A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON GRANTING A VARIANCE TO
CHORUS LINE CORPORATION FROM SECTION 26.4.2-8
(b), OF THE COMPREHENSIVE ZONING ORDINANCE, FOR
THE PROPERTY LOCATED AT 4651 BANDINI BOULEVARD
IN THE CITY OF VERNON
WHEREAS, Chorus Line Corporation occupies a parcel of
property located at 4651 Bandini Boulevard and has requested a
variance from section 25.4.2-8 (b) of the Comprehensive Zoning
Ordinance; and
WHEREAS, D.N. and E. Walter and Company, the owner of
said property, has authorized Chorus Line Corporation to act as
its agent in applying for this variance; and
WHEREAS, the physical condition of the property is
unique in that the existing lot is fully developed, and is
covered with a 116,000 square-foot building and with required
parking and loading spaces; and
WHEREAS, within the building, Chorus Line Corporation
proposes to construct a 56,000 square-foot mezzanine (second
floor) addition and to add approximately 6,000 square feet of
interior office space which will cause an increase in the
required number of automobile and truck parking spaces; and
WHEREAS, Zoning Ordinance section 26.4.6-4 (b)
requires that where insufficient space exists on a lot or
parcel for compliance with the off-street parking requirements,
compliance shall occur at the time of any structural alteration
of the building; and
WHEREAS, Zoning Ordinance section 26.4.2-6 specifies
that the existing building requires 117 automobile parking

1 spaces and the new additions will require 64 additional
2 automobile parking spaces for a total of 181 spaces; and
3 WHEREAS, Zoning Ordinance Section 26.4.2-7 (a)
4 specifies that the building with the new additions requires 17
5 truck parking spaces and section 26.4.2-7 (b) requires 5 truck
6 loading spaces; and
7 WHEREAS, Chorus Line corporation provides 113
8 automobile parking spaces on the existing site and will need to
9 provide 68 additional automobile parking spaces on the separate
10 parcel; and
11 WHEREAS, Chorus Line Corporation provides 5 truck
12 loading spaces and 11 truck parking spaces on the existing site
13 and will need to provide 6 truck parking spaces on the separate
14 parcel; and
15 WHEREAS, Zoning Ordinance section 26.4.2-8 (b)
16 requires that the parking facilities shall either be on the
17 same lot as the occupancy or on a separate lot or parcel
18 located within 1000 feet from the main building and for which a
19 covenant has been recorded restricting the use of the property
20 to parking for the benefit of the use requiring the parking;
21 and
22 WHEREAS, it would be economically infeasible for
23 Chorus Line Corporation to provide the required parking on the
24 same parcel as the building; and
25 WHEREAS, Chorus Line Corporation has leased a
26 separate parcel located at 4415 Bandini Boulevard which is
27 within 1000 feet of the main building; and
28 WHEREAS, the separate parcel is paved and provides a

1 minimum of 72 automobile parking spaces and 6 truck parking
2 spaces; and
3 WHEREAS, Chorus Line Corporation has agreed to
4 provide the additional required parking spaces at an alternate
5 site within 1000 feet of the building or demolish the additions
6 if it loses the lease for the 4415 Bandini Boulevard parcel;
7 and
8 WHEREAS, 4651 Bandini Boulevard is located in the M-2
9 Zone and the operation is consistent with the objectives of the
10 General Plan and Zoning Ordinance; and
11 WHEREAS, the City Council of the City of Vernon held
12 a hearing on said application for a variance on January 17,
13 1995.
14 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
15 THE CITY OF VERNON AS FOLLOWS:
16 SECTION 1: The City Council of the City of Vernon
17 hereby finds and determines that the recitals contained
18 hereinabove are true and correct.
19 SECTION 2: A variance from section 26.4.2-8 (b) of
20 the Comprehensive Zoning, requiring a recorded covenant for the
21 use of an off-site parcel for parking, is hereby granted to
22 Chorus Line Corporation at 4651 Bandini Boulevard.
23 SECTION 3: The variance shall be granted subject to
24 the following conditions: (a) Chorus Line corporation shall
25 maintain the current required parking spaces at 4651 Bandini
26 Boulevard and 4415 Bandini Boulevard; or (b) if Chorus Line
27 Corporation loses its lease for the parcel located at 4415
28 Bandini Boulevard, then the current required parking spaces

shall be provided at 4651 Bandini Boulevard and within 1000
feet thereof or the subject additions shall be demolished.
SECTION 4: Noncompliance with these conditions shall
constitute sufficient grounds for the City Council of the City
of Vernon to void this variance and require the demolition of
the addition.
SECTION 5: The City Clerk of the City of Vernon
shall certify to the passage of this resolution and thereupon
and thereafter the same shall be in full force and effect.

Gentlemen:
Upon further review of the variance for Chorus Line
Corporation, it is recommended that the conditions be changed to as
follows:
(a) Chorus Line Corporation shall maintain the current
required parking spaces at 4651 Bandini Boulevard and
4415 Bandini Boulevard; and
(b) if Chorus Line Corporation loses its lease for the parcel
located at 4415 Bandini Boulevard, then the current
required parking spaces shall be provided at 4651 Bandini
Boulevard and within 1000 feet thereof or the subject
additions shall be demolished.

