A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND ADOPTING AN AMENDMENT TO
THE "MULTI-HAZARD FUNCTIONAL PLAN"

WHEREAS, pursuant to Governmental Code section 8610, the
6
City Council of the City of Vernon created the Vernon Disaster
Council by enacting Ordinance No. 897 in April, 1980; and
WHEREAS, pursuant to Vernon City Code section 8.10, the
7

Vernon Disaster Council developed the "Multi-Hazard Functional Plan"

to address all the essential elements of a plan for responding to
with
natural
disasters,
situations
associated
emergency
technological incidents and nuclear defense operations; and

WHEREAS, the City Council approved and adopted the "Multi-

Hazard Functional Plan" by Resolution No. 6326 on September 21,
1993; and
WHEREAS, as a result of the recent Southern California
l7
earthquake, one of the Earthquake Call-out Procedures (at page 627,
i.e., page B-1 of Part 3) for City employees proved inadvisable, and
the Direction and Control Group has recommended that it be deleted,
to wit:

"9. If all access to the City is blocked, go to
your local city hall or the fire station
nearest your home. Report your skills and
offer to help. As soon as possible, try again
to reach Vernon."

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE

CITY OF VERNON AS FOLLOWS:
SECTION 1:
The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are

true and correct.

SECTION 2:
The City Council of the City of Vernon hereby

amends the "Multi-Hazard Functional Plan" by deleting section 9 of

page B-1 of Part 3 thereof entitled Earthquake Call-Out Procedures
(located on page 627 of said Plan), and the City Council hereby
orders said Plan to be corrected by the City Clerk.

SECTION 3: The City Council of the city of Vernon hereby
authorizes the City Clerk to notify the California Office of

Emergency Services that the City of Vernon has amended said Plan and
to deliver a copy of said correction to every person who has a copy

of said Plan.
SECTION 4:
The City Clerk of the City of Vernon shall
certify to the passage of this resolution,
and thereupon and

thereafter the same shall be in full force and effect.

APPROVED AND ADOPTED this 22nd day of February, 1994.
