A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF VERNON GRANTING A CONDITIONAL USE
PERMIT TO MEXAM INTERNATIONAL FOR THE OPERATION
OF A TRUCK TERMINAL AT 2860 ALAMEDA STREET
WHEREAS, Mexam International has applied for a
Alameda Street in the City of Vernon; and
WHEREAS, the City Council of the City of Vernon
9 held a hearing on said application for a conditional use
10 permit on April 16, 1996; and
11 WHEREAS, the proposed site is a conforming use in
12 the General Industrial (M) Zone which has been continuously
13 used as a truck and freight terminal previously operated by
14 Reeder Fastway Trucking, Inc., is currently operated by
15 Vecta Transportation Systems, Inc" and which requires a
16 conditional use permit under the Zoning Ordinance in order
17 to continue the 'Use; and
18 WHEREAS, the proposed operation will share the
19 facility with Vecta Transportation Systems, Inc, and will
20 use the property as a truck terminal for approximately 12
21 trucks; and
22 WHEREAS, the proposed site is approximately 1.5
23 acres in size, contains two buildings, and the size, shape,
24 topography and drainage of the parcel are adequate for the
25 proposed operation; and
26 WHEREAS, a barrier wall or landscaping will be
27 installed where parking or maneuvering areas adjoin a public
28 street pursuant to the Vernon City Code; and
1 WHEREAS, the proposed site is surrounded by
2 industrial uses compatible with the proposed use and no
3 adverse effect from traffic, parking, noise, odors, dust,
4 smoke, light or glare, or risk of fire, infection or
5 explosion is anticipated from the proposed operation; and
6 WHEREAS, the site has access to Ross Street and in
7 general traffic will travel from the site on Ross and
8 Alameda Streets to and from the freeway system; and the
9 streets to be utilized within the City of Vernon are
10 sufficient to handle the traffic generated from the proposed
11 operations; and
12 WHEREAS, the site is required to have adequate
13 offstreet parking and loading facilities in accordance with
14 the Vernon City Code; and
15 WHEREAS, the conditions imposed on the conditional
16 use permit will adequately protect the public health, safety
17 and general welfare and the operation is consistent with all
18 applicable rules and laws of the City of Vernon; and
19 WHEREAS, the proposed use as to location,
20 operation, and design is consistent with the General Plan
21 and the Zoning Ordinance of the City of Vernon; and
22 WHEREAS, the project was found to be categorically
23 exempt from the California Environmental Quality Act as an
24 existing facility pursuant to Section 15301 of the
25 California Environmental Quality Act Guidelines and a Notice
26 of Exemption.shall be filed with the County Clerk pursuant
27 to Section 15062 of the California Environmental Quality Act
28 Guidelines,

1 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
2 OF THE CITY OF VERNON AS FOLLOWS:
3 SECTION 1: The City Council of the City of Vernon
4 hereby finds and determines that the recitals contained
5 hereinabove are true and correct.
6 SECTION 2: Subject to the conditions set forth
7 below, the conditional use permit is granted to Mexam
8 International for the operation of a truck terminal at 2860
9 Alameda Street.
10 SECTION 3: In order to adequately protect the
11 public health, safety and general welfare the following
12 conditions are imposed:
13 a, The facility shall be operated in accordance
14 with all current codes, rules, regulations and subject to
15 permit fees as adopted by the City of Vernon, All trucking
16 operations, including truck and trailer parking, shall be
17 limited to the lot located at 2860 Alameda Street in the
18 City of Vernon,
19 b, If the building remains vacant for a period
20 greater than one year, the building shall be made to conform
21 with all current codes, rules and regulations.
22 c. All parking and loading facilities shall be
23 paved with a hard durable surface material and shall be
24 adequately drained, and kept free of dust, mud, trash and
25 weeds, Where parking or maneuvering areas adjoin the public
26 street a barrier wall or landscaping shall be installed to
27 meet City standards,
28 d. Servicing of vehicles including washing, steam

1 cleaning and repairing shall be performed in facilities in
2 compliance with appropriate codes.
3 e. A National Pollutant Discharge Elimination
4 System Permit shall be obtained from the California State
5 Board of Water Resources,
6 f, No equipment or freight shall be stored on the
7 site, other than in buildings, trailers or on the docks.
8 g, Adequate plans and materials must be available
9 for handling leaks or spills from vehicles during storage or
10 transportation.
11 h. All required federal, state, local and
12 regulatory agency permits shall be obtained prior to
13 operation. Prior to occupancy a business license and
14 occupancy permit shall be obtained.
15 i. A hazardous materials inventory and
16 business/contingency plan shall be submitted and a hazardous
17 materials permit shall be obtained from the City of Vernon
18 Health Department, Hazardous materials/wastes shall be
19 handled and managed in compliance with all appropriate
20 federal, state and local laws.
21 j, The facility's buildings shall be structurally
22 maintained to exclude rodents and the property shall be
23 maintained rodent free,
24 k. The facility shall be operated in a manner
25 which will not impede traffic on Ross or Alameda Streets,
26 I. All existing cracked sidewalk, curb and gutter
27 adjacent to the site in Ross and Alameda Streets shall be
28 repaired and maintained to meet City Standards.

SECTION 4: The City Clerk of the City of Vernon
5 shall certify to the passage of this resolution and
6 thereupon and thereafter the same shall be in full force and
7 effect.

