A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON REAPPOINTING THOMAS A. YBARRA TO
REPRESENT THE CITY OF VERNON AS A DIRECTOR ON
THE GOVERNING BOARD OF THE SOUTHEAST CITIES
TRANSPORTATION AUTHORITY ("SECTA") AND THE
ALAMEDA CORRIDOR TRANSPORTATION AUTHORITY
("ACTA") AND APPOINTING HILARIO GONZALES TO ACT
AS THE ALTERNATE DIRECTOR ON THE BOARDS OF BOTH
AGENCIES

WHEREAS, pursuant to Resolution No. 6079 adopted by the

City Council of the City of Vernon on April 7, 1992, the City
Council appointed Thomas A. Ybarra to represent the City of Vernon
as a Director on the Governing Board of the Southeast cities
Transportation Authority ("SECTA") and appointed victor H. Vaits,

Director of Community Services, to act as the Alternate Director

on said Board; and

WHEREAS, Victor H. vaits is no longer a City employee;
and
WHEREAS, Article 7(a) of the Joint Powers Agreement
("JPA") creating SECTA provides that each city shall appoint a
member of its city council as a Director and an official or staff

person as an alternate and Article 7(b) of the JPA indicates that
written notice of removal together with a certified copy of the
resolution of the legislative body effecting such removal be sent

to SECTA; and
WHEREAS, by minute order dated November 27, 1990, the

City Council appointed Thomas A. Ybarra to represent the City of
Vernon as a Director on the Governing Board of the Alameda
27

Corridor Transportation Authority ("ACTA") and appointed Michael

MCCormick, to act as the Alternate Director on said Board; and
WHEREAS, the City council of the City of Vernon intends
to reappoint Thomas A. Ybarra to represent the City of Vernon as a
Director on the Governing Boards of SECTA and ACTA and to appoint
Hilario Gonzales to act as the Alternate Director on the Boards of
both agencies.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon does
hereby find and determine that the recitals contained hereinabove
are true and correct.
SECTION 2: The City Council of the City of Vernon hereby
reappoints Thomas A. Ybarra as its representative to serve as a
Director on the Governing Boards of SECTA and ACTA and hereby
appoints Hilario Gonzales to serve as an Alternate Director on the
Boards of both agencies, each with the power to vote in all
actions of said Boards and to report to the City Council thereon.
Said appointments shall be effective until the death, resignation,
disqualification or subsequent removal by the City Council of such
representative.
SECTION 3: The City council of the City of Vernon hereby
directs Bruce V. Malkenhorst or his designee to send a certified
copy of this Resolution together with the appropriate notification
to SECTA and ACTA of such appointments.

SECTION 4: The City Clerk of the City of Vernon shall

certify to the passage of this resolution and thereupon and
thereafter the same shall be in full force and effect.
