A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION
OF A COPS FAST APPLICATION TO BE FILED WITH THE
U.S. DEPARTMENT OF JUSTICE, OFFICE OF COMMUNITY
ORIENTED POLICING SERVICES

WHEREAS, the U.S. Department of Justice has developed a
7 program under the Violent Crime Control and Law Enforcement Act of
8
1994 entitled "Community Oriented Policing Services Funding
9 Accelerated for Smaller Towns" (hereinafter referred to as COPS
10 FAST) to speed the deployment of new officers to perform community
11 based policing; and
12
WHEREAS, the program simplifies the task of applying for
13 a federal grant by filing a COPS FAST application with the united
14 States Department of Justice by December 31, 1994; and
15
WHEREAS, if said COPS FAST application is approved,
16 Vernon would be authorized to receive $75,000 in reimbursement
17
from the federal government over a three year period; and
18
WHEREAS, Louis Rosenkrantz, the Chief of Police, has
19 recommended that the City of Vernon apply for participation in
20 this grant.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
22 CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon does
24 hereby find and determine that the recitals contained hereinabove
25 are true and correct.

SECTION 2: The City Council of the City of Vernon hereby
27 approves the COPS FAST Application, a copy of which has been

presented to the City Council concurrently with this resolution,
and the City Council hereby orders said Application to be received
and filed by the City Clerk.
SECTION 3: The City Council of the City of Vernon hereby

authorizes Louis Rosenkrantz, the Chief of POlice, and Bruce V.

Malkenhorst, City Administrator, to execute said Application for,
7
and on behalf of, the City of Vernon.

SECTION 4: The City Clerk of the City of Vernon shall
9 certify to the passage of this resolution and thereupon and
10 thereafter the same shall be in full force and effect.

of our Agreement.
RESPONSIBILITY FOR PACKAGING AND COMPLETING JflRBlLL
You are respon,sible for adequately. packag,ing your' goods and for properly filling out, this AirbiU.
Omissionaf the num~erof packages and weight per package from this Airbill will result in a billing
based on our best estimate of the number of packages received from you and an estimated "default"
weight per'package, as determined and periodically adjusted by us.
AIR TRANSPORTATION TAX INCLUDED
Our basi.c rate includes afeclera! tax required by Jnternal Revem.ie_Code Section 4271 on the air
transportation portion of this selvice.

packages. can. have a total declared value of up to $250,000.)
If more than one package is shipped on this Airbill, our habilityforloss or damage will be limited to
the actual value of the package(s) .Iost ordamaged (not to exceed the lesser of theI<:>tal declared
value or the per package limits described above). You have the responsibility of proving the actual
loss or damage.
FILING A CLAIM
ALL CLAIMS MUST BE MADE BY YOU IN WRITING. You must notify us of your claim within strict
time limits. See current Service Guide.

If the recipient accepts your package without noting any damage on the delivery record, we will
assume that the package was delivered in good condition. Inorder for us to process your claim, you
must, to the extent possible, make the original .shipping cartons and packing availabl13forinspection.
RIGHT TO INSPECT
We may, at our option, open and inspect your packages prior toor after you give them to us to
deliver.

RESPONSIBILITY FOR PAYMENr
Even if you give us different payment instructions, you will always be primarily responsible for all
