RESOLUTION NO. 6832
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON, CALIFORNIA, CALLING AND GIVING NOTICE OF
THE HOLDING OF A SPECIAL MUNICIPAL ELECTION TO BE
HELD ON TUESDAY, DECEMBER 10, 1996, FOR THE
SUBMISSION TO THE QUALIFIED VOTERS A QUESTION
RELATING TO THE AMENDING OF BUSINESS LICENSE
TAXES AND THE ESTABLISHMENT OF A BUSINESS LICENSE
TAX FOR BUSINESSES ENGAGED IN RECYCLING LEAD-ACID
BATTERIES WITHIN THE CITY OF VERNON
WHEREAS, the City Council on August 20, 1996, adopted
Ordinance No. 1043 amending Sections 15.36, 15.36-1, 15.37, and
15.37-1 and adding section 15.38 of the Code of the City of Vernon
relating to business license taxes for hazardous waste and solid
waste materials processing and recycling facilities; and
WHEREAS, pursuant to the provisions of the Charter of the
City of Vernon, said ordinance provides that a special municipal
election shall be held on Tuesday, December 10, 1996, for the
submission to the qualified voters of said City the question
pertaining to Measure A as hereinafter set forth.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recital contained hereinabove is true
and correct.
SECTION 2: Pursuant to the requirements of the Charter,
there is called and ordered to be held in the City of Vernon,
California, on Tuesday, December 10, 1996, a special municipal
election for the submission to the qualified voters of said City at
said election the question hereinafter set forth.
SECTION 3:
The City Council, pursuant to its right and
authority, does order submitted to the voters. at the special

municipal election the following question:
MEASURE A
Shall an ordinance entitled "AN ORDINANCE
OF THE CITY COUNCIL OF THE CITY OF VERNON
AMENDING SECTIONS 15.36, 15.36-1, 15.37,
AND 15.37-1 OF THE CODE OF THE CITY OF
VERNON CONCERNING BUSINESS LICENSE TAXES
AND ADDING SECTION 15.38 TO SAID CODE
RELATING TO THE ESTABLISHMENT OF A BUSINESS
LICENSE TAX FOR BUSINESSES ENGAGED IN
RECYCLING LEAD-ACID BATTERIES AND
ESTABLISHING A DATE FOR AN ELECTION TO BE
HELD TO APPROVE THE LEVY OF THE BUSINESS
LICENSE TAXES CONTAINED HEREIN" be approved
and adopted?

SECTION 4: The proposed ordinance is on file with the City
Clerk and may be examined during regular business hours.
SECTION 5: The ballots to be used at the election shall be
in form and content as required by law.
SECTION 6: The City Clerk is authorized, instructed and
directed to procure and furnish any and all official ballots,
notices,
printed matter and all
supplies,
equipment and
paraphernalia that may be necessary in order to properly and
lawfully conduct the election.
SECTION 7: Pursuant to Section 1340 of the Elections Code
of the State of California, the election will be conducted entirely
by mailed ballots.
Ballots may be returned by mail or hand
delivered but must be received by the City Clerk by 8:00 p.m. on
December 10, 1996, as required by Section 1353 of the Elections Code
of the State of California. The City Clerk's Office at the City
Hall located at 4305 Santa Fe Avenue in the City of Vernon shall
remain open from 7:00 a.m. to 8:00 p.m. on election day.

SECTION 8 :
In all particulars not recited in this
resolution, the election shall be held and conducted as provided by
law for holding municipal elections.
SECTION 9: Notice of the time and place of holding the
election is given, and the City Clerk is authorized, instructed and
directed to give further or additional notice of the election, in
time, form and manner as required by law.
SECTION 10: The City Clerk of the City of Vernon shall
certify to the passage of this resolution and thereupon and
thereafter the same shall be in full force and effect.
APPROVED AND ADOPTED this 20th day of August, 1996.
