WHEREAS, a special municipal electioniwill be held in the City of Vernon, California, on Tuesday, December 10, 1996, at 7 which there will be submitted to the voters th~ following measure: 8 9 MEASURE A 11 Shall an ordinance entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF V~RNON AMENDING SECTIONS 15.36, 15.36-1. 15.137, AND 15.37-1 OF THE CODE OF THE CITY OF V~RNON, CALIFORNIA 1959 AND BY ADDING NEW SECTION 15.38 TO SAID CODE RELATING TO THE ESTABLISHMENT OF A BUSINESS LICENSE TAX FOR BUSINESSES ENGAGED IN RECYCLING LEAD1ACID BATTERIES AND ESTABLISHING A DATE FOR AN ELECTION TO BE HELD TO APPROVE THE LEVY OF THE BUSINESS LICENSE TAXES CONTAINED HERE;IN" be approved and adopted? ' 10 12 13 14 15 16 IYES 'NO 17 18 19 NOW, THEREFORE, BE IT RESOLVED BY THEI CITY COUNCIL OF THE 20 CITY OF VERNON AS FOLLOWS: 21 SECTION 1: The City Council of the c~ty of Vernon hereby 22 finds and determines that the recital containe~ hereinabove is 23 true and correct. 24 SECTION 2: Pursuant to Section 9286 of the Elections 25 Code of the State of California, the City Cler~, as the city 26 elections official, shall set the date after which no arguments 27 for or against the City measure may be submitt~d to the City 28 Clerk. ct. ... . . 1 SECTION 3: The Mayor and any members of the City Council 2 may file written arguments regarding the city measure as specified 3 above in accordance with sections 9281 and 9282 of the Elections 4 Code of the State of California and to change the arguments until 5 and including the date fixed by the City Clerk. 6 SECTION 4: The City Clerk shall receive written arguments for and against Measure A by any other person or association qualified under section 9282 of the Elections Code of the State of California until and including the date fixed by the 7 8 9 10 City Clerk. 11 SECTION 5: The City Council directs the City Clerk to 12 transmit a copy of the measure to the City Attorney, pursuant to 13 Section 9280 of the Election Code of the state of California. The 14 City Attorney shall prepare an impartial analysis of the measure showing the effect of the measure on the existing law and the 15 16 operation of the measure. The impartial analysis shall be filed by the date set by the city Clerk for the filing of direct 17 18 arguments. 19 SECTION 6: The City Clerk of Vernon shall certify to the 20 passage of this resolution, and thereupon and thereafter the same 21 shall be in full force and effect. 22 APPROVED AND ADOPTED this 20th day of August, 1996. 23 24 ..f@~ -~4.t- . . .ci v~ ,- E<~m c.
