A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION
OF (1) AN EDISON-VERNON ELDORADO-CITY GATE FIRM
TRANSMISSION SERVICE AGREEMENT AND (2) A
TRANSMISSION SERVICE AGREEMENT UNDER SCHEDULE D
OF THE WESTERN SYSTEMS POWER POOL AGREEMENT BY
AND BETWEEN THE CITY OF VERNON AND SOUTHERN
CALIFORNIA EDISON COMPANY

WHEREAS, the City of Vernon purchases power from the
Southern California Edison Company (SCE) pursuant to tariff
schedules approved by the Federal Energy Regulatory Commission
8

(FERC); and

WHEREAS, the FERC approved tariff schedule provides at
13
Special Condition 12 that Vernon may purchase power from other
suppliers as nonintegrated resources, in accordance with certain
14
15 prescribed notice provisions; and
16 WHEREAS, the City of Vernon has provided notice to SCE
17 that it intends to purchase capacity and associated energy, which
18
is to be scheduled at Mead or Eldorado, as a nonintegrated
19 resource; and
20
WHEREAS, the City of Vernon needs firm transmission
21
service between the Eldorado Substation to the Vernon City Gate in
22 order to schedule capacity and associated energy to Vernon; and
23
WHEREAS, the City of Vernon desires to purchase and SCE
desires to sell up to 35 MW of firm transmission service for the
24
25 period of January 1, 1995 through April 30, 1996, between the
26 Eldorado Substation and the Vernon City Gate for schedules of
27 capacity and associated energy primarily purchased from the Salt
28 River Project Agricultural Improvement and Power District; and
1 WHEREAS, Vernon may use the firm transmission service for
2 other transactions as well; and
3 WHEREAS, SCE desires to sell to Vernon pursuant to
4 service Schedule D of the Western Systems Power Pool short-term
5 firm transmission service from Eldorado to the Vernon City Gate,
6 prior to the FERC's approval of the firm transmission service
7 agreement.
8 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
9 CITY OF VERNON AS FOLLOWS:
10 SECTION 1: The City Council of the City of Vernon does
11 hereby find and determine that the recitals contained hereinabove
12 are true and correct.
13 SECTION 2: The City Council of the City of Vernon hereby
14 approves the Edison-Vernon Eldorado-City Gate Firm Transmission
15 Service Agreement, a copy of which has been presented to the City
16 Council concurrently with this resolution, and the City Council
17 hereby orders said Agreement to be received and filed by the City
18 Clerk.
19 SECTION 3: The City Council of the City of Vernon hereby
20 approves the Transmission Service Agreement under Schedule D of
21 the Western Systems Power Pool Agreement, a copy of which has been
22 presented to the City Council concurrently with this resolution,
23 and the City Council hereby orders said Agreement to be received
24 and filed by the City Clerk.
25 SECTION 4: The City Council of the City of Vernon hereby
26 authorizes the Mayor and the City Clerk to execute (1) said
27 Agreement; and (2) Schedule D of the Western Systems Power Pool
28 Agreement for, and on behalf of, the City of Vernon.

SECTION 5: The City Clerk of the City of Vernon shall
2 certify to the passage of this resolution and thereupon and
3 thereafter the same shall be in full force and effect.
