comply with the Master Plan of streets dated June 16, 1992.
k. The owner shall either obtain a variance for
the usage of the truck loading spaces extending towards 26th
Street subject to the condition that no truck parked at the
loading docks shall extend into the new street right-of....way,
or the docks shall be recessed to comply with the

SECTION 3: Subject to the conditions set forth
above, the conditional use permit is granted to U.S.A.
Consolidators, Inc. for the operation of a truck and freight
terminal at 2626 26th Street.
SECTION 4: The City Clerk of the City of Vernon
shall certify to the passage of this resolution and
thereupon and thereafter the same shall be in full force and
effect.

Gentlemen:
U.S.A. Consolidators, Inc. has applied for a conditional use
permit for its subsidiary, Reeder Fastway Trucking, Inc. to
operate a truck and freight terminal at 2626 26th Street.
Herewith for your consideration are the following supporting
documents:
1. Request for conditional use permit and information
supporting the application.
2. Engineer's Report.
3. Notice of Public Hearing, copies of notification letters
to owners and tenants in the area and affidavits of posting and
mailing.
The application of U.S.A. Consolidators, Inc. was found to
be categorically exempt from the California Environmental Quality
Act process, since it will be using an existing truck terminal
and the facility is not being expanded.
In my opinion the proposed operation will pose no adverse
effects to the City of Vernon and will not have a significant
effect on the environment, and no mitigating measures are
required.

ENVIRONMENTAL IMPACT/INITIAL STUDY
ENVIRONMENTAL SETTING
33. The proposed site is a non-conforming use in the General
Industry (M) Zone which has been continuously used as a truck and
freight terminal, and requires a conditional use permit under the
Zoning Ordinance in order to continue the use.
The site is adequate in size, shape and topography for the
proposed operation, has adequate drainage, and a masonry wall or
landscaping has been installed where parking areas adjoin a
public street pursuant to the Vernon City Code.
The site is surrounded by industrial uses compatible with
the proposed use and no adverse effect from traffic, parking,
noise, odors, dust, smoke, light or glare, or risk of fire,
infection or explosion is anticipated from the proposed
operation. '
The site has access to 26th street and in general traffic
will travel from the site east or west to either Soto street or
Santa Fe Avenue, thence north to the freeway access. The streets
to be utilized within the city of Vernon appear to be sufficient
to handle the traffic generated from the proposed operations.

ENGINEER'S REPORT
ON U.S.A. CONSOLIDATORS, INC.
CONDITIONAL USE PERMIT TO OPERATE A
TRUCK AND FREIGHT TERMINAL AT 2626 26TH STREET
(July 14, 1994)
U.S.A Consolidators, Inc. has applied for a conditional use
permit for its subsidiary Reeder Fastway Trucking, Inc. to
operate a truck and freight terminal at 2626 26th street in the
City of Vernon. They are an intrastate trucking company
providing pick-up and delivery service to customers throughout
California. There will be approximately 25 trucks based at this
facility.
1. GENERAL PLAN The proposed use conforms to the Zoning
Ordinance and the General Plan. The site is presently being used
as a truck and freight terminal.
2. SITE The proposed site is of adequate size and shape
for the proposed use.
3. ADVERSE AFFECT The proposed site is surrounded by
industrial uses compatible with the proposed use and no adverse
noise, odor, dust, smoke, light or glare, or risk of fire,
infection or explosion is anticipated from the proposed
operation.
4. ACCESS The site has access to 26th Street which as
constructed is fifty feet (50') wide and has adequate capacity
and pavement type for the proposed operation.
5. TRUCK MOVEMENTS Reeder Fastway Trucking, Inc. will
operate approximately 10 dual axle trucks and 15 bobtails out of
the facility. They expect to have up to 65 vehicle movements,

including employees vehicles, out of the site daily with the same
number entering the site. In general trucks will travel on 26th
street to Soto street then north to freeway access.
6. PREVIOUSLY GRANTED PERMITS The City previously granted
conditional use permits to HMH Motor Service on August 3, 1993
and Thomas Transportation Systems, Inc. on February 1, 1994 for
this site. Neither business occupied the site. The City has
determined that the site must be occupied by February 1, 1995 in
order to avoid the automatic expiration of non-conforming
building provisions outlined in section 26.4.6-7 of the
Comprehensive Zoning Ordinance.
7. STATE OR FEDERAL CONDITIONS There are no conditions
imposed by State or Federal law.
8. CONDITIONS It is recommended that the following
conditions be set on the permit to adequately protect the public
interests:
a. The facility shall be operated in accordance with, and
made to conform with all codes, rules, regulations and subject to
permit fees as adopted by the City of Vernon. The facility shall
be operated in a manner that will prevent unsanitary conditions,
odors or other nuisances. Prior to occupancy a business license
and occupancy permit shall be obtained. All trucking operations,
including truck and trailer parking, shall be limited to the lot
located at 2626 26th Street.
b. A hazardous materials inventory and business/contingency
plan shall be submitted and a hazardous materials permit shall be

obtained from the city of Vernon Health Department. Hazardous
materials/wastes shall be handled and managed in compliance with
all appropriate federal, state and local laws.
c. All parking and loading facilities shall be paved with a
hard durable surface material and shall be adequately drained,
and kept free of dust, mud, trash and weeds.
d. Servicing of vehicles including washing, steam cleaning
and repairing shall be performed in facilities in compliance with
appropriate codes.
e. A National Pollutant Discharge Elimination System Permit
shall be obtained from the California State Board of Water
Resources.
f. No equipment or freight shall be stored on the site,
other than in trailers or on the docks. Adequate plans and
materials must be available for handling leaks or spills from
vehicles during storage or transportation.
g. All required federal, state, local and regulatory agency
permits shall be obtained prior to operation.
h. Underground storage tank monitoring system shall be
checked by a qualified service person. Tanks and monitoring
system shall meet the requirements of Articles III and IV of
Chapter 13 of the Vernon City Code.
i. Reeder Fastway Trucking, Inc. shall occupy the site
prior to February 1, 1995. If the site is not occupied by this
date, the building will be considered non-conforming in respect
to Section 26.4.6-7 of the Comprehensive Zoning Ordinance.

j. The owner shall dedicate an easement to the City of
Vernon for the necessary street right-of-way to comply with the
Master Plan of streets dated June 16, 1992.
k. The owner shall either obtain a variance for the usage
of the truck loading spaces extending towards 26th street subject
to the condition that no truck parked at the loading docks shall
extend into the new street right-of-way, or the docks shall be
recessed to comply with the Comprehensive Zoning Ordinance,
Section 26.4.2-8 (c).
