FOR THE OPERATION OF A TRUCK TERMINAL AT 2860 ALAMEDA STREET WHEREAS, Vecta Transportation Systems, Inc. has applied for a conditional use permit to operate a truck terminal at 2860 Alameda Street in the City of Vernon; and WHEREAS, the City Council of the City of Vernon Iheld a hearing on said application for a conditional use ~ermit on February 6, 1996; and WHEREAS, the proposed site is a conforming use in the General Industrial (M) Zone which has been continuously ~sed as a truck and freight terminal previously operated by ~eeder Fastway Trucking, Inc. and which requires a conditional use permit under the Zoning Ordinance in order to continue the use; and WHEREAS, the proposed operation will include the Storage of trailers at the facility; and WHEREAS, the proposed site is approximately 1.5 acres in size, contains two buildings, and the size, shape, topography and drainage of the parcel are adequate for the proposed operation; and WHEREAS, a barrier wall or landscaping will be installed where parking or maneuvering areas adjoin a public street pursuant to the Vernon City Code; and WHEREAS, the proposed site is surrounded by industrial .uses compatible with the proposed use and no adverse effect from traffic, parking, noise, odors, dust, 1 smoke, light or glare, or risk of fire, infection or 2 explosion is anticipated from the proposed operation; and 3 WHEREAS, the site has access to Alameda Street and 4 from there to the freeway system, but in general traffic 5 ~ill travel from the site on Ross and Alameda Streets to and 6 from the existing terminal at 3575 Ross Street; and the 7 streets to be utilized within the City of Vernon are 8 sufficient to handle the traffic generated from the proposed 9 Ioperations; and 10 WHEREAS, the site is required to have adequate 11 Ioffstreet parking and loading facilities in accordance with 12 the Vernon City Code; and 13 WHEREAS, the conditions imposed on the conditional 14 ~se permit will adequately protect the public health, safety 15 and general welfare and the operation is consistent with all 16 applicable rules and laws of the City of Vernon; and 17 WHEREAS, the proposed use as to location, 18 ~peration, and design is consistent with the General Plan 19 and the Zoning Ordinance of the City of Vernon; and 20 WHEREAS, the project was found to be categorically 21 exempt from the California Environmental Quality Act as an 22 existing facility pursuant to Section 15301 of the 23 California Environmental Quality Act Guidelines and a Notice 24 of Exemption shall be filed with the County Clerk pursuant 25 to Section 15062 of the California Environmental Quality Act 26 Guidelines. 27 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL 28 OF THE CITY OF VERNON AS FOLLOWS: 2 1 SECTION 1: The City Council of the City of Vernon 2 hereby finds and determines that the recitals contained 3 hereinabove are true and correct. 4 SECTION 2: Subject to the conditions set forth 5 below, the conditional use permit is granted to Vecta 6 Transportation Systems, Inc. for the operation of a truck 7 terminal at 2860 Alameda Street. 8 SECTION 3: In order to adequately protect the 9 public health, safety and general welfare the following 10 conditions are imposed: 11 a. The facility shall be operated in accordance 12 with all current codes, rules, regulations and subject to 13 permit fees as adopted by the City of Vernon. The facility 14 shall be operated in a manner that will prevent unsanitary 15 conditions, odors or other nuisances. Prior to occupancy a 16 business license and occupancy permit shall be obtained. 17 ~ll trucking operations, including truck and trailer 18 parking, shall be limited to the lot located at 2860 Alameda 19 Street in the City of Vernon. 20 b. If the building remains vacant for a period 21 greater than one year, the building shall be made to conform 22 with all current codes, rules and regulations. 23 c. All parking and loading facilities shall be 24 paved with a hard durable surface material and shall be 25 adequately drained, and kept free of dust, mud, trash and 26 weeds. Where parking or maneuvering areas adjoin the public 27 street a barrier wall or landscaping shall be installed to 28 meet City standards. 3 I 1 d. Servicing of vehicles including washing, steam 2 cleaning and repairing shall be performed in facilities in 3 compliance with appropriate codes. 4 e. A National Pollutant Discharge Elimination 5 System Permit shall be obtained from the California State 6 Board of Water Resources. 7 f. No equipment or freight shall be stored on the 8 site, other than in buildings, trailers or on the docks. 9 g. Adequate plans and materials must be available 10 for handling leaks or spills from vehicles during storage or 11 transportation. 12 h. All required federal, state, local and 13 regulatory agency permits shall be obtained prior to 14 peration. 