City Administrator/City Clerk ENGINEER'S REPORT GOLD'N WEST SURPLUS VARIANCE APPLICATION *~ Gold'N West Surplus has requested a variance for the property located at 4515-4535 48th Street in the city of Vernon. The building that they occupy has two conforming truck loading spaces and two non-conforming truck loading spaces measuring 15.0 feet in width and 29.1 feet in length. Gold'N West Surplus has stated that only vehicles of smaller lengths will be used at the non-conforming truck loading spaces. The building is used for warehousing and distribution of electronic equipment and is approximately 19,450 square feet. Section 26.4.2-8 (c) of the Comprehensive zoning Ordinance specifies that each truck loading space shall be a minimum of 10 feet wide and 65 feet long and Section 26.4.6-4 (c) provides that a non-conforming building must comply with these standards within 5 years of April 18, 1989 unless a variance is granted. Gold'N West Surplus has indicated that requiring the non-conforming truck loading spaces to be 65 feet long by 10 feet wide would be a hardship. They have indicated that they have no plans for expansion or alteration of the building configuration. Their operation is in conformance with the Zoning Ordinance and General Plan. Therefore, it is recommended that the variance be granted with the condition that usage of the truck loading spaces be limited so that no truck parked at the loading docks shall extend into the street right-of-way as shown on the Master Plan of Streets, dated June 16, 1992. RESOLUTION NO. 6413 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON GRANTING A VARIANCE TO GOLD'N WEST SURPLUS, FROM SECTION 26.4.2-8 DEVELOPMENT STANDARDS, OF THE COMPREHENSIVE ZONING ORDINANCE, FOR THE PROPERTY LOCATED AT 4515-4535 48TH STREET IN THE CITY OF VERNON WHEREAS, Gold'N West Surplus occupies a building pursuant to a temporary occupancy permit which requires a variance from Section 26.4.2-8, Development Standards, of the Comprehensive Zoning Ordinance, for the property located at 4515-4535 48th Street; and WHEREAS, the physical condition of the property is unique in that the existing building measuring approximately 19,450 square feet has two conforming truck loading spaces and two non-conforming truck loading spaces measuring 15.0 feet in width and 29.1 feet in length; and WHEREAS, Gold'N West Surplus uses the building for warehousing and distribution of electronic equipment, and Zoning Ordinance Section 26.4.2-7 (b) requires two truck loading spaces for buildings with a gross floor area of between 8,001 and 25,000 square feet in size; and WHEREAS, Zoning Ordinance Section 26.4.2-8 (c) specifies that each truck loading space shall be a minimum of 10 feet wide and 65 feet long, and Section 26.4.6-4 (c) provides that a non-conforming building must comply with these standards within 5 years of April 18, 1989 unless a variance is granted; and WHEREAS, the application of the development 1