Gentlemen:
Mexam International has applied for a conditional use permit
to operate a truck terminal at 2860 Alameda Street.
Herewith for your consideration are the following supporting
documents:
1. Request for conditional use permit and information
supporting the application.
2. Engineer's Report.
3. Notice of Public Hearing, copies of notification letters
to owners and tenants in the area and affidavits of posting and
mailing.
Mexam International was found to be categorically exempt
from the California Environmental Quality Act process, since they
will be using an existing truck terminal and the facility is not
being expanded.
In my opinion the proposed operation will pose no adverse
effects to the City of Vernon and will not have a significant
effect on the environment, and no mitigating measures are
required.

It is recommended that the City Council find that the
proposed use is categorically exempt from the California

Further it is recommended that a Notice of Exemption be
filed with the County Clerk and the conditional use permit be
granted with the following conditions:
a. The facility shall be operated in accordance with all
current codes, rules, regulations and subject to permit fees as
adopted by the City of Vernon. All trucking operations,
including truck and trailer parking, shall be limited to the lot
located at 2860 Alameda Street in the City of Vernon.
b. If the building remains vacant for a period greater than
one year, the building shall be made to conform with all current
codes, rules and regulations.
c. All parking and loading facilities shall be paved with a
hard durable surface material and shall be adequately drained,
and kept free of dust, mud, trash and weeds. Where parking or
maneuvering areas adjoin the public street a barrier wall or
landscaping shall be installed to meet City standards,
d. Servicing of vehicles including washing, steam cleaning
and repairing shall be performed in facilities in compliance with
appropriate codes,

and loading positions. The street that is currently used by a number of trucking
and distribution companies. There are no apparent problems.

propeties are now occupied by trucking canpanies.

vacated the building since May 25, 1995. In accordance with the
City of Vernon Comprehensive Zoning Ordinance Section 26.4.6-7, a
non-conforming building or a portion OL a non-conforming building
which is vacant fora continuous period of at least (1) year shall
not thereafter be occupied except in the case that it has been
brought into conformity ~ith all of the regulations of the zone in
which it is located.
You can obtain a written report on what regulations may apply
to your property if it remains vacant for a one year period by
requesting a code update occupancy inspection. This may be

ON MEXAM INTERNATIONAL'S
CONDITIONAL USE PERMIT TO OPERATE A
TRUCK TERMINAL AT 2860 ALAMEDA' STREET
(April 8, 1996)
Mexam International has applied for a conditional use permit
to operate a truck terminal at 2860 Alameda Street in the City of
Vernon. The facility is currently being used by Vecta
Transportation Systems, Inc. and Mexam International intends to
share the existing facility,
1. GENERAL PLAN The proposed use conforms to the Zoning'
Ordinance and the General Plan. The site is presently being used
as a truck and freight terminal.
2. SITE The proposed site is of adequate size and shape
for the proposed use.
3, ADVERSE AFFECT The proposed site is surrounded by
industrial uses compatible with the proposed use and no adverse
noise, odor, dust, smoke, light or glare, or risk of fire,
infection or explosion is anticipated from the proposed
operation.
4. ACCESS The site has access to Ross Street. This street
is of adequate size to handle the traffic generated from the
proposed operation.
5, TRUCK MOVEMENTS Mexam International will operate
approximately 12 trucks at the facility. Trucks will travel on
Ross Street to and from the freeway system.
6. STATE OR FEDERAL CONDITIONS There are no conditions
imposed by State or Federal law,

7. CONDITIONS It is recommended that the following
conditions be set on the permit to adequately protect the public
interests:
a, The facility shall be operated in accordance with
all current codes, rules, regulations and subject to permit fees
as adopted by the City of Vernon, All trucking operations,
including truck and trailer parking, shall be limited to the lot
located at 2860 Alameda Street in the City of Vernon.
b. If the building remains vacant for a period greater than
one year, the building shall be made to conform with all current
codes, rules and regulations,
c. All parking and loading facilities shall be paved with a
hard durable surface material and shall be adequately drained,
and kept free of dust, mud, trash and weeds, Where parking or
maneuvering areas adjoin the public street a barrier wall or
landscaping shall be installed to meet City standards,
d, Servicing of vehicles including washing, steam cleaning
and repairing shall be performed in facilities in compliance with
appropriate codes,
e. A National Pollutant Discharge Elimination System Permit
shall be obtained from the California State Board of Water
Resources,
f. No equipment or freight shall be stored on the site,
other than in buildings, trailers or on the docks.
g, Adequate plans and materials must be available for
handling leaks or spills from vehicles during storage or

transportation.
h, All required federal, state, local and regulatory agency
permits shall be obtained prior to operation. Prior to occupancy
a business license and occupancy permit shall be obtained,
i, A hazardous materials inventory and business/contingency
plan shall be submitted and a hazardous materials permit shall be
obtained from the City of Vernon Health Department. Hazardous
materials/wastes shall be handled and managed in compliance with
all appropriate federal, state and local laws,
j. The facility's buildings shall be structurally
maintained to exclude rodents and the property shall be
maintained rodent free.
k. The facility shall be operated in a manner which will
not impede traffic on Ross or Alameda Streets,
I. All existing cracked sidewalk, curb and gutter adjacent
to the site in Ross and Alameda Streets shall be repaired and
maintained to meet City Standards,
m, The facility shall be operated in a manner that will
prevent unsanitary conditions, odors or other nuisances.
