Resolution No. 6434 . , I RESOLUTION NO. 6434 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON FINDING THE CITY OF VERNON TO BE IN CONFORMANCE WITH THE 1993 CONGESTION MANAGEMENT PROGRAM (CMP) AND ADOPTING VERNON'S CMP LOCAL IMPLEMENTATION REPORT, IN ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTION 65089 4 5 6 WHEREAS, the Los Angeles County Metropolitan 7 Transportation Authority ("MTA"), acting as the congestion 8 Management Agency for Los Angeles County, adopted the 1993 9 Congestion Management Program ("CMP") on November 17, 1993; and 10 II WHEREAS, the CMP requires that MTA annually determine that the County and cities within the County are conforming to all 12 13 CMP requirements; and WHEREAS, the CMP requires submittal to the MTA of the l4 CMP local implementation report by May 1, 1994; and 15 WHEREAS, the City Council of the City of Vernon held a noticed public hearing on May 17, 1994. 16 17 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF 18 THE CITY OF VERNON AS FOLLOWS: 19 SECTION 1: The City Council of the City of Vernon 20 21 hereby finds and determines that the recitals contained hereinabove are true and correct. 22 SECTION 2: The City Council of the City of Vernon has 23 taken or will take all of the following actions, and is in 24 conformance with all applicable statutory requirements of the 1993 25 CMP. 26 A. The City of Vernon has adopted and continues to 27 implement a transportation demand management ordinance, consistent 28 with the minimum statutory requirements identified in the CMP . . ' I Transportation Demand Management Chapter. 2 3 B. The City of Vernon has adopted and continues to implement a land use analysis program consistent with the minimum 4 statutory requirements identified in the CMP Land Use Analysis 5 Program Chapter. 6 C. These improvements include: 1. Construction 2. Newly adopted regulations 3. Reduction in building intensity 4. Capital projects. The following is a brief synopsis of each project and the credit we are seeking. project No.1. street Improvements - The City of Vernon has awarded and or completed several street improvement projects during the period January 1, 1990 through April 30, 1994. A complete listing is attached as Exhibit "A". These projects range from street resurfacing to total reconstruction. The City has spent in excess of 3.2 million dollars on these projects. In addition private property owners have, in the same time period, performed a total of 7 million dollars in street improvements as a condition for building, occupancy, or conditional use permits. The private projects included street widening, enlarging of curb returns, land grants and other pavement and sidewalk improvements. A list of these projects is available upon request. We believe that these improvements have significantly improved traffic circulation within our City and we are seeking a credit of 10,000 points. Project No.2. Regulations adopted by the City - Since 1990 the City of Vernon has been implementing its revised comprehens'ive zoning ordinance. This document adopted several traffic reducing elements including: restricting the construction of truck and freight terminals to one zone exclusively; requiring truck and freight terminals, large retail and commercial uses and hazardous waste treatment facilities to obtain a conditional use permit; and requiring all truck loading spaces to be recessed 65 feet from the public right-of-way by April 18, 1994 or to limit the size of trucks to the space available. The latter requirement has allowed normal use of streets which were previously blocked by long trucks. This requirementha~ substantially reduced traffic congestion on our local streets. The City is seeking a credit of 5,000 points. Page 2 project No.3. Reduction in Building Intensity - The city of Vernon is an industrial city. Quite a few of the older manufacturing facilities have been demolished. The new facilities cannot be developed 'with the same intensity. From January 1, 1990 to January 1, 1994 the City lost approximately 703,000 square feet in floor space. The City of Vernon is seeking a credit of 4,9~7 points. See- attached Exhibit "B" I New Development Activity Report, for calculations. project No.4. Commercial Mixed Use Development Along Transit Corridors The City of Vernon is seeking credit for the construction. of commercial mixed use facilities near a transit corridor. From January 1" 1990 to January 1, 1994 the City of Vernon had a total of 179,362 square feet of floor space constructed within 1/4 of a mile of a transit corridor as established by Los Angeles Metropolitan Transit Authority. Approximately 9,600 square feet was for retail use the remainder was for non-retail use. The City is seeking 4.5 credits per 1,000 gross square feet of non-retail use constructed for a credit of 760 points and 10.2 credits per 1000 gross square feet of retail use constructed for a credit of 102 points. The total credit for this project is 862 points. project No.5. Capital Projects - The City of Vernon has invested in several major capital improvement projects. Namely the City'S participation in the Santa Clara Demonstration Project for fuel cells, California-Oregon Transmission Project Mead-Phoenix, Transmission Project and Mead-Adelanto Transmission Project. These projects will allow the City to purchase electricity at a remote site and deliver it to Southern California for use. The alternative would be to operate the City's generating facility at full capacity and to construct power plants locally which would employ numerous workers and increase the transportation to the site. Additionally Vernon has been a key figure in both the 710/Slauson Avenue offramp and Bandini Boulevard-Downey Road Grade Separation Projects and the Alameda Corridor Project.
