A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON ESTABLISHING A GENERAL GOVERNMENT
APPROPRIATIONS LIMIT FOR THE FISCAL YEAR ENDING
JUNE 30, 1995 PURSUANT TO GOVERNMENT CODE S 7910

WHEREAS, S 7910 of the Government Code requires the
7
governing body of each local jurisdiction to establish, by
8
resolution, an appropriations limit for each year; and
9
WHEREAS, the appropriations limit for the 1980-1981

fiscal year was determined by multiplying the total amount of
II
appropriations for the fiscal year 1978-1979, by the lesser of the
change in the cost of living for the 1979 calendar year or the

change in California per capita personal income for the 1978
l4
calendar year, and multiplying this product by the change in
l5
l6
population of the City of Vernon for the 1978 calendar year and
thereafter multiplying this product by the lesser of the change in
l7
cost of
living for the 1980 calendar year or the change in
l8
California per capita personal income for the 1979 calendar year

and multiplying this product by the change in population of the
20
City of Vernon for the 1979 calendar year.
The above computation

is attached hereto and incorporated herein by this reference as

though fully set forth at length as Exhibit "A"; and

WHEREAS, for the 1981-1982 fiscal year through 1993-1994
24
fiscal year, the appropriations limit for the City of Vernon
25
equaled the appropriations limit for the prior fiscal year
26
multiplied by the lesser of the change in cost of living for the
calendar in which the fiscal year begins or the change in
27
28
California per capita personal income for the calendar year
1 preceding the beginning of the fiscal year for which the
2 appropriations limit was to be determined, the product multiplied
3 by the change in population of the City of Vernon for the calendar
4 year preceding the beginning of the fiscal year for which the
5 appropriations limit was to be determined; and
6 WHEREAS, the appropriations limit for the fiscal year
7 1978-1979 was $12,223,946; and
8 WHEREAS, the appropriations limit for the fiscal year
9 1979-1980 was $13,621,999; and
lO WHEREAS, the appropriations limit for the fiscal year
II 1980-1981 was $15,097,261; and
l2 WHEREAS, the appropriations limit for the fiscal year
l3 1981-1982 was $17,232,014; and
l4 WHEREAS, the appropriations limit for the fiscal year
l5 1982-1983 was $17,601,587; and
l6 WHEREAS, the appropriations limit for the fiscal year
l7 1983-1984 was $18,428,852; and
l8 WHEREAS, the appropriations limit for the fiscal year
19 1984-1985 was $18,266,678; and
20 WHEREAS, the appropriations limit for the fiscal year
2l 1985-1986 was $18,297,731; and
22 WHEREAS, the appropriations limit for the fiscal year
23 1986-1987 was $19,873,166; and
24 WHEREAS, the appropriations limit for the fiscal year
25 1987-l988 was $20,7l1,8l4; and
26 WHEREAS, the appropriations limit for the fiscal year
27 1988-89 was $20,111,171; and
28 WHEREAS, the appropriations limit for the fiscal year

1989-90 was $20,867,351; and
WHEREAS, the appropriations limit for the fiscal year
1990-91 was $24,721,447; and
WHEREAS, the appropriations limit for the fiscal year
1991-92 was $26,192,373; and
WHEREAS, the appropriations limit for the fiscal year
1992-93 was $35,152,784; and
WHEREAS, the appropriation limit for the fiscal year
1993-94 was $36,456,952; and
WHEREAS, the voters of the State of California passed
Proposition 111 on June 5, 1990; and
WHEREAS, under Proposition 111, a city is allowed to use
either (a) the change in California Per Capita income from the
preceding year or (b) the percentage change in the local
assessment roll from the preceding year due to increases in
nonresidential construction; and
WHEREAS, the city Clerk has posted a notice indicating
that documentation used in the determination of the appropriations
limit provided for herein has been available for inspection by the
public for at least fifteen (15) days from and after May 10, 1994;
and
WHEREAS, the City Council of the City of Vernon hereby
intends to establish the appropriations limit for the fiscal year
1994-1995.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the city of Vernon hereby
establishes $38,508,385 as the amount of the appropriations limit

for the fiscal year 1994-1995 in accordance with the provisions of

Proposition 111.

SECTION 2: The City Council of the City of Vernon

approved a budget by adopting Resolution No. 6465 on June 30,
5

1994, which will not exceed the appropriations limit for the
1994-1995 fiscal year.

SECTION 3: The City Council of the City of Vernon hereby
8 declares that the budget established by Resolution No. 6465
9 complies with the requirements of Government Code S 7910.

SECTION 4: The City Clerk of the City of Vernon shall

certify to the passage of this Resolution, and thereupon and

thereafter the same shall be in full force and effect.
