A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING CONTRACT NO. 524 OF THE CITY OF
VERNON FOR THE VERNON GAS DISTRIBUTION SYSTEM,
PHASE I AND AUTHORIZING NOTICE INVITING SEALED
PROPOSALS OR BIDS IN ACCORDANCE THEREWITH

WHEREAS, the City Council of the City of Vernon adopted
7
Resolution No. 5946 on June 20, 1991, creating a gas municipal
8
utility department; and
9
WHEREAS, the Public utilities commission of the State of
10
California approved on May 7, 1993, in Decision No. 93-05-008, and

on November 23, 1993, in Decision No. 93-11-072, a wholesale
12
transportation rate for natural gas delivered to Vernon on the
intrastate transportation system of the Southern California Gas
13
14
Company; and
15
WHEREAS, the City Council of the City of Vernon adopted
16

Resolution No. 6250 on May 4, 1993, declaring its obligation to
provide natural gas utility services to all customers located
within the City of Vernon who request such service; and
19
WHEREAS, the City intends to build a natural gas
20
21
distribution system to serve all potential natural gas customers
located within the City of Vernon; and
22

WHEREAS, the City Council of the City of Vernon on
December 7, 1993, approved the recommendation to design and
construct a municipal natural gas distribution system throughout
the City of Vernon; and
25

WHEREAS, the city Council of the City of Vernon intends
to build the natural gas distribution system in phases in order to

provide for a more orderly development of the Vernon system; and
WHEREAS, Phase I of the multi-phase system will be able
to serve approximately 225 customers in approximately twenty
percent (20%) of the territory within the city; and
WHEREAS, the City Council of the City of Vernon desires
to build the designed system in order to provide a complete
distribution system with a high degree of reliability; and
WHEREAS, there has been presented to the City Council of
the City of Vernon Contract No. 524 for Vernon Gas Distribution
System, Phase I; and
WHEREAS, the City council of the City of Vernon has
determined that it is in the best interests of the City of Vernon
that said contract be advertised in accordance with applicable
state law.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the city of Vernon does
hereby find and determine that the recitals contained hereinabove
are true and correct.
SECTION 2: Contract No. 524, Vernon Gas Distribution
System, Phase I, is hereby approved by the City Council of the
City of Vernon.

SECTION 3: The City Clerk of the City of Vernon is
24 hereby directed to file in his office at the City Hall of the city

of Vernon a copy of said contract.
SECTION 4:
The City Clerk of the City of Vernon is

hereby directed to give notice, in writing, inviting sealed
proposals or bids for Vernon Gas Distribution System, Phase I, in

accordance with Contract No. 524 and in accordance with this

resolution.

SECTION 5: There being no newspaper of general
4
circulation printed, published or circulated in the City of
5
6
Vernon, the City Clerk is hereby directed to post said notice, or
cause the same to be posted, in three of the most public places in
7
the City of Vernon, to wit: the northwest corner of 38th street
8
and Santa Fe Avenue, the northeast corner of Leonis Boulevard and
9
Pacific Boulevard, and on the bulletin board in the lobby of the
10
City Hall of the City of Vernon, located at 4305 Santa Fe Avenue,
in said City.

SECTION 6: The City Clerk of the City of Vernon is
hereby directed to post said notice forthwith and the first
posting of said notice shall be not less than ten (10) days before
15
the opening of the bids for the proposed contract.
Said notice

shall provide that sealed proposals or bids will be received by
the City of Vernon at the office of the City Clerk of the City, at
17
18
the City Hall, 4305 Santa Fe Avenue, Vernon, CA 90058-0805, until
19
20
21
the hour of 2:00 p.m. on the 30th day of June 1994.
SECTION 7: The City Clerk of the City of Vernon shall
certify to the passage of this resolution and thereupon and
22
thereafter the same shall be in full force and effect.

Vernon, do hereby certify that the foregoing Resolution, being
Resolution No. 6431, was duly adopted by the City Council of the
City of Vernon at a regular meeting of the City Council duly held
on Tuesday, June 7, 1994, and thereafter was duly signed by the
Mayor of the City of Vernon.

NOTICE INVITING SEALED PROPOSALS (BIDS)
NOTICE IS HEREBY GIVEN that the city of Vernon, (hereinafter
"city") invites and will receive sealed proposals (Bids) up to
the hour of two (2) o'clock p.m. on June 30, 1994 for the
. furnishing to said City of all transportation, equipment,
materials, supplies and services necessary for Contract No. 524,
Vernon Gas Distribution System, Phase I.
At said time, proposals will be publicly opened and
announced at"the offices of the city. Said bids shall conform to
and be responsive to the Contract Documents for said work as
heretofore provided by said City and must be accompanied by the
security referred to therein.
The City Council of the city reserves the right to reject
any and all bids.
Copies of the Contract Documents are on file and may be
examined in the office of the City located at:

4305 Santa Fe Avenue
Vernon, CA 90058
Copies may be obtained from said office with a nonrefundable
deposit of $10.00 per set. ($20.00 if mailed.)
