A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION
OF AN AGREEMENT WITH THE LOS ANGELES UNIFIED
SCHOOL DISTRICT TO WAIVE CEQA NOTIFICATION FOR
PROJECTS OUTSIDE DESIGNATED BOUNDARIES

WHEREAS, the Los Angeles Unified School District (LAUSD)
6
is required to notify all responsible agencies with regard to
7
projects subject to the California Environmental Quality Act
8
(CEQA); and
9
WHEREAS, the boundaries of the LAUSD extend in some areas
10
more than twenty-five (25) miles beyond the city limits of the
11
City of Vernon; and
12
WHEREAS, LAUSD notification to the City of Vernon of
13
projects taking place in distant locales imposes unnecessary
14
administrative responsibilities on both agencies which are
15
uneconomic and time-consuming; and
16
WHEREAS, the City of Vernon and LAUSD have negotiated an
17
agreement whereby the City of Vernon will waive notice of any such
18
projects outside boundaries consisting of the Hollywood and San
19
Bernardino freeways on the north, the Harbor Freeway on the west,
20
Firestone Boulevard on the south, and Garfield Avenue on the east;
21
and
22
WHEREAS, said agreement will benefit both agencies by
23
reducing costs and retention of public records; and
24
WHEREAS, the Director of Community Services and Water has
25
recommended approval of said agreement.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE

CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon does

hereby find and determine that the recitals contained hereinabove
4
are true and correct.

SECTION 2: The City Council of the City of Vernon hereby
6
approves the Agreement waiving CEQA notice for projects outside
7
the aforesaid boundaries, a copy of which has been presented to
8
the City Council concurrently herewith, and the City Council
9
hereby orders said Agreement to be received and filed by the City
10
Clerk.

SECTION 3: The City Council of the City of Vernon hereby
12
authorizes the Mayor and the City Clerk to execute said Agreement
13
for, and on behalf of, the City of Vernon.
14
SECTION 4: The City Clerk is directed to forward two
15
executed copies of the Agreement to LAUSD:

SECTION 5: The City Clerk of the City of Vernon shall

certify to the passage of this resolution, and thereupon and

thereafter the same shall be in full force and effect.

.AGREEMENT
THIS AGREEMENT is entered into this day of , 1996, between the
City of Vernon and the Los Angeles Unified School District (LAUSD) for the purpose of specifying the
manner of compliance with the requirements of the California Environmental Quality Act regarding
notifications to adjacent cities and counties.
Pursuant to §21104 and §21153 of the Public Resources Code, the City of Vernon agrees that the
LAUSD need not submit for review environmental documents for projects which are located outside the
following boundaries:
Hollywood (101) and San Bernardino (10) Freeways on the north
Firestone Boulevard on the south
Garfield Avenue on the east
Harbor Freeway (110) on the west
LAUSD agrees that it will submit to the City of Vernon environmental documents for any project
outside the City limits or boundaries which might have an impact. on students or residents of the City.
THIS AGREEMENT will be effective for a period of one (1) year from the above date.

Honorable Members:
Transmitted herewith is an agreement with the Los Angeles Unified
School District which will waive certain notification requirements of
the California Environmental Quality Act (CEQA) and provide that the
school district will notify Vernon only of those projects within the
City. This has been reviewed by the Director of Community Services
and the City Attorney, and it is hereby recommended that the agreement
be approved and executed.
