A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON, CALIFORNIA, PROVIDING FOR THE FILING OF
REBUTTAL ARGUMENTS FOR CITY MEASURES SUBMITTED
AT MUNICIPAL ELECTIONS

WHEREAS, the City Council by Resolution No. 6832 has
called an election on the questions of whether Ordinance No. 1043
shall be approved and adopted relating to amending business
license taxes for hazardous waste and solid waste materials
7

processing and recycling facilities and establishing a business
license tax for businesses engaged in recycling lead-acid
batteries; and

WHEREAS, sections 4015.5 and 5014.5 of the Elections Code
of the State of California authorize the City council, by majority
vote, to adopt procedures to provide for the filing of rebuttal
13

arguments for city measures submitted at municipal elections.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
16
CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon hereby
18
finds and determines that the recitals contained hereinabove are
19
true and correct.

SECTION 2: Pursuant to sections 4015.5 and 5014.5 of the
21
Elections Code of the state of California, when the City Clerk has
22
selected the arguments for and against the measure which will be
23
printed and distributed to the voters, the City Clerk shall send
24
copies of the argument in favor of the measure to the authors of
25
the argument against, and copies of the argument against to the
26
authors of the argument in favor. The authors may prepare and
27
submit rebuttal arguments not exceeding 250 words. The rebuttal

1 arguments shall be filed with the city Clerk not more than ten
2 (10) days after the final date for filing direct arguments.
3 Rebuttal arguments shall be printed in the same manner ',as the
4 direct arguments. Each rebuttal argument shall immediately follow
5 the direct argument which it seeks to rebut.

SECTION 3: All previous resolutions providing for the
7 filing of rebuttal arguments for city measures are repealed.

SECTION 4: The provisions of section 2 shall apply only
9 to the election to be held on December 10, 1996.

SECTION 5: The City Clerk of the City of Vernon shall
11 certify to the passage of this resolution and thereupon and
12 thereafter the same shall be in full force and effect.
13 APPROVED AND ADOPTED this 20th day of August, 1996.
