2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING THE EXTENSION OF THE ANIMAL
3 CONTROL SERVICES CONTRACT WITH SOUTHEAST AREA
ANIMAL CONTROL AUTHORITY (SEAACA) FOR AN
4 ADDITIONAL YEAR, JULY 1, 1996 TO JUNE 30, 1997,
AND AUTHORIZING THE EXECUTION OF AN AMENDMENT TO
5 SAID AGREEMENT
6 WHEREAS, the City Council of the City of Vernon has
7 adopted an ordinance providing for animal control regulation; and
8 WHEREAS, the City of Vernon executed an agreement with
9 the Southeast Area Animal Control Authority (SEAACA), a public
10 agency, for animal control services in 1980, which has been
11 revised and amended periodically and which will expire on June 30,
12 1996; and
13 WHEREAS, Bruce V. Malkenhorst, City Administrator/City
14 Clerk, has recommended that the City Council of the City of Vernon
15 approve an Amendment to Agreement with SEAACA extending animal
16 control services for the year 1996/1997, and increasing the fees
17 paid by the City of Vernon to SEAACA by 4.75%; and
18 WHEREAS, the SEAACA Board of Directors has approved said
19 Amendment.
20 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
21 CITY OF VERNON AS FOLLOWS:

SECTION 1: The City council of the City of Vernon hereby
23 finds and determines that the recitals contained hereinabove are
24 true and correct.
25
SECTION 2: The City Council of the city of Vernon hereby
26 approves the Amendment to Agreement extending the SEAACA Agreement
27 for an additional year, July 1, 1996 to June 30, 1997 and
28 increasing the fees to be paid to SEAACA, a copy of which
1 Amendment has been presented to the city council concurrently with
2 this resolution, and the City council hereby orders said Amendment
3 to be received and filed by the City Clerk.

SECTION 3: The City Council of the City of Vernon hereby
authorizes the Mayor and the City Clerk to execute said Amendment
5
6
for, and on behalf of, the City of Vernon.
7
SECTION 4: The City Clerk of the City of Vernon shall
certify to the/passage of this resolution, and thereupon and
8
9
thereafter the same shall be in full force and effect.
10

THIS AMENDMENT TO AGREEMENT is executed this~ day of

4 AUTHORITY (hereinafter "SEAACA") and the CITY OF VERNON

(hereinafter "CITY" )..
A. SEAACA is a public agency organized by the cities of
7
Downey, Norwalk, pico Rivera, Bell Gardens, Montebello,Paramount,
8
South EI Monte and Santa Fe springs pursuant to the provisions of
9
section 6500, et seq., of the California Government Code for the
10
purpose of providing animal control services within the boundaries
11
of those cities and such other municipal corporations as are
12
approved by SEAACA.
13
B. SEAACA has performed animal control services in
14
accordance with Agreements for the CITY during the fiscal years
15
1980-81 through and including 1995-96, and the CITY and SEAACA
16
desire to extend the Agreement dated June 30, 1985, inclusive of
all subsequent amendments, in order to enable SEAACA to continue
to provide animal control services to the CITY during the fiscal
17

year 1996-97.

NOW, THEREFORE, IN CONSIDERATION OF PERFORMANCE BY THE
PARTIES OF THE COVENANTS AND CONDITIONS HEREIN CONTAINED, THE
22
PARTIES AGREE AS FOLLOWS:

1. The first sentence of section II.2 of said Agreement
24
is amended to read as follows:
25
"2. To pay AUTHORITY during the term of this .
26
Agreement, as consideration for services requested or patrol
27
pursuant to items I.1 and I.2 of this Agreement, the amounts
28
established in the attached Exhibit "A", setting forth Shelter and

1 medical fees and billed to CITY each month, said sum to be paid
2 within ten (10) days aftei receipt of invoice."

