A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON SUPPORTING AB 349 INTRODUCED IN THE
CALIFORNIA LEGISLATURE RELATING TO PIPELINE
SAFETY

WHEREAS, California's network of pipelines are rapidly
approaching an age where their accident potential is increasing
7

twenty fold; and
9
WHEREAS, the State Fire Marshal's Hazardous Liquid
10
11
Pipeline Risk Assessment report found that the leading cause of
hazardous liquid pipeline leak incidents between January 1981 and
12
December 1990 was external corrosion and that there was a
13
significant correlation between aging pipelines and the occurrence
14
of external corrosion and leaks; and
15
WHEREAS, for the past several years pipeline spills in
16
17
California have posed safety hazards to local popUlations and
seriously degraded the environment, e.g., the recently discovered
18
spill at the UNOCAL Guadalupe oil fields; the 1994 rupture of the
19
Santa Clara pipeline during the Northridge earthquake which
20
21
pOlluted 17 miles of the Santa Clara River in Los Angeles; the
1994 ARCO/Four Corners Grapevine spill that involved 260,000
22
gallons of petroleum product; various Ventura County spills from
23
pipelines owned by Texaco Exploration Company; and the Fort Tejon
pipeline spill of 100,000 gallons of crude oil; and
WHEREAS, many of the pipelines laced under the city of
24

Vernon's streets, homes and businesses are 30 to 50 years old; and
27
WHEREAS, Assemblywoman Martha M. Escutia has introduced

AB 349 before the California Legislature to address the problem of

aging pipelines and secure the safety of residents of the state of
California.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE

CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon does
6
hereby find and determine that the recitals contained hereinabove
7
are true and correct.

SECTION 2: The City council of the City of Vernon hereby
9
supports AB 349 introduced in the California Legislature, which
10
would require replacement plans for aging pipelines throughout the
11
state.
12
SECTION 3: The City Clerk is directed to transmit a
certified copy of this Resolution to Assemblywoman Martha M.
13
14
Escutia.

SECTION 4: The City Clerk of the city of Vernon shall
certify to the passage of this resolution and thereupon and
17
thereafter the same shall be in full force and effect.

this 18th day of April, 1995..

The City of Vernon Council strongly urges your support of AB 349
(Escutia).
California's network of pipelines are rapidly approaching an age where
their accident potential is increasing twenty fold. Many small cities
such as Vernon have numerous pipelines under their streets approaching
or past the age where the likelihood of leaks or spills is greatly
enhanced. To address this problem and secure the safety of our resi-
dents, we strongly support AB 349 introduced by Assemblywoman Escutia.
Assembly Bill 349 is currently scheduled to be heard in the Assembly
Environmental Safety and Toxic Committee on April 20, 1995.
The State Fire Marshal's Hazardous Liquid Pipeline Risk Assessment
Report found that the leading cause of hazardous liquid pipeline leak
incidents between January 1981 and December 1990 was external corrosion
and leaks. Aging pipelines in California will leak - it is only a
