A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON APPROVING AND AUTHORIZING THE
EXECUTION OF AMENDMENT NO. 1 TO THE CONSULTING
AGREEMENT BY AND BETWEEN THE CITY OF VERNON
AND COTTON/BELAND/ASSOCIATES, INC. FOR THE
PREPARATION OF AN APPLICATION FOR A COMMUNITY
DEVELOPMENT BLOCK GRANT

WHEREAS, by Resolution No. 6659 on July 11, 1995, the
City of Vernon approved a Consulting Agreement with
7

Cotton/Beland/Associates, Inc. (nCBA") to provide assistance for
9
the preparation of applications for the community Development
10

Block Grant ("CDBG") program from the State of California
Department of Housing and community Development ("HCD") and to
implement the program if funds are granted; and
WHEREAS, the Scope of Work (Exhibit 1) to the Agreement
14
provided that CBA would prepare applications for a Technical
15
Assistance Grant and for an Economic Development Grant; and
16
WHEREAS, there was insufficient time to file an
17
application for the Technical Assistance Grant for the 1995/1996
18
fiscal year; and
19
WHEREAS, CBA's consultation with the HCD representative
20
21
led to a recommendation that instead of an Economic Development
Grant, the City of Vernon apply for funding from the Community
22
Economic Enterprise Fund; and
23
WHEREAS, The Acting Director of Community Services has
24
recommended that the Agreement be amended to change the Scope of
25
26
Work in order to authorize CBA to prepare an application for a
grant from the Community Economic Enterprise Fund at a cost not to
27
28
exceed Ten Thousand Dollars and No Cents ($10,000.00) in
accordance with the latest CBA Standard Fee Schedule.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF

THE CITY OF VERNON AS FOLLOWS:

SECTION 1: The City council of the City of Vernon
4
hereby finds and determines that the recitals contained
5
6
hereinabove are true and correct.
SECTION 2: The city Council of the City of Vernon
hereby approves Amendment No. 1 to the Consulting Agreement, a
7
8
copy of which has been presented to the City Council concurrently
9
with this resolution, and the city council hereby orders said
10
Amendment to be received and filed by the City Clerk.
11
SECTION 3: The City Council of the City of Vernon
12 hereby authorizes the Mayor and the City Clerk to execute said
13 Amendment for, and on behalf of, the City of Vernon.
14
SECTION 4: The City Clerk of the City of Vernon shall
15 certify to the passage of this resolution, and thereupon and
16 thereafter the same shall be in full force and effect.
17 APPROVED AND ADOPTED this 7th day of November, 1995.