2. The first sentence of section III.9 of said Agreement
4 is amended to read as follows:

"9. That the term of this Agreement shall be for the
6 period of July 1, 1996 through June 30, 1997, inclusive, unless
7 the Agreement is terminated as herein provided and said Agreement
8 shall be extended as herein provided and s~id Agreement shall be
9 extended. on an annual basis thereafter, unless ninety (90) days
10 prior to the end of such fiscal year, June 30, notice is given by
'11 either party of its intent to terminate this Agreement."
3. Exhibit "A" to said Agreement is amended to read as
12
13 attached hereto.

4. All other provisions of said Agreement, with
15 amendments, shall'remain unchanged.
16 IN WITNESS WHEREOF, the CITY OF VERNON by order of its
17 City Council, has caused this Amendment to Agreement to be signed
18 by its Mayor and attested by its Clerk, and the SOUTHEAST AREA
19 ANIMAL CONTROL AUTHORITY, by order of its Commission, has caused
20 this Agreement to be subscribed by the Chairperson of said
21 Commission and attested by the Clerk of said commission.

Honorable Members:
The Animal Control Service Agreement with the Southeast Area Animal
Control Authority (SEAACA) will expire on June 30, and transmitted
herewith is an Amendment to the Agreement for 1996-1997. The
amendment includes an increase in hourly rates and fees averaging
4.750, the first increase since 1991.
This has been reviewed by the Director of Environmental Health and
the City Attorney, and it is hereby recommended that .the Amendment
to the Agreement with SEAACA be approved and executed.

SUBJECT: INFORMATION UPDATE ON ANIMAL CONTROL SERVICE REQUESTS
The purpose of this. memo is to update you and your staff on
requests for animal control services in Vernon. The Health
Department administers a contract with Southeast Area Animal
Control Authority (SEAACA) to respond to Vernon to pick up live or
injured animals.
The following are the established guidelines for requesting animal
control services during different time periods. Please note that
complaining parties should be advised that:
- .animals must be confined, and
- SEAACA response time may be from 1-3 hours unless it is
an emergency/or priority situation (see Section III below
for examples).
I. Monday - Thursday, 7 a.m. - 5:30 p.m. (Normal City Hall
business hours).
SEAACA will only respond based on a phone call from Health
Department personnel. Calls must be routed to the Health
Department (Extensions 233, 267, 272, 230 or 229). SEAACA
will dispatch. animal control officers during their daily work
schedule of 8 a.m. - 8 p.m. Information which must be
collected before the Health Department .contacts SEAACA
-(562-803-3301) includes:
a) Company Name and Address.
b) Company Telephone Number.
c) Nearest Cross .Street.
d) Contact Person.
e) Closing Time of Business.
II. Nights, Friday through Sunday and holidays (During City Hall
after business hours).
Calls for pickup of confined animals are coordinated by Vernon
Police Department on business line 213-587-5171. SEAACA can
be contacted 8 a.m. - 8 p.m. by calling 562-803-3301. After-
. 8 p.m. until 8 a.m. in the morning SEAACA is only available to
respond to emergency (see Section III).

III. EMERGENCYjPRIORITY CALLS
In cases where an animal is .injured, or is loose and
endangering the safety of humans (biting or nipping), or there
is loose livestock, SEAACA will dispatch animal control
officers as-soon as possible following notification by the
Health or Police departments according to the time of
notification-listed in Sections I and II.
For emergency requests when SEAACA is closed contact can be
made through their after hours. number: (562)- 940-8888. BE
SURE TO OBTAIN THE SEAACA REPRESENTATIVE'S NAME.
IV. DEAD ANIMALS
During regular business hours - Community Services, Ext. 390,
will arrange for City crew for pick up and disposal of dead
animals.. Nights, Friday - Sunday, holidays - Light & Power
dispatch, Ext. 396, will contact City stand-by person for pick
up and disposal.
NOTE: Dead animals will be picked up from the public right-
of-ways and, if an owner or operator .grants permission for
City access, from private property.
V. STRAYS
Except as outlined under Emergency or Priority cases (Section
III), SEAACA is not available to respond to stray (unconfined)
animal reports. Options available to complainants include:
1) Confine animal and advise City.
2) Obtain rental trap from City or SEAACA. Contact Health
Department for details.
