A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON ADOPTING THE CMP LAND USE ANALYSIS PROGRAM
FOR THE CITY OF VERNON IN ORDER TO IMPLEMENT THE
CONGESTION MANAGEMENT PROGRAM OF THE COUNTY OF
LOS ANGELES

WHEREAS, Government Code section 65089 requires that each
county in the State of California adopt a congestion Management
7
Program; and
8
WHEREAS, the 1993 congestion Management Program for Los
9
Angeles County was adopted in November 1993, and said Program
10
includes two arterials which are partly within the City of Vernon:
11
Alameda Street and the Long Beach (710) Freeway; and
12
WHEREAS, Government Code section 65089.3 (a) requires that
13
the Metropolitan Transportation Authority (MTA), as the enforcement
14
agency for the County, monitor the implementation of all elements of
15
16
the Congestion Management Program by every city in the county,
including the adoption of "a program to analyze the impacts of land
17
use decisions"; and
18
WHEREAS, the MTA and the city of Vernon have agreed upon a
19
land use analysis program for the city of Vernon which conforms to
20
the requirements of the 1993 Congestion Management Program; and
21
WHEREAS, the Acting Director of community Services has
22
recommended the adoption of the land use analysis program in
23
conformance with the statutory requirement; and
24
WHEREAS, it will benefit the businesses, employees, and
25
residents of the City of Vernon to reduce congestion on public
26
streets.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
28
CITY OF VERNON AS FOLLOWS:

2 finds and determines that the recitals contained hereinabove are
SECTION 1: The City Council of the City of Vernon hereby
3 true and correct.

SECTION 2: The City Council hereby adopts the CMP Land Use
5 Analysis Program, a copy of which has been presented to the City
6
Council concurrently with this resolution, and the City Council
7 hereby authorizes the city Clerk to receive and file said document.
8
SECTION 3: The City Clerk of the City of Vernon shall
9 certify to the passage of this resolution, and thereupon and
10 thereafter the same shall be in full force and effect.
