Resolution No. 6672 1 RESOLUTION NO. 6672 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON FINDING THE CITY OF VERNON TO BE IN CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM (CMP) AND ADOPTING THE CMP LOCAL IMPLEMENTATION REPORT, IN ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTION 65089 4 5 6 7 WHEREAS, the Los Angeles County Metropolitan 8 Transportation Authority ("MTA"), acting as the Congestion 9 Management Agency for Los Angeles County, adopted the 1993 10 II 12 Congestion Management Program ("CMp") on November 17, 1993; and WHEREAS, the CMP requires that MTA annually determine that the County and cities within the County are conforming to all 13 CMP requirements; and 14 WHEREAS, the CMP requires submittal to the MTA of the 15 16 17 CMP Local Implementation Report by September 1, 1995; and WHEREAS, the City Council of the City of Vernon held a noticed public hearing on August 15, 1995. 18 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF 19 THE CITY OF VERNON AS FOLLOWS: 20 2l SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained 22 23 24 hereinabove are true and correct. SECTION 2: The city council finds and determines that the city of Vernon has taken all of the following actions, and is 25 26 in conformance with all applicable statutory requirements of the 1993 CMP. 27 28 A. The City of Vernon has adopted and continues to implement a transportation demand management ordinance, consistent 1 with the minimum statutory requirements identified in the CMP 2 Chapter on the Transportation Demand Management Element. 3 B. The City of Vernon has adopted and continues to 4 implement a land use analysis program consistent with the minimum 5 statutory requirements identified in the CMP Chapter on the Land 6 Use Analysis Program. 7 C. The City of Vernon has adopted a Local Implementation 8 Report, attached hereto and made a part hereof by reference, 9 consistent with the requirements identified in the CMP. This lO report balances traffic congestion impacts due to growth within 11 the City with transportation improvements, and demonstrates that 12 the City is meeting its responsibilities under the countywide 13 Deficiency Plan. 14 D. As of June 1, 1995, the City of Vernon has been 15 tracking new development activity, consistent with the 16 requirements identified in the CMP. This information will be 17 annually tabulated, as the basis for determining mitigation 18 measures which the City of Vernon may implement if necessary under 19 the Countywide Deficiency Plan. 20 SECTION 3: The City Clerk shall forward a certified 2l copy of this Resolution to the Los Angeles County Metropolitan 22 Transportation Authority, attention Jody E. Any project of a federal, state or county agency that is exempt from local jurisdiction zoning regulations and where the local jurisdiction is precluded from exercising any approval/disapproval authority.
