RESOLUTION NO. 6877

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF
A SUPPLEMENTAL OWNERSHIP AGREEMENT RELATING TO
THE MEAD-ADELANTO TRANSMISSION LINE

WHEREAS, the City of Vernon by Resolution No. 5985 on
6
September 23, 1991, approved the Project Agreements for the Mead-
Adelanto Project; and
7

WHEREAS, the following parties have ownership interests in
9
the Mead-Adelanto Project:

M-S-R Public Power Agency
11
Southern California Public Power Authority ("Authority")
12
(two ownership interests on behalf of "Western" and its
13
"Members" )
14
City of Vernon; and
15
WHEREAS, the Los Angeles Department of Water and Power
16
("LADWP") as the construction manager for the Mead-Adelanto Project
17
was required to obtain property interests in more than five hundred
18
parcels of property in the County of San Bernardino; and
19
WHEREAS, Section 8.10 of the Construction Management
20
Agreement required LADWP to acquire all land rights in the name of
the Authority which would then transfer them into the names of all
21
22
owners; and
23
WHEREAS, conveyance of more than five hundred parcels to
all of the owners as tenants in common would be cumbersome, and such
24
25
procedure would make it difficult for an owner to transfer either
26
full or part ownership in the transmission line; and
27
WHEREAS, the owners have agreed to amend the Mead-Adelanto
28
Project Joint Ownership Agreement with a supplemental Ownership

1 Agreement which will authorize the Authority to hold title to all
2 easements, land, land rights and permits on behalf of all the owners
3 as tenants in common; and
4 WHEREAS, the Director of Light and Power has recommended
5 approval of said Agreement.
6 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
7 CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon hereby
9 finds and determines that the recitals contained hereinabove are
10 true and correct.

SECTION 2: The City Council of the City of Vernon hereby
12 approves the Supplemental Ownership Agreement among the above-named
13 parties, a copy of which has been presented to the city Council
14 concurrently with this resolution, and the city Council hereby
15 orders said Agreement to be received and filed by the city Clerk.

SECTION 3: The City Council of the City of Vernon hereby
17 authorizes the Mayor and the City Clerk to execute said Agreement
18 for, and on behalf of, the City of Vernon.
19
SECTION 4: The City Clerk of the City of Vernon shall
20 certify to the passage of this resolution, and thereupon and
21 thereafter the same shall be in full force and effect.
22 APPROVED AND ADOPTED this 5th day of November, 1996.

7 Tuesday, November 5, 1996, and thereafter was duly signed by the

Mayor of the city of Vernon.
