A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON OPPOSING SENATE BILL 1521 (WATER DISTRICT
CONSOLIDATION) AND SENATE BILL 1354 (DISTRICT
ASSET CONSOLIDATION)

WHEREAS, the Vernon industrial community employs
approximately 50,000 employees who generally live in close
proximity to the City of Vernon within the boundaries of the Water
7

9
Replenishment District of Southern California ("WRD"); and
10
WHEREAS, the City of Vernon has an entitlement of 8,039
11
acre-feet of water rights in the Central Basin Municipal Water
District ("Central Basin") which it uses to pump water from
12
Central Basin to serve the needs of the Vernon industrial
13
14
community; and
15
WHEREAS, the WRD imposes replenishment charges and
16
assessments upon Vernon when Vernon uses its water rights to pump
17
water from Central Basin; and
18
WHEREAS, the City of Vernon is opposed to Senate Bill
Nos. 1521 and 1354 because it believes that the WRD's
19

replenishment assessments and charges will be increased in order
21
to pay the bonded debts of West Basin Municipal Water District
("West Basin") ($267 million) and Central Basin ($77 million) for
22
23
their poorly conceived reclaimed water project, and Vernon
24
believes that its use of its water rights pursuant to the Central
25
Basin judgment should not be conditioned upon the payment of a
26
debt for a poorly planned and poorly managed reclaimed water
27
system; and
28
WHEREAS, Vernon believes that the WRD and its
1 replenishment assessments which support the use of its water right
2 entitlements should not be a hostage to this poorly conceived and
3 poorly planned reclaimed water project.
4 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
5 CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon hereby
7 opposes Senate Bill Nos. 1521 and 1354 and directs the City Clerk
8 to send copies of this Resolution to the Governor, members of the
9 California Legislature who represent the City of Vernon, and other
10 interested parties.

SECTION 2: The City Clerk of the City of Vernon shall
12
certify to the passage of this resolution and thereupon and
13
thereafter the same shall be in full force and effect.
14
APPROVED AND ADOPTED this 20th day of August, 1996.
