A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION
OF AN EDISON-VERNON VICTORVILLE-LUGO FIRM
TRANSMISSION SERVICE AGREEMENT BY AND BETWEEN
THE CITY OF VERNON AND SOUTHERN CALIFORNIA
EDISON COMPANY

WHEREAS, the City of Vernon is a participant in the Mead-
8
Adelanto Project and will receive an entitlement of approximately
9
75 MW of firm transmission service between the Marketplace
10
Substation located near Boulder City, Nevada, and the Los Angeles
11
Department of Water and Power's ("LADWP") Adelanto Switching
12
Station; and
13
WHEREAS, pursuant to an agreement with LADWP, the City of
14
Vernon has approximately 75 MW of firm transmission service
15
between the Adelanto Switching station and Victorville-Lugo; and
16
WHEREAS, Southern California Edison Company owns and
17
operates 500 kV, 230 kV, and 66 kV transmission facilities between
Victorville-Lugo and the Vernon City Gate; and
18

WHEREAS, the City of Vernon desires to purchase 75 MW of
20
firm transmission service between victorville-Lugo and the Vernon
21

City Gate for deliveries of energy transmitted primarily over
22
Vernon's Project entitlement; and
23
WHEREAS, the City of Vernon currently purchases 11 MW of
24
firm transmission service from Edison pursuant to the PVNGS
25
Transmission Service Agreement, and the City of Vernon desires to
26
terminate service under the PVNGS Transmission Service Agreement
27
concurrent with the effective date of this Agreement; and
WHEREAS, the City of Vernon and Southern California

Edison Company desire to enter into an agreement setting forth the
terms and conditions of such a purchase.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:

SECTION 1: The City council of the City of Vernon does
hereby find and determine that the recitals contained hereinabove
6

are true and correct.

SECTION 2: The City Council of the city of Vernon hereby
9
approves the Edison-Vernon victorville-Lugo Firm Transmission
10
service Agreement, a copy of which has been presented to the City
council concurrently with this resolution, and the City Council
11
12
hereby orders said Agreement to be received and filed by the City
13
Clerk.

SECTION 3: The City Council of the City of Vernon hereby
15
authorizes the Mayor and the City Clerk to execute said Agreement
16
for, and on behalf of, the City of Vernon.
17
SECTION 4: The City Clerk of the City of Vernon shall
18
certify to the passage of this resolution and thereupon and
19
thereafter the same shall be in full force and effect.