15 i. A hazardous materials inventory plan shall be 16 submitted and a hazardous materials permit shall be obtained 17 from the City of Vernon Health Department. Hazardous 18 aterials/wastes shall be handled and managed in compliance 19 ith all appropriate federal, state and local laws. 20 j. The facility's buildings shall be structurally 21 aintained to exclude rodents and the property shall be 22 aintained rodent free. 23 k. The facility shall be operated in a manner 24 will not impede traffic on Ross or Alameda Streets. 25 l. Herewith for your consideration are the following supporting documents: 1. Request for conditional use permit and information supporting the application. 2. Engineer'S Report. 3. Vecta Transportation Systems, Inc. was found to be categorically exempt from the California Environmental Quality Act process, since they will be using an existing truck terminal and the facility is not being expanded. In my opinion the proposed operation will pose no adverse effects to the City of Vernon and will not have a significant effect on the environment, and no mitigating measures are required. @ Honorable City Council -2- February 1, 1996 It is recommended that the City Council find that the proposed use is categorically exempt from the California Environmental Quality Act process. Further it is recommended that a Notice of Exemption be filed with the County Clerk and the conditional use permit be granted with the following conditions: a. CONDITIONAL USE PERMIT TO OPERATE A TRUCK TERMINAL AT 2860 ALAMEDA STREET (January 16, 1996) Vecta Transportation Systems, Inc. has applied for a conditional use permit to operate a truck terminal at 2860 Alameda Street in the City of Vernon. The company operates an existing truck and freight terminal at 3575 Ross Street and intends to use this property only as a trailer storage facility for overflow from the Ross Street terminal. 1. GENERAL PLAN The proposed use conforms to the Zoning Ordinance and the General Plan. The site is presently being used as a truck and freight terminal. 2. SITE The proposed site is of adequate size and shape for the proposed use. 3. ADVERSE AFFECT The proposed site is surrounded by industrial uses compatible with the proposed use and no adverse noise, odor, dust, smoke, light or glare, or risk of fire, infection or explosion is anticipated from the proposed operation. 4. ACCESS The site has access to Ross Street. This street is of adequate size to handle the traffic generated from the proposed operation. 5. TRUCK MOVEMENTS Vecta Transportation Systems, Inc. will store 36 empty trailers at the facility. Operations will be Monday through Friday from 12:00 am to 10:00 pm. Trucks will travel on Ross Street to and from the company's existing terminal 1 at 3575 Ross Street. 6. STATE OR FEDERAL CONDITIONS There are no conditions imposed by State or Federal law. 7. CONDITIONS It is recommended that the following conditions be set on the permit to adequately protect the public interests: a. The facility shall be operated in accordance with all current codes, rules, regulations and subject to permit fees as adopted by the City of Vernon. The facility shall be operated in a manner that will prevent unsanitary conditions, odors or other nuisances. Prior to occupancy a business license and occupancy permit shall be obtained. All trucking operations, including truck and trailer parking, shall be limited to the lot located at 2860 Alameda Street in the City of Vernon. b. If the building remains vacant for a period greater than one year, the building shall be made to conform with all current codes, rules and regulations. c. All parking and loading facilities shall be paved with a hard durable surface material and shall be adequately drained, and kept free of dust, mud, trash and weeds. Where parking or maneuvering areas adjoin the public street a barrier wall or landscaping shall be installed to meet City standards. d. Servicing of vehicles including washing, steam cleaning and repairing shall be performed in facilities in compliance with appropriate codes. e. A National Pollutant Discharge Elimination System Permit 2 shall be obtained from the California State Board of Water Resources. f. No equipment or freight shall be stored on the site, other than in buildings, trailers or on the docks. g. Adequate plans and materials must be available for handling leaks or spills from vehicles during storage or transportation. h. All required federal, state, local and regulatory agency permits shall be obtained prior to operation. i. A hazardous materials inventory plan shall be submitted and a hazardous materials permit shall be obtained from the City of Vernon Health Department. Hazardous materials/wastes shall be handled and managed in compliance with all appropriate federal, state and local laws. j. The facility's buildings shall be structurally maintained to exclude rodents and the property shall be maintained rodent free. k. The facility shall be operated in a manner which will not impede traffic on Ross or Alameda Streets. l.