Chorus Line Corporation has requested a variance from the
Comprehensive Zoning Ordinance section 26.4.2-8 (b) for the
property located at 4651 Bandini Boulevard in the City of Vernon.

to also add approximately 6,000 square feet of interior office
space. The new additions would require 64 additional automobile
parking spaces and 6 additional truck parking spaces.

allows required parking to be provided on a separate parcel.
,However, the parcel must be within one thousand feet of the main
building and a covenant restricting the use of the property must be
recorded. Chorus Line Corporation has leased a parcel located at
4415 Bandini Boulevard in order to provide the additional required
parking, but cannot execute a covenant restricting the use of the
property. The parcel is already paved and provides more than the
amount of required parking spaces and the parcel is located within
one thousand feet of the main building. Chorus Line corporation
has agreed to provide an alternate site for the parking spaces
within one thousand feet of the building or demolish the subject
building additions if it loses the lease to the parcel.

The building with the additional office space and mezzanine
addition requires 64 additional automobile parking spaces and 6
additional truck parking spaces for a total of 181 required
automobile parking spaces, 5 truck loading spaces, and 17 truck
parking spaces. Chorus Line corporation provides 113 automobile
parking spaces on the site and in excess of 72 parking spaces on
the leased parcel, bringing th~ total amount of automobile parking
spaces provided to in excess of 185 spaces.
It also provides 5

truck loading spaces and 11 truck parking spaces on the existing

site and 6 truck parking spaces on the leased parcel for the total
required amount of truck parking and loading spaces.
Their operation is in conformance with the Zoning Ordinance
and the General Plan.
Therefore, it is recommended that the

Corporation shall maintain the current required parking spaces at
4651 Bandini Boulevard and 4415 Bandini Boulevard; or (b) if Chorus
Line Corporation loses its lease for the parcel located at 4415
Bandini Boulevard, then the current required parking spaces shall

Chorus Line Corporation is adding a 60,000 square feet
mezzanine level to it's facility at 4651 Bandini Blvd. city code
requires an additional 60 parking spaces for the new construction
(1 per 1,000 square feet). The site is already short on parking
with required spaces provided on leased lots nearby.
Currently, Chorus Line provides 112 parking spaces at 4651
Bandini, 200 parking spaces at 4415 Bandini (leased). This totals
312 legal parking spaces.
Per code required parking for the facility is:
165,000 square feet at 1 per 1,000 square feet (industrial). 8,000
square feet at 1 per 500 (offices)
Total required - 181 spaces.
Chorus Line provides almost 80 more spaces than code requires.
However, most of is offsite on lots which do not have long term
leases. Whether or not long term leases will be able to be
negotiated in unknown at this time, however one of the leases is
with the city.
The need for parking on site is mitigated by an aggressive
trip reduction program. Mandated and enforced by SCAQMD the
program required under REG XV has minimized the number of employee
vehicles at the site. The companies program also provides a data
base for how many actual vehicles were coming to the facility.
They have not been replaced as the facility on Bandini is now
largely used for storage. The mezzanine is to be used strictly for
storage and will be filled with an automated rail and rack system
operated by employees already located on site. No additional
personnel will be added.

This is the first plan submitted by Chorus Une. Starting off with an A VR of 1.27, the
introduction of financial incentives alone should be able to bring the A VR most of the way to the
goal. This is espedally true since many of the employees make low wages. With additional
incentives it should be fully successful. The plan will focus primanly on carpooling and bus
riding. This is because no one live close enough to walk and few live within bicycling distance
and on a good route for bicycling. Many live close enough to ride the bus. Many live in good
clusters for carpooling. Preferential parking will be especially desirable. . .

CHORUS LINE CORPORATION

Chorus Line corporation has requested a variance from the
Comprehensive Zoning Ordinance Section 26.4.2-8 (b) for the
property located at 4651 Bandini Boulevard in the City of Vernon.
Chorus Line Corporation occupies a 116,000 square foot building on
a lot which is fully developed. It is proposing to construct a
56,000 square foot mezzanine addition to the existing building and
to also add approximately 6,000 square feet of interior office.

parking spaces.
Section 26.4.2-8 (b) of the Comprehensive Zoning Ordinance
allows required parking to be provided on a separate parcel.
However, the parcel must be within one thousand feet of the main
building and a covenant restricting the use of the property must be
recorded. Chorus Line Corporation has leased a parcel located at
4415 Bandini Boulevard in order to provide the additional required
parking, but cannot execute a covenant restricting the use of the
property. The parcel is already paved and striped to provide more
than the amount of required parking spaces and the parcel is
located within one thousand feet of the main building. Chorus Line
Corporation has agreed to provide alternate parking spaces for 68
automobiles within one thousand feet of the building or demolish
the subject building additions if it loses the lease to the parcel.

The existing building with the additional office space
requires 125 automobile parking spaces. The mezzanine addition
requires 56 additional automobile parking spaces for a total of 181
spaces. Chorus Line Corporation provides 113 automobile parking
spaces on the site and in excess of 72 p~rking spaces on the leased
parcel, bringing the total amount of automobile parking spaces
provided to in excess of 185 spaces.
Their operation is in conformance with the zoning Ordinance
and the General Plan.
Therefore, it is recommended that the
variance be granted with the following conditions: (a) Chorus Line
Corporation shall maintain at least 68 automobile parking spaces at
4415 Bandini Boulevard; or (b) if Chorus Line Corporation loses its
lease for the parcel located at 4415 Bandini Boulevard, then 68
alternate automobile parking spaces shall be provided within 1000
feet of 4651 Bandini Boulevard or the subject additions shall be
demolished and the required automobile parking shall be provided on
site.
